Book excerpt: This volume deals with the relation between heritage, history and politics in the Balkans. Contributions examine diverse ways in which material and immaterial heritage has been articulated, negotiated and manipulated since the nineteenth century. The major question addressed here is how modern Balkan nations have voiced claims about their past by establishing ’proof’ of a long historical presence on their territories in order to legitimise national political narratives. Focusing on claims constructed in relation to tangible evidence of past presence, especially architecture and townscape, the contributors reveal the rich relations between material and immaterial conceptions of heritage. This comparative take on Balkan public uses of the past also reveals many common trends in social and political practices, ideas and fixations embedded in public and collective memories. Balkan Heritages revisits some general truths about the Balkans as a region and a category, in scholarship and in politics. Contributions to the volume adopt a transnational and trans-disciplinary perspective of Balkan identities and heritage(s), viewed here as symbolic resources deployed by diverse local actors with special emphasis on scholars and political leaders.

Since 2003, the Council of Europe–European Commission joint initiative known as the “Ljubljana Process: rehabilitating our common heritage” has set out to unlock the potential of the region’s rich immovable cultural heritage, working with national authorities to accelerate the development of democratic, peaceful and open societies, stimulate local economies and improve the quality of life of local communities. In 2003, the region was overcoming the effects of the traumatic transition to a market economy. Since then, it has been hit hard by the economic crisis of 2008, and more recently by an unprecedented migration crisis. Despite the challenges facing the region in the field of cultural heritage, the present situation can be seen as an opportunity to use the lessons learned from the Ljubljana Process to avoid the traps laid by the cumulative and sometimes inconsistent heritage-protection legislation of the past 60 years, overcoming the legacy of the top-down approach that privileges the “high art” canon rather than the local heritage that reflects the culture of everyday life and which often means more to most people. The authors suggest that selecting from innovative practice elsewhere could make heritage management smarter so that it more directly meets the needs of modern society and individual citizens. This volume reflects the views of international experts involved in the joint initiative and complements earlier studies on the impact of the Ljubljana Process by experts from within the region (Heritage for development in South-East Europe, edited by Gojko Rikolović and Hristina Mikić, 2014) and from the London School of Economics and Political Science (The wider benefits of investment in cultural heritage. Case studies in Bosnia and Herzegovina and Serbia, edited by Will Bartlett, 2015).

The emergence and disappearance of states, ethnic conflicts and wars, changes of political systems, economic crises, migration movements, and natural disasters are the more visible of such upheavals. Most of them have been experienced as deep crises that forced people to adapt to often radically new situations. All too often crisis management became a permanent way of life. The included essays focus on the cultures of crisis and on the reactions of societies and individuals to them: on their impact on everyday life, on peoples' strategies of coping, on the processes of adaptation, and on peoples' attitudes. Available in PDF, EPUB and Kindle. Book excerpt: The enlargement of the EU with the Balkan countries has aroused the skepticism of many. Although EU admission is primarily a matter of economic and political concerns, questions of cultural import are readily brought into play: Does the country in question conform sufficiently to «our» standards of a «European identity»? The problematic status of the Balkans in this respect largely consists in their common Byzantine and Ottoman legacies. By focusing on Bulgaria and its neighbours Romania, Greece and Turkey, the authors of this collection attempt to elucidate how mutually incompatible the «cultural identity» of the Ottoman «successor states» and that of Europe are. Ample attention is devoted not only to the perception of the Balkans in the West, but also to the self-image of people in the Balkans and perceptions they hold of the West. If anything like a Balkan identity can be said to exist, what is its relation to the various ethnic, national, religious and linguistic communities? Notably, what was and is the role played by religion in nation state formation? The relationship with Europe forms the thread that runs through the discussion of these issues.

Book excerpt: Discussing the complex weave of cultural links and the different religious and linguistic groups that have been living side by side in the Balkans for centuries, this anthropological study is the result of a project initiated to create a network of scholars from Scandinavia and the Yugoslav successor states devoted to the study of post-Yugoslav cultural and political developments. Nine papers on problems of cultural boundaries are presented with the idea of countering the picture of the Balkans as a huge borderland where irresolvable age-old ethnic and religious rivalries will inevitably cause conflict as informed by stereotypes and oversimplifications. Topics include the historical crossing of religious borderlines, the legitimizing efforts of elites to create national identities, struggles to declare "ownership" over the origins of a particular musical instrument, and similar topics.

