To this end, we estimate a sample selection model. In the first stage, we analyze whether the individuals have adopted broadband Internet; in the second stage, we analyze the Internet usage diversity given adoption. We show that low income and less-educated people are less likely to have adopted broadband Internet, but they do not have a less diversified Internet usage given adoption. Furthermore, after controlling for a set of socioeconomic factors and the computer skills, we show that online experience is a powerful determinant of usage diversity.

Book excerpt: During the early deployment of broadband in the U.S. the debate over the digital divide was clouded by two uncertainties: (1) How important would the new technology be? (2) How would it spread? Some argued that the technology would follow a normal pattern where it spread from early adopters to the general public at a speed that was commensurate with its value. Others were concerned that stratification of haves and "have-nots" would persist as new generations of technology were introduced. A decade of broadband deployment and a Congressional mandate to the Federal Communications Commission to study broadband adoption and use have shed considerable light on underlying patterns and the answers to these two key questions. This paper argues that the digital technologies have followed a cumulative process (rather than a normalization or stratification process). Each successive wave of technology augments the barriers to adoption creating walls behind which the disconnected are trapped. Moreover, since there is strong evidence that broadband is a pervasive and dominant communications technology for a broad swath of economic, social and political activities. The lack of access to the technology compounds social inequality. The problem of digital exclusion reinforces social exclusion and has become severe. The paper relies primarily on the data from the National Telecommunications Information Administration and the Pew Internet and American life project to build complex, comprehensive models of broadband adoption and use. Pew provides a consistent set of data over the course of virtually the entire period of broadband deployment and adoption. While Pew's data is rich, its analysis tends to be very sparse, relying primarily on descriptive, bivariate analyses. The paper is divided into four sections. Section I frames the debate over the diffusion and adoption of digital technologies. Section II examines the patterns of usage of the Internet, contrasting them to physical space activities, to demonstrate that households that are disconnected are placed at a disadvantage. Section III demonstrates the accumulating hypothesis, examining the spread of the technology across income groups and nations over time. Section IV builds a multivariate approach to adoption and use that, unlike most prior analyses, combines socioeconomic characteristics and attitudinal factors. Age and rural residence are negatively related to adoption and use; income and education positively related; and possession of technologies is a strong predictor of broadband adopt and use. Controlling for socioeconomic and technology factors, we find that attitudinal factors such as perceptions of availability, affordability, interest and skill are statistically significant and quantitatively important predictors of broadband adoption, but less so for use. Consequently, efforts to promote digital inclusion will be challenged by the complex causes of exclusion.

Book excerpt: This paper will address a question that is relevant to stakeholders in the public and private sectors: Have investments in programs to encourage broadband adoption paid off? After five years of attention to the issue (dating to the American Recovery and Reinvestment Act's investments in the Broadband Technology Opportunities Program and the release of the National Broadband Plan), the question remains relevant in light of ongoing gaps in home broadband adoption in the United States. The paper will address this question in two ways: 1) A review of research and "best practice" that has arisen in the past several years that has sought to explore broadband adoption programs. 2) Through analysis of a unique longitudinal dataset that interviews new Internet users first within three months of getting home Internet service and a second time eight months later after they have acquired some experience with home Internet service. The data: For analysis, the paper uses data gathered in a telephone survey of customers of an entry-level broadband Internet service of a major national Internet service provider (ISP). More than 700 respondents were interviewed eight months apart (January 2014 and September 2014). The survey asked respondents' a number of questions about online activities (e.g., whether they have looked for a job online) and attitudes about Internet use (e.g., its impact on social ties, educational opportunities, etc.). The survey also asked respondents to assess their levels of comfort with computers and the Internet, as well as whether they had formal training on how to use the Internet (through, for example, a local library or a community center). Analysis: The longitudinal design allows statistical analysis to be conducted that compares results for respondents between Time 1 and Time 2, while controlling for baseline levels of digital skills and other demographic factors. Questions the paper will explore include: • Are changes in self-reported digital skills attributable to whether the respondent had formal training on the Internet? • Does the incidence of doing online job searches vary with having had Internet training, controlling for baseline levels of digital skills and/or changes in digital skills over time? • How large are any impacts from formal Internet training on behavior and attitudes? The unique contribution of this paper is its use of longitudinal data. To the author's knowledge, prior research has not interviewed the same set of broadband users comparing behavior early on in their adoption curve with responses at a second time. The ability to assess the impacts of formal Internet training is also unique. Given investments in the public and private sectors to close broadband adoption gaps, the research speaks to stakeholders' interest in understanding programs aimed at encouraging home broadband adoption. With the Federal Communications Commission beginning the process of adapting the Lifeline program (currently supporting telephone service) to broadband, the research results should be timely for that proceeding.

Virtual Inequality redefines the issue as it explores the cascades of that divide, which involve access, skill, political participation, as well as the obvious economics. Computer and Internet access are insufficient without the skill to use the technology, and economic opportunity and political participation provide primary justification for realizing that this inequality is a public problem and not simply a matter of private misfortune. Defying those who say the divide is growing smaller, this volume, based on a unique national survey that includes data from over 1800 respondents in low-income communities, shows otherwise. In addition to demonstrating why disparities persist in such areas as technological abilities, the survey also shows that the digitally disadvantaged often share many of the same beliefs as their more privileged counterparts. African-Americans, for instance, are even more positive in their attitudes toward technology than whites are in many respects, contrary to conventional wisdom. The rigorous research on which the conclusions are based is presented accessibly and in an easy-to-follow manner. Not content with analysis alone, nor the untangling of the complexities of policymaking, Virtual Inequality views the digital divide compassionately in its human dimensions and recommends a set of practical and common-sense policy strategies. Inequality, even in a virtual form this book reminds us, is unacceptable and a situation that society is compelled to address.
