Environmental Protection Agency Region W, and Alabama Department of Environmental Management to investigate and remediate Alabama Army Ammunition Plant (ALAAP), Childersburg, AL. The SMP provides background information on the ALAAP and describes the projected future actions needed to establish permanent remedies at the facility, including closure and monitoring requirements. The SMP is based on previous and on-going investigations at the facility. This SMP represents the best-available projections regarding known and potential sources of contamination and impact areas, and potentially feasible remedies leading to complete and final contamination control and/or cleanup actions at the facility. Due to the dynamic nature of the remedial investigation, remedial action activities and the complexity of the site, this plan will require modification as the program progresses. The SMP updated annually (September) to reflect work in progress; additional work to be conducted; changes in schedules; and new information or requirements (site or regulatory related).

Book excerpt: This report presents the results of the Community Environmental Response Facilitation Act (CERFA) investigation conducted by The Earth Technology Corporation TETC) at Alabama Army Ammunition Plant, a U.S. Government property selected for closure by the Base Realignment and Closure (BRAC) Commission under Public Laws 100-526 and 101-510. Under CERFA (Public Law 102-426), Federal agencies are required to identify real property that can be immediately reused and redeveloped. Satisfying this objective requires the identification of real property where no hazardous substances or petroleum products, regulated by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), were stored for one year or more, known to have been released, or disposed. The Alabama Army Ammunition Plant is a 2,187-acre site (more or less) located in Talladega County, Alabama, approximately S miles north of Childersburg, Alabama. The installation's primary mission was to manufacture explosives. Activities associated with the property that have environmental significance are the former manufacturing of explosives, the recycling of spent acids, and the disposal of wastes resulting from these operations. The facility is on U.S. Environmental Protection Agency's National Priorities List. TETC reviewed existing investigation documents; U.S. Environmental Protection Agency (USEPA), Commonwealth of Kentucky, and county regulatory records; environmental data bases; and title documents pertaining to Alabama Army Ammunition Plant during this investigation. In addition, TETC conducted interviews and visual inspections of Alabama Army Ammunition Plant as well as visual inspections and data base searches for the surrounding properties. Information in this CERFA Report was current as of April 1994.

Book excerpt: The main purpose of this interim report is the transference of analytical data to Thiokol Corporation and the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA) to allow for in-process review and focusing of the remaining geotechnical and analytical effort on those areas found to be of continued concern. At the outset of this project, nine sites within Longhorn Army Ammunition Plant were designated as potential areas of concern. These areas have been investigated geotechnically and analytically through the logging of existing soil conditions, as well as the sampling of groundwaters, surface waters, sediments, and soils at each of the study areas. The technical results associated with the geotechnical investigation have been submitted under separate cover in November 1982 as Interim Technical Report No. 1. This document contains the analytical data and field sampling methodology used for this survey. The following sections of this interim report will rely heavily on other documents previously prepared by Environmental Protection Systems, Inc. (EPS) and already submitted to Thiokol and USATHAMA.