Book excerpt: The land, people, and history of the Balkan Peninsula have often attracted the attention of foreign historians and writers. Yet a lack of research in primary sources and an absence of critical evaluations of Serbian, Bosnian, and Croatian histories undermines the credibility of such work. This collection, penned by eminent historians, examines Balkan cultural legacies in a variety of contexts. They combine approaches from history, literature, fine arts, and architecture, and address issues crucial to the cultural identities of the Balkans and Serbia in particular. Topics range from the activities of the Middle Ages to the early disintegration of Yugoslavia. Contributors focus on the question of territory and people and their geographical proximity. They examine commonalities of language, history, and cultural legacies, and revise perceptions of nationalism and ethnicity through an exploration of historical records and the political borders of state sovereignty.

Available in PDF, EPUB and Kindle. Book excerpt: Described as ‘cultural crossroads’ or ‘mosaic’, ‘powder keg’, ‘border’, ‘bridge’ or Europe’s ‘Other’, the region comprising former Yugoslavia has, over time, conjured up ambiguous imaginaries associated with political unrest, national contest and ethnic divide. Since the disintegration of Yugoslavia and the succeeding Yugoslav Wars of the 1990s, both the geography and historiography of the region have been thoroughly reconfigured, which has impacted the ways in which heritage is interpreted and used at local, regional and national levels. In this ongoing process of heritage (re)interpretation, tourism is more than just a ‘dark’ spectacle. While it can be seen as a catalyst through which to filter or normalise dissonant memories, it can also be utilised as a powerful ideological tool which enables the narrative reinvention of contested traditions and divisive myths. Drawing on case studies from Bosnia-Herzegovina, Croatia and Kosovo, this volume generates new and fascinating insights into the contested terrain of heritage tourism in former Yugoslavia. It explores the manifold ways in which tourism stakeholders engage with, capitalise on, and make sense of sites and events marked by conflict and trauma. Unlike many previous studies, this book features contributions by emerging, early-career scholars emanating from within the region, and working across disciplines such as anthropology, art history, geography and political studies. This book was originally published as a special issue of the Journal of Tourism and Cultural Change.

Book excerpt: In recent years, funding for the conservation of cultural heritage has become increasingly difficult to obtain, and this trend shows no sign of changing significantly in the foreseeable future. The twelfth triennial meeting of the International Committee for the Conservation of Mosaics, held in Sardinia in October 2014, focused on the theme of cost, broadly considered, relating specifically to the preservation and presentation of the world’s mosaic heritage. This handsome, abundantly illustrated volume provides a comprehensive record of the conference. The volume’s sixty-seven papers and posters, comprising contributions from more than one hundred leading experts in the field, reflect the conference’s principal themes: cost, methods of survey and documentation, conservation and management, education and training, backing materials and techniques, presentation and display, and case studies. Papers are presented either in English, French, or Italian; there are abstracts in English and either French or Italian for all entries. The volume will be of interest to conservators, site managers, and others responsible for conserving the mosaic heritage, especially in these challenging times.

Book excerpt: “From such well-known and long-vexed sites as the Athenian Acropolis to more contemporary locales like the Space Age Modernist capital city of Brasília, the conflicting and not always neatly resolvable forces that bear upon preservation are addressed as clearly and thoughtfully as the general reader could hope for.”—New York Review of Books “...an astonishing feat of research, compilation and synthesis.”—Context The book delivers the first major survey concerning the conservation of cultural heritage in both Europe and the Americas. Architectural Conservation in Europe and the Americas serves as a convenient resource for professionals, students, and anyone interested in the field. Following the acclaimed Time Honored, this book presents contemporary practice on a country-by-country and region-by-region basis, facilitating comparative analysis of similarities and differences. The book stresses solutions in architectural heritage protection and the contexts in which they were developed.
