Book excerpt: Fiji has distinct institutional features that make it an ideal case for examining and discussing the consequences of institutional arrangements (particularly the nature of property rights) for national economic performance, development prospects, and the state of the environment which in turn, reflects a nation's ability to achieve sustainable development. Furthermore, the nature of institutional arrangements in Fiji can be used to illustrate aspects of both the new and the 'old' institutional economics. Apart from the fact that Fiji provides considerable scope for the exploration of institutional economics and its applications, Fiji is a comparatively important island nation in the south-west Pacific, that is, an important member of the Pacific Island Forum grouping of 14 island nations. The recent development of Fiji has been much influenced by its social history, particularly by its institutional structures established or codified during British colonial rule. Its present racial composition is largely a product of British colonisation. of Indians brought to Fiji by the British to produce sugar cane as a contribution to the economic development of the former British Empire. In many respects, the type of global imperialism that was well established during the nineteenth century was a forerunner to modern economic globalisation which involves a mixture of free trading blocs and multilateralism. The current population mixture of Fiji consisting of about equal numbers of Indian Fijians and Indigenous Fijians has its roots in Fiji's colonial history. Furthermore, the codified systems of property rights (which largely excludes Indian Fijians from the ownership of land) was established by the British. It has been a major source of ethnic tension, and of social and political conflict in Fiji. We show that this system of property rights has had important negative consequences for economic growth in Fiji, for the economic performance of its industries, and for the conservation of its natural resources. natural resources which may not be equitable, and which also does not appear to be efficient administratively. This adds to social and political tension in Fiji.

In such cases, tensions emerge as politically dominant groups fear loss of hegemony to more economically aggressive groups. Likewise, economically successful groups require key public goods and a political atmosphere conducive to investment. These social relations are couched in terms of ethnic mythologies that stress the indigenous role of one group, and consequently its superior political status. This book develops a model that explains how and why interethnic bargains between rival groups can erode given different institutional configurations. It is hypothesized that interethnic conflict is more likely in countries where political institutions fail to insulate the political hegemony of traditionally dominant ethnic communities and redistributive programs fail to improve the economic position of ethnic majorities. In such cases, outbidding strategies by more extreme ethnic leaders are more successful and violence becomes more likely. Conflict and Cooperation in Multi-Ethnic States will be of interest to students of ethnic conflict, Asian politics and security studies.

In particular, they typically have a narrow resource base and a fragile and often vulnerable natural environment. While there is some research on islands and small states, there is a dearth of information on the South Pacific and very little research is being undertaken in the region compared to other geographical regions in the world. This volume brings together current work in Pacific Island tourism. In this collection, three main themes arise: Images of the South Pacific; Socio-economic Impacts of Tourism; and Pacific Island Countries and the Outside World. The first focus is on the question of image, namely, stereotypes of a destination held by tourists and potential tourists, the extent to which residents, for their part, really welcome visitors, and the role tourism might play in changing pre-established images. The second theme is tourism's impacts, notably the economic and socio-cultural effects of international tourism's intrusion in the region which, though often hotly debated, have attracted relatively little empirical research. The third focus is on the challenges of how PICs articulate with their external geo-political and physical environment. These involve existing relations with formal colonial centres, geographical isolation, the need for greater air access to the outside world and for more tourists, and the continuing threat to several PICs of global warming, which increased air travel will inevitably exacerbate. This cultural vigor, however, has social costs that are explored here and weighed against its benefits.
