The project examines ways to consolidate training infrastructure and augment capabilities across Army components to gain efficiency and achieve economies of scale in conducting individual training of Active Component (AC) and Reserve Component (RC) soldiers. It provides a quantitative approach for determining how the Army might benefit from such changes as offering reclassification training and noncommissioned officer (NCO) education to AC soldiers at RC schools and additional training courses to RC soldiers at AC schools, using the area of maintenance training as an example. If the Army found these benefits worth pursuing, this approach could be adapted and extended to support policy decisions to further integrate its training infrastructure in additional functional areas.

This system includes Reserve Component (RC) training institutions that provide reclassification training for enlisted personnel who change military occupational specialties and leader training for both commissioned and noncommissioned officers. As the result of an assessment conducted in the early 1990s, the Army and other agencies concluded that the Reserve Component training system was inefficient and difficult to manage and that the quality of training was inconsistent. Concurrently, defense downsizing and resource reductions were making it necessary to shrink the training infrastructure and reduce training costs.

Book excerpt: On May 13, 2005, the Secretary of Defense submitted proposed base realignment and closure (BRAC) actions to an independent commission for its review. The Commission must submit its recommendations to the President by September 8, 2005, for his acceptance or rejection in their entirety. Congress has final action to accept or reject these recommendations in their entirety later this year. The law required that GAO issue a report on the Department of Defense's (DoD) recommendations and selection process by July 1, 2005. GAO's objectives for this report were as follows: (1) determine the extent to which DoD's proposals achieved its stated BRAC goals, (2) analyze whether the process for developing recommendations was logical, and (3) identify issues with the recommendations that may warrant further attention. Time constraints limited GAO's ability to examine implementation details of most of the individual recommended actions. DoD had varying success in achieving its 2005 BRAC goals of reducing excess infrastructure and producing savings, furthering transformation, and fostering jointness. While DoD proposed a record number of closures and realignments, exceeding all prior BRAC rounds combined, many proposals focused on reserve bases and relatively few on closing active bases. Projected savings are almost equally large, but most savings are derived from 10 percent of the recommendations. While GAO believes savings would be achieved, overall up-front investment costs of an estimated $24 billion are required, and there are clear limitations associated with DoD's projection of nearly $50 billion in savings over a 20-year period. Much of the projected net annual recurring savings (47 percent) is associated with eliminating jobs currently held by military personnel. However, rather than reducing end-strength levels, DoD indicates the positions are expected to be reassigned to other areas, which may enhance capabilities but also limit dollar savings available for other use7.

Resources devoted to military education and training are substantial; in FY00, the Active Component training institutions cost the Army $5.7 billion to run and absorbed 44,500 staff and 74,000 trainee man-years. The Army not only wants to reduce the resources it devotes to the training base, it also seeks to improve the performance of its schools. To achieve these goals, the Army has undertaken various initiatives to restructure and modernize its individual training system, including, for example, establishing the Total Army School System and The Army Distance Learning Program (TADLP). The task is a tough one: improve performance while reducing resources. The range of strategies the Army could pursue complicates the task. Which of them offer the best chance for success? RAND Arroyo Center has examined the Army's recent initiatives along with a number of others, and its analysis suggests that four strategies could help the Army achieve its goal: (1) Integrate Active (AC) and Reserve Component (RC) training institutions, (2) Expand the use of educational technologies in Army schools, (3) Leverage "flexible" distance learning technologies, and (4) Increase the use of the private sector in Army training.
