Book excerpt: This dissertation investigates the properties of electronic digital computers (EDC). It is a work, principally, in the philosophy of technology. Accordingly, it will investigate computers as a class of objects, more precisely, as a class of physical devices. This class includes smartphones, laptops, supercomputers, and much else. EDC are ubiquitous. A member of the class of EDC is electronic by virtue of representing, storing, and transmitting information by electrical means. It is digital by virtue of operating on discrete quantities that can take only one of two (usually) states at a time, e.g., high voltage or low voltage. It is a computer by virtue of being a device or system that is capable of carrying out a sequence of operations in a distinctly and explicitly defined manner. The goal of the dissertation is to make skillful engagement with computers possible. An assumption of the dissertation is that humans do not skillfully engage EDC. A further assumption is that being skillful with technology is helped by having expectations that reflect how things are, especially with regard to the properties of the technology as they present to human beings. A chef's knife, for example, has a sharp, hard edge that can injure the unwary. Being skillful with this instrument requires, minimally, recognizing where to place one's hand. It is the expectation of sharpness — gained through experience or by being warned of it — that discourages grasping the cutting edge. Identifying properties of EDC that provide a basis for setting expectations in our encounters with them is the highest priority because the ubiquity of the items means that we will be interacting with them more or less ceaselessly. To accomplish this, the dissertation will focus on (a) top-end performance in EDC, that is, supercomputers, and (b) the property of reprogrammability that arises as a consequence of computers requiring software. The latter property makes computers epistemically opaque; one can never be quite sure beforehand whether one will grab the blade or the handle, so to speak, with computers. Identifying the performance ceiling of EDC creates a datum, which can then serve as a fixed point for budgeting finite computer resources. I do not want to oversell the fixedness of this fixed point, however. The dissertation will detail where to look and how to determine the ceiling on computer performance. The actual ceiling will change over time; the factors that allow for its determination — largely to do with efficiency — will not.

They also investigate delay-aware and energy-efficient computation offloading in a dynamic MEC system with multiple edge servers, and introduce an end-to-end deep reinforcement learning (DRL) approach to select the best edge server for offloading and allocate the optimal computational resource such that the expected long-term utility is maximized. Finally, the authors study the multi-task computation offloading in multi-access MEC via non-orthogonal multiple access (NOMA) and accounting for the time-varying channel conditions. An online algorithm based on DRL is proposed to efficiently learn the near-optimal offloading solutions.
