The Committee is required by law to approve and review all expenditures of legislative funds as well as budgetary requests of all legislative commissions, committees and agencies of the legislative branch. It is responsible for the establishment of compensation schedules for legislative employees, for the appointment of all nonpartisan legislative employees, and for the coordination of work of the General Assembly's standing committees during both sessional and interim periods. Under the Committee's supervision are the following staff offices: (1) the Legislative Commis sioners' Office, George Guidera and Eugene D. Micci, Legislative Commissioners, and Norma Kloten, Director of Legislative Legal Services; (2) Office of Legislative Research, Carl D. Frantz, Director; (3) Office of Fiscal Analysis, Ralph J. Caruso, Director; (4) Office of the Committee on program-review and Investigations, Michael L. Nauer, Director; and (5) Office of the Law Revision Commission, David D. Biklen, Director. Also under the Committee's direction are the Senate and House Clerks' Offices, the Capitol Security Office, the Connecticut Commission on Uniform Legislation, and the Permanent Commission on the Status of Women. The Commission on Preservation and Restoration of the State Capitol is placed under the Committee's jurisdiction for administrative purposes. During 1981-82, the Committee assumed full responsibility for the maintenance, upkeep, preservation and restoration of the State Capitol Building. The Committee also developed a draft affirmative action plan and submitted it to the Commission on Human Rights and Opportunities for comment and suggestions. The Committee continued to carry out its regular statutory responsibilities for coordination of the General Assembly's standing committees and supervision of the activities of all full and part-time employees of the General Assembly. Using the results of these surveys, improvements and new initiatives are effected. Students. Based on findings from Charter Oak research grant from the National Center on Adult Learning (n cal) that examined barriers to persistence in an external degree program, and from results ofa second research project, conducted by the New England Adult Research Network (near-net) that provided information on factors contributing to adults' persistence in undergraduate programs, Charter Oak is now working on an instrument for entering students that could help identify barriers to their successful completion ofan external degree program. This would facilitate early intervention by academic advisors. Non-enrolled Students. During this past year, the College offered information and guidance services to over non-enrolled students in Connecticut; many were referred to other Connecticut public and independent institutions. Special on-site information and guidance services were provided to over 150 minority students at community centers, churches, social service and educational organizations; information and guidance services were provided to over 250 people in adult education programs in 13 Connecticut towns. Of the tests Charter Oak administered, 40 percent were to students enrolled at other Connecticut colleges and universities. Charter Oak also provides credit banking services for individuals, including Connecticut teachers, who wish to record academic achievement on a transcript. Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region.
