Book excerpt: The Consumer Expenditure (CE) surveys are the only source of information on the complete range of consumers' expenditures and incomes in the United States, as well as the characteristics of those consumers. The CE consists of two separate surveys: (1) a national sample of households interviewed five times at three-month intervals; and (2) a separate national sample of households that complete two consecutive one-week expenditure diaries. For more than 40 years, these surveys, the responsibility of the Bureau of Labor Statistics (BLS), have been the principal source of knowledge about changing patterns of consumer spending in the U.S. population. In February 2009, BLS initiated the Gemini Project, the aim of which is to redesign the CE surveys to improve data quality through a verifiable reduction in measurement error with a particular focus on underreporting. The Gemini Project initiated a series of information-gathering meetings, conference sessions, forums, and workshops to identify appropriate strategies for improving CE data quality. As part of this effort, BLS requested the National Research Council's Committee on National Statistics (CNSTAT) to convene an expert panel to build on the Gemini Project by conducting further investigations and proposing redesign options for the CE surveys. The charge to the Panel on Redesigning the BLS Consumer Expenditure Surveys includes reviewing the output of a Gemini-convened data user needs forum and methods workshop and convening its own household survey producers workshop to obtain further input. In addition, the panel was tasked to commission options from contractors for consideration in recommending possible redesigns. The panel was further asked by BLS to create potential redesigns that would put a greater emphasis on proactive data collection to improve the measurement of consumer expenditures. Measuring What We Spend summarizes the deliberations and activities of the panel, discusses the conclusions about the uses of the CE surveys and why a redesign is needed, as well as recommendations for the future.

Beginning in the early 1800s, South Asians actively seek to occupy and modify spaces created by the scholarly discourses of Orientalism: the study of the East (‘Orient’) via Western (‘European’) epistemological frameworks. Tracing the varying fortunes of Orientalist scholars from the inception of British rule, this study charts the work of key Indologists in the colonial era. The rhetorical constructions of East and West deployed by both colonizer and colonized, as well as attempts to synthesize or transcend such constructions, became crucial to conceptions of the ‘modern.’ Eventually, Indian desire for political sovereignty together with the deeply racialized formations of imperialism produced a shift in the dialogic relationship between South Asia and Europe that had been initiated and sustained by orientalists. This impetus pushed scholarly discourse about India in Europe, North America and elsewhere, out of what had been a direct role in politics and theology and into high ‘Literary’ culture.

There is no single maintenance method, equipment, or technique that works best. Keeping an open mind, trying new techniques and technologies benefits sewer system operators. No two collection systems are alike. Maintenance staffing, skill levels, equipment, budgets, age and complexity of the system make each agency unique. However, collection systems do have many traits and problems in common. Based on inventory and analysis, problems are identified. Defects may then be prioritized, and corrective maintenance operations put into effect. Preventive maintenance techniques can be applied to all collection systems. Preventive maintenance is cost-effective; it strives to prevent problems from occurring rather than reacting to difficult situations and "putting out fires." As electronic data about individuals becomes increasingly detailed, and as technology enables ever more powerful collection and curation of these data, the need increases for a robust, meaningful, and mathematically rigorous definition of privacy, together with a computationally rich class of algorithms that satisfy this definition. Differential Privacy is such a definition. The Algorithmic Foundations of Differential Privacy starts out by motivating and discussing the meaning of differential privacy, and proceeds to explore the fundamental techniques for achieving differential privacy, and the application of these techniques in creative combinations, using the query-release problem as an ongoing example. A key point is that, by rethinking the computational goal, one can often obtain far better results than would be achieved by methodically replacing each step of a non-private computation with a differentially private implementation. Despite some powerful computational results, there are still fundamental limitations. Virtually all the algorithms discussed herein maintain differential privacy against adversaries of arbitrary computational power -- certain algorithms are computationally intensive, others are efficient. Computational complexity for the adversary and the algorithm are both discussed. The monograph then turns from fundamentals to applications other than query-release, discussing differentially private methods for mechanism design and machine learning. The vast majority of the literature on differentially private algorithms considers a single, static, database that is subject to many analyses. Differential privacy in other models, including distributed databases and computations on data streams, is discussed. The Algorithmic Foundations of Differential Privacy is meant as a thorough introduction to the problems and techniques of differential privacy, and is an invaluable reference for anyone with an interest in the topic.

It utilises a sequence of numerical simulations of such aspects as earthquake wave propagation, ground motion amplification, structural seismic response, and mass evacuation. This book covers the basics of numerical analysis methods of solving wave equations, analyzing structural responses, and developing agent models for mass evaluation, which are implemented in IES. IES makes use of Monte-Carlo simulation, which takes account of the effects of uncertainties related to earthquake scenarios and the modeling of structures both above and below ground, and facilitates a better estimate of overall earthquake and disaster hazard. It also presents the recent achievement of enhancing IES with high-performance computing capability that can make use of automated models which employ various numerical analysis methods. Detailed examples of IES for the Tokyo Metropolis Earthquake and the Nankai Trough Earthquake are given, which use large scale analysis models of actual cities and urban areas.
