Book excerpt: Homeland security is a massive enterprise that gets larger by the moment. What was once mostly a TSA/aviation concern has evolved into a multidimensional operation covering a broad array of disciplines. These include critical infrastructure protection, border security, transportation security, intelligence and counterterrorism, emergency management, immigration and naturalization, and public health. Homeland Security: An Introduction to Principles and Practice, Second Edition provides students and practitioners alike with the latest developments on the makeup, organization, and strategic mission of the Department of Homeland Security (DHS). This new edition is fully updated with new laws, regulations, and strategies that reflect changes and developments over the last several years. The book offers unique insights into the various roles of multi-jurisdictional agencies and stakeholders at all levels of government—including law enforcement, the military, the intelligence community, emergency managers, and the private sector. Coverage includes: The history of security threats in the American experience, the events leading up to 9/11, and the formation and evolution of the DHS The legal basis and foundation for the DHS The nature of risk and threat Training and preparatory exercises for homeland security professionals How states and localities can work compatibly with federal policy makers Federal Emergency Management Agency (FEMA) in both the pre- and post-9/11 and post-Katrina world The agencies and entities entrusted with intelligence analysis Issues surrounding border security, immigration, and U.S. citizenship Homeland security practice in the airline, maritime, and mass transit industries—including national, regional, and local rail systems The interplay between public health and homeland security Each chapter contains extensive pedagogy, including learning objectives, informative sidebars, chapter summaries, end-of-chapter questions, web links, and references to aid in comprehension and retention. Homeland Security: An Introduction to Principles and Practice, Second Edition is the only book to provide an objective, balanced perspective on each of the core components that comprise the DHS’s mission and the priorities and challenges that federal and state government agencies continue to face.

Available in PDF, EPUB and Kindle. Book excerpt: In Attachments to War Jennifer Terry traces how biomedical logics entangle Americans in a perpetual state of war. Focusing on the Afghanistan and Iraq wars between 2002 and 2014, Terry identifies the presence of a biomedicine-war nexus in which new forms of wounding provoke the continual development of complex treatment, rehabilitation, and prosthetic technologies. At the same time, the U.S. military rationalizes violence and military occupation as necessary conditions for advancing medical knowledge and saving lives. Terry examines the treatment of war-generated polytrauma, postinjury bionic prosthetics design, and the development of defenses against infectious pathogens, showing how the interdependence between war and biomedicine is interwoven with neoliberal ideals of freedom, democracy, and prosperity. She also outlines the ways in which military-sponsored biomedicine relies on racialized logics that devalue the lives of Afghan and Iraqi citizens and U.S. veterans of color. Uncovering the mechanisms that attach all Americans to war and highlighting their embeddedness and institutionalization in everyday life via the government, media, biotechnology, finance, and higher education, Terry helps lay the foundation for a more meaningful opposition to war.

This book was released on 2012-08-24 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Safeguarding U.S. agriculture from foreign animal diseases and protecting our food system require cutting-edge research and diagnostic capabilities. The Department of Homeland Security (DHS) and the U.S. Department of Agriculture (USDA) have embarked on an important mission to replace the aging Plum Island Animal Disease Center (PIADC) with a new facility, the National Bio- and Agro-Defense Facility (NBAF). When operational, this new facility would be the world's fourth biosafety level-4 laboratory capable of large animal research. It would serve as a critical world reference laboratory for identifying emerging and unknown disease threats, and would thus be a critical asset in securing the future health, wealth, and security of the nation. DHS selected Manhattan, Kansas, as the site for the new NBAF after an extensive site-selection process that involved an environmental impact statement. The Government Accountability Office (GAO) raised concerns about DHS's analysis of the potential spread of foot-and-mouth disease virus (FMDv), one of the most serious foreign animal disease threats. Congress directed DHS to conduct a site-specific risk assessment (SSRA) for the NBAF, instructed the National Research Council (NRC) to independently evaluate the SSRA, and prohibited obligation of NBAF construction funds until the NRC review was complete. Congress mandated that DHS revise its SSRA to address shortcomings of the 2010 SSRA, directed the NRC to evaluate the updated SSRA (uSSRA), and again prohibited obligation of construction funds until the completion of the second review. The scope for both of these SSRA reports addressed accidental release of pathogens from the NBAF in Manhattan, Kansas and excluded terrorist acts and malicious threats from its risk assessments. Evaluation of the Updated Site-Specific Risk Assessment for the National Bio- and Agro-Defense Facility in Manhattan, Kansas is the evaluation of the final uSSRA.
