On the supply side, TA is increasingly financed by donors, and increasingly delivered through experts located in the field. These and other developments call for reassessing the Fund’s TA strategy.

Section A explores the importance of institutions for growth, and the role the Fund can play in building institutions. Section B presents stylized facts about how the landscape for CD has changed since the late 1990s. Section C discusses the difficulties of analyzing CD data because of measurement issues. Book excerpt: This evaluation of technical assistance (TA) in statistics covers two post-conflict countries, namely, Mozambique and Rwanda during the period 2000–08. The TA, including training, covered the broad spectrum of the Statistics Department’s (STA) program, including collaboration with the East Africa Regional Technical Assistance Center (East AFRITAC), the U. K. Department for International Development (DFID), and the Japanese-funded General Data Dissemination System (GDDS) projects, as well as TA funded directly from the IMF’s budget. The emerging lessons also provide a useful guide to future TA to non-English-speaking countries. The evaluation is based on missions to each country and relied on responses to questionnaires, desk reviews of available data, and discussions with country authorities, donors, data users, and national officials who participated in IMF courses in statistics.

Available in PDF, EPUB and Kindle. Book excerpt: Capacity development (CD) is a key function of the IMF, aiming to assist its member countries develop their institutional and human capacity to design and implement sound macroeconomic and financial policies. CD has been provided to all IMF member countries at some point, although it is directed mainly toward low- and middle-income countries. CD represents about one-third of the IMF’s administrative budget, having expanded substantially in the past decade. This evaluation assesses how effective the IMF has been in meeting the CD needs and expectations of recipient countries, and the Fund’s institutional objectives for CD, during 2012-20. It also provides an initial review of how IMF CD adapted to the challenges of the COVID-19 pandemic. The evaluation finds that IMF CD was relevant, valued, and broadly effective. Recipients, donors, and the wider membership saw IMF CD as being of the highest technical quality in the Fund’s core areas of expertise and generally perceived that it had become better tailored to recipient needs and circumstances. Overall, Fund CD has supported member countries in building the institutional capacity, in a very wide range of country circumstances. The IMF has also put substantial effort into integrating CD with surveillance and programs, which has in general enhanced its overall engagement with member countries. While recognizing these achievements, the evaluation also identifies a number of important shortcomings and challenges. The evaluation includes recommendations to enhance the strategic framework for, and prioritization of, CD; information available to Executive Directors and opportunities to exercise their oversight role; the integration of CD with surveillance and programs, particularly in the context of programs; CD ownership and delivery; the monitoring and evaluation framework; the sustainability of the CD funding model; and HR policies and incentives to maintain and develop the expertise in the Fund’s core and newly emerging CD topics.

Book excerpt: The Data Standards Initiatives, the SDDS and the GDDS, have achieved the goals the Executive Board set in its Fifth Review of July 2003. The staff sees the next three years as a period of consolidating these gains by maintaining the credibility of the SDDS through improved monitoring of countries’ observance of its requirements, and further integrating both the SDDS and GDDS under the Fund’s Data Quality Program (DQP) by aligning their structure with the Fund’s Data Quality Assessment Framework (DQAF). The staff proposes to include no new data categories in the SDDS and GDDS. Instead, the staff proposes to deepen descriptive information on how countries cover oil and gas activities and products in selected existing data categories.

Book excerpt: This report seeks to help the IMF enhance its effectiveness by identifying major recurring issues from the IEO’s first 20 evaluations and assessing where they stand. The IMF’s core areas of responsibility are surveillance, lending, and capacity development. The aim of this report is to strengthen the follow-up process by focusing on key issues that recurred in IEO evaluations, rather than on specific recommendations on their implementation. The IEO believes that a framework of reviewing and monitoring recurring issues would be useful in establishing incentives for progress, strengthening the Board’s oversight, and providing learning opportunities for the IMF.

This book is a survey of regulatory practices and an overview of experiences in different countries, and includes articles on regulatory frameworks in remitting and receiving countries and on the problems that can arise when regulating remittance systems.

Book excerpt: This paper focuses on the withdrawal of correspondent banking relationships (CBRs) in some jurisdictions post-global financial crisis. It describes existing evidence and consequences of the withdrawal of CBRs and explores drivers of this phenomenon drawing on recent surveys and select country information. While the withdrawal of CBRs has reached a critical level in some affected countries, which can have a systemic impact if unaddressed, macroeconomic consequences have not been identified so far at a global level. The paper presents responses from the international community to address this phenomenon, and explains the role that the IMF has been playing in this global effort, especially with regards to supporting member countries in the context of surveillance and technical assistance, facilitating dialogue among stakeholders, and encouraging data gathering efforts. The paper concludes by suggesting policy responses by public and private sector stakeholders needed to further mitigate potential negative impacts that could undermine financial stability, inclusion, growth and development goals.
