Download or read book Art of Sharing written by Mary Janigan and published by McGill-Queen's Press - MQUP. This book was released on 2020-07-23 with total page 343 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1957 after a century of scathing debates and threats of provincial separation Ottawa finally tackled the dangerous fiscal inequalities among its richer and poorer provinces. Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. She also uncovers the continuing contacts between Canada and Australia as both dominions struggled to placate disgruntled member states and provinces that blamed the very act of federation for their woes. By the mid-twentieth century trapped between the demands of social activists and Quebec's insistence on its right to run its own social programs Ottawa adopted non-conditional grants in compromise. The history of equalization in Canada has never been fully explored. Introducing the idealistic Canadians who fought for equity along with their radically different proposals to achieve it The Art of Sharing makes the case that a willingness to share financial resources is the real tie that has bound the federation together into the twenty-first century.

The Sponsorship Scandal and the Gomery reports are included in several entries. There is new information on National Security Certificates, and the O’Connor inquiry into the "extraordinary rendition" of Maher Arar comprises part of the revised material on commissions of inquiry. Book Synopsis Institutions and Governance in Comparative Policy Analysis Studies by : Iris Geva-May
Download or read book Institutions and Governance in Comparative Policy Analysis Studies written by Iris Geva-May and published by Taylor & Francis. This book was released on 2020-06-09 with total page 502 pages. Available in PDF, EPUB and Kindle. Book excerpt: Volume Two of the Classics of Comparative Policy Analysis, contains chapters concerned with "Institutions and Governance in Comparative Policy Analysis Studies". They highlight that at the core of any policy making, the different institutions and modes of governance have a significant effect. Questions about the impact of governance have become more central to comparative policy analysis as scholars have given more attention to globalization, organizational cultural differences, policy learning, transfer, and diffusion. The chapters included in this volume tackle the nature of policies and policy analytic practices within and across organizations, actors and institutions as well as among governance modes. The chapters demonstrate the ways in which institutions and governance in the public and private sectors, shape policies, and conversely, how policy choices can shape the institutions associated with them. Other chapters focus on how the diffusion of knowledge and lesson drawing address challenges of policy making, cooperation and harmonization. "Institutions and Governance in Comparative Policy Analysis Studies" will be of great interest to scholars and learners of public policy and social sciences, as well as to practitioners considering what can be reliably contextualized, learned, facilitated or avoided given their own institutional or governance systems. The chapters were originally published as articles in the Journal of Comparative Policy Analysis which in the last two decades has pioneered the development of comparative public policy. The volume is part of a four-volume series, the Classics of Comparative Policy Analysis including Theories and Methods, Institutions and Governance, Regional Comparisons, and Policy Sectors. Each volume also showcases a new chapter comparing interrelated domains of study with comparative public policy: political science, public administration, governance and policy design, authored by JCPA co-editors Giliberto Capano, Iris Geva-May, Michael Howlett, Leslie Pal and B. Guy Peters.

Book Synopsis Governance in the 21st Century / Gouvernance Au 21e Siècle by : David M. Hayne
Download or read book Governance in the 21st Century / Gouvernance Au 21e Siècle written by David M. Hayne and published by University of Toronto Press. This book was released on 2000-12-15 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume continues the inquiry launched by the Royal Society of Canada's 1997 publication, "Can Canada Survive? Under What Terms and Conditions?", and pursued in the 1998 volume, "The Well-Being of Canada", and the 1999 volume "Survivability in the 21st Century" (all published by the University of Toronto Press). The present collection examines the challenges of governance in our new century. Eight papers, given by experts in their respective fields, call for an examination of the governance of organizations per se, whether one probes the crises in the experience of large corporations, in education, in health care, in science and technology systems, or in military affairs. This volume underlines the dramatic changes taking place in our time and stresses the urgent need for new thinking and the need to reform our governance mechanisms in order to keep pace with our changing world.
