Available in PDF, EPUB and Kindle. Book excerpt: To say you are writing about rarity is to invite two kinds of response. Either one provokes a discussion of what rarity is, or some comment on the complex ity of the subject. The objective of this book is to explore the nature of rarity, its complexity if you like, from one particular perspective on what rarity is. Primarily, it is an opportunity to review, to synthesize, and to question. The book is an attempt to draw together a vast body of literature, to extract from it some general principles, and to raise question marks over areas the founda tions of which appear to be either absent or crumbling. A perusal of prefaces suggests that they often dwell as long upon what a book is not about, as upon what it does concern. True to such a tradition, I should state that this is specifically not a book about conservation, although in some quarters anything about rarity is viewed as something about conser vation. Nor does it contain more than a passing reference to the undoubtedly important issues of the role of genetics in rarity. Examples have been drawn from a wide variety of taxa. They are, nonethe less, somewhat depauperate in cases from marine systems. In part this bias results from the unevenness of my familiarity with the literature, in part it perhaps also reflects differences in the questions asked and approaches to the study of communities and assemblages in terrestrial and marine systems.

Book excerpt: This report from the Members Estimate Committee (HCP 142, session 2008-09, ISBN 9780215525857). contains a fully revised version of the Green Book and has made proposals for a more comprehensive system of audit and assurance for Members' allowances. The Green Book which sets out the rules on Members' allowances has been thoroughly revised with the help of independent external advisers: Keith Bradford nominated by the CBI and Kay Carberry nominated by the TUC. It includes: rules intended to ensure that Members are reimbursed only for costs properly incurred in the performance of their parliamentary duties; a list of principles which are to guide Members in making claims, such as that claims must only be for expenditure which was necessary for a Member properly to perform his or her parliamentary duties, and the requirement to ensure value for money; a requirement for receipts for any item exceeding £25. The audit proposals include the following: the House's external auditor (the National Audit Office) for the first time to conduct the audit on the same basis as for any other public body, examining evidence such as receipts; the House's Internal Audit service to have the same access to evidence as the external auditor, and to give a high priority to the audit of Members' allowances; a new Operational Assurance Unit within the House's Department of Resources to advise Members, maintain standards and ensure compliance with the rules; new arrangements for handling serious instances of non-compliance identified internally (ie reporting initially to the Members Estimate Audit Committee, which has external members).

Available in PDF, EPUB and Kindle. Book excerpt: This book explores how language constructs the meaning and praxis of security in the 21st century. Combining the latest critical theories in poststructuralist and political philosophy with discourse analysis techniques, it uses corpus tools to investigate four collections of documents harvested from national and international security organisations. This interdisciplinary approach provides insights into the ways in which discourse has been mobilised to construct a strategic response to major terrorist attacks and geo-political events. The authors identify the way in which it is used to realize tactics of governmentality and form security as a discipline. This at once constructs a state of exception while also adhering to the principles of liberalism. This insightful study will be of particular interest to students and scholars of subjects such as applied linguistics, political science, security studies and international relations, with additional relevance to other areas including law, criminology, sociology and economics.

Available in PDF, EPUB and Kindle. Book excerpt: This volume presents some of the findings from a project on various aspects of Alternative Dispute Resolution (ADR), including conciliation, mediation, and arbitration. To study the discursive practices of ADR today, an international initiative has been undertaken by a group of specialists in discourse analysis, law, and arbitration from more than twenty countries. The chapters in this volume draw on discourse-based data (narrative, documentary and interactional) to investigate the extent to which the 'integrity' of ADR principles is maintained in practice, and to what extent there is an increasing level of influence from litigative processes and procedures. The primary evidence for such practices comes from textual and discourse-based studies, ethnographic observations, and narratives of experience on the part of experts in the field, as well as on the part of some of the major corporate stakeholders drawn from commercial sectors.

Available in PDF, EPUB and Kindle. Book excerpt: The essays in this volume, written in memory of Judge Nagendra Singh are centred around the theme of `International Law in Transition'. The international legal system has been in transition ever since the end of the Second World War, and it can be argued that a `new' international law has emerged, different from traditional Eurocentric law, and comprising legal principles and standards of behaviour acceptable to all States, irrespective of their ideological, economic or political systems. Innovations in international law have been brought about in response to contemporary needs, demands and aspirations within the global community, to fill gaps in the existing law, and in order to bring it into some accord with radically new societal conditions. Distinguished scholars, jurists and judges from around the world have contributed essays to this thought-provoking book.

Book excerpt: United Nations Secretary-General Boutros Boutros-Ghali once confessed: “I have been performing the functions of the Secretary-General of this Organization for two years, and I still do not understand how it works”. This is not surprising. International organizations form a unique world of multilateral diplomacy, the complexity of which caused the downfall of so many professional diplomats who had been considered very successful in their national diplomatic service. This book – characterized as political lexicography – attempts to throw light on the peculiar language of international organizations. In this language, very many words look deceptively familiar but have a different meaning, often not registered in any existing dictionary. This book covers this gap for diplomats, translators, journalists and other people who use English and Russian and want to understand the complex world of multilateral diplomacy.

Book excerpt: Recent computational and modeling advances have produced methods for estimating species trees directly, avoiding the problems and limitations of the traditional phylogenetic paradigm where an estimated gene tree is equated with the history of species divergence. The overarching goal of the volume is to increase the visibility and use of these new methods by the entire phylogenetic community by specifically addressing several challenges: (i) firm understanding of the theoretical underpinnings of the methodology, (ii) empirical examples demonstrating the utility of the methodology as well as its limitations, and (iii) attention to technical aspects involved in the actual software implementation of the methodology. As such, this volume will not only be poised to become the quintessential guide to training the next generation of researchers, but it will also be instrumental in ushering in a new phylogenetic paradigm for the 21st century.

Book excerpt: In this paper, the authors describe and explore a new algorithmic approach to constructing concordances between the International Patent Classification (IPC) system and industry classification systems that organize economic data. This ‘Algorithmic Links with Probabilities’ (ALP) approach incorporates text analysis software and keyword extraction programs and applies them to a comprehensive patent dataset. The authors conclude with a discussion on some of the possible applications of the concordance and provide a sample analysis that uses their preferred ALP concordance to analyze international patent flows based on trade patterns.

In this authoritative work, SDT cofounders Richard M. Ryan and Edward L. Deci systematically review the theory's conceptual underpinnings, empirical evidence base, and practical applications across the lifespan. Ryan and Deci demonstrate that supporting people's basic needs for competence, relatedness, and autonomy is critically important for virtually all aspects of individual and societal functioning."--Jacket.
