Since 2009, multiple stakeholders have expressed interest in exploring inseason subsistence salmon harvest monitoring for the Yukon River subsistence salmon fishery in order to 1) provide more robust salmon harvest timing data in coordination with inseason genetics data, and 2) produce aggregated salmon harvest estimates throughout the drainage to better meet the harvest share obligations of the Yukon River Salmon Agreement under the Pacific Salmon Treaty. Currently, subsistence salmon harvest data are collected by the Alaska Department of Fish and Game (ADF&G) Division of Commercial Fisheries in a postseason survey in which ADF&G staff conduct face-to-face household surveys with a stratified sample of fishing households in most Yukon River communities. To explore the feasibility of inseason harvest data collection, researchers used a combination of methods, including in-person household surveys, participant observation, and detailed documentation of community responses to the research. The research was designed to occur over two years in four communities (one community in the first year and three communities in the second year), but ultimately only two communities participated (one in each year). Although there are several potential strengths to inseason data collection and aggregation, researchers found that methods chosen in this pilot study were not sufficient to produce the amount and quality of data currently collected in the postseason survey and also that the project was not cost effective. A primary concern was the dearth of consistent capacity on the local level in the skills needed for independent work with complex survey designs. Other models for an inseason survey program could be considered, including voluntary reporting by fishers or limiting data collection to fishing households only. However, these approaches limit the types of data collected and would prohibit some analyses currently produced.

Book excerpt: This research explored subsistence salmon harvest trends from 1990 to 2016 through analysis of harvest data from Kuskokwim River communities. Households and communities along the Kuskokwim River rely on returning runs of Chinook Oncorhynchus tshawytscha, chum O. keta, sockeye O. nerka, pink O. gorbuscha, and coho O. kisutch salmon for nutritional and cultural sustenance. The system of extended families working together to catch, process, and store salmon for their annual needs has proven resilient despite major changes to salmon fisheries. The harvest and sharing of salmon remain prominent components of cultural identity and community wellbeing, and Chinook salmon hold especially high value among residents. A general river-wide trend of reduced salmon harvests over 26 years is evident, though with regional variation. Because most of the fishing happens in the lower Kuskokwim River, the trends described are most representative of that section. For the first two decades of the data period, the total harvest is largely driven by the chum and Chinook salmon harvests. However, with dramatically declining Chinook salmon runs beginning in 2009, harvests of the other species of salmon increased, suggesting an attempt to compensate for losses of the Chinook salmon. In this research, respondents identified five primary factors that affected this historical fishing practices: regulations, low salmon returns, expenses (the price of gas and equipment), employment, and weather conditions. Respondents described inefficiencies related to short and widely spaced fishing openings that can effectively improve Chinook salmon passage and reported adapting their fishing and processing techniques to more challenging conditions, such as more rain and more flies, later in the season. Attempts to mitigate decreased Chinook salmon harvests have produced varying outcomes and do not always improve fishing success. Although important for salmon conservation efforts, these management actions have resulted in significant hardship in Kuskokwim River communities.

However, this protection generally does not encompass riparian areasâ€"the lands bordering rivers and lakesâ€"even though they often provide the same functions as wetlands. Growing recognition of the similarities in wetland and riparian area functioning and the differences in their legal protection led the NRC in 1999 to undertake a study of riparian areas, which has culminated in Riparian Areas: Functioning and Strategies for Management. The report is intended to heighten awareness of riparian areas commensurate with their ecological and societal values. The primary conclusion is that, because riparian areas perform a disproportionate number of biological and physical functions on a unit area basis, restoration of riparian functions along America's waterbodies should be a national goal.
