Book excerpt: Un spectre hante aujourd'hui les politiques sociales ? : le non-recours aux droits et aux services. Ces dernières années en effet, une attention renouvelée a été portée à ce phénomène. Il ressort des études réalisées en France et en Europe qu'une partie importante des destinataires finaux des politiques publiques n'utilisent pas les prestations ou les services qui peuvent leur être rendu. En France, les taux de non-recours sont toujours supérieurs à 10 ? %, parfois jusqu'à 50 ? % et même au-delà. Dans les pays appartenant à l'Organisation de coopération et de développement économique (OCDE), les taux moyens de non-recours sont estimés entre 20 et 40 ? %. L'étendue du non-recours interpelle vivement les politiques sociales et les institutions qui les mettent en oeuvre. Car ce sont les plus pauvres qui sont les plus non-recourants. Si l'offre n'est pas connue ou mal connue, il revient aux administrations et aux services sociaux d'améliorer l'information et d'être davantage proactif en lançant des campagnes ciblées. Si l'offre n'est pas demandée ou si elle n'est pas reçue, il convient de s'interroger en profondeur. Complexité, fracture numérique, stigmatisation des "? bénéficiaires ? ", inadaptation de l'offre par rapport aux besoins, découragement des personnes éligibles sont les explications qui reviennent le plus souvent. Elles pointent alors les limites de nos politiques sociales et quelquefois l'inadéquation des dispositifs, des services ou des prestations proposés aux problèmes sociaux que l'on cherche à résoudre. La question posée est alors celle de l'adhésion ou du consentement des publics aux politiques menées. Le phénomène du non-recours pose donc la question de l'effectivité des politiques sociales telles qu'elles sont construites ou aménagées. Si une partie (plus ou moins importante) du public cible à qui les dispositifs de politiques sociales sont destinés n'est pas atteinte, c'est que ces dispositifs ont été conçus de façon inadaptée ou la communication les concernant mal conduite. A partir de ce constat, on peut légitimement se poser la question de l'adéquation entre les besoins sociaux identifiés auxquels on veut apporter une réponse pertinente et la conception des politiques publiques censées délivrer cette réponse. Disposer des meilleurs instruments de conception et d'amélioration de ces politiques est donc un enjeu de premier ordre pour les politiques sociales. Concevoir le dispositif approprié ou la politique pertinente pour délivrer la réponse la plus adaptée n'est donc pas toujours chose aisée. Il est d'ailleurs fréquent que, dans ce domaine, les pouvoirs publics s'y reprennent à plusieurs fois pour mieux ajuster la réponse. C'est que la "? fabrique ? " des politiques sociales ne mobilise pas seulement des valeurs (justice, liberté, égalité, équité, etc.), des convictions et de la volonté politique qui, au gré des rapports de forces, suscitent l'avancée ou le recul des droits sociaux que tout un chacun sait perfectibles mais aussi inévitablement limités. Cette fabrique mobilise aussi des méthodes variées dont la mise au point s'est souvent construite de manière itérative et continue toujours d'évoluer en vue de leur amélioration. Tel est le fil rouge qui relie les nouvelles approches et les méthodes qui sont exposées dans cet ouvrage. Toutes visent à une meilleure prise en compte des besoins des destinataires finaux des politiques publiques et à leur plus grande implication dans l'identification de ces besoins et dans la construction des réponses publiques. C'est la condition d'une efficacité renouvelée des politiques sociales.
