Book excerpt: Urban school reformers for decades have tried to improve educational outcomes for underserved and disadvantaged students, with the assistance of constantly evolving federal and state policies. In recent years, education policies have shifted from targeting individual students to developing universal standards for teaching and learning, and comprehensive school reform (CSR) has emerged as an effective key model. The federal CSR program seeks to support the implementation of comprehensive school reform, especially in high-poverty schools, and to improve efforts to help all children meet challenging academic standards. Schools that receive federal CSR funds must adopt approaches that comply with the No Child Left Behind Act (NCLB). This book provides a series of studies and reflections on CSR by leading experts in the field.

Available in PDF, EPUB and Kindle. Book excerpt: Public education in the United States does not fulfill either the educational needs or the social needs of children. Its deficiencies have serious negative consequences in our political system, our economy, and within our social and cultural affairs. We must seek to improve education through research, policy analysis, and the development of alternatives to existing policies and practices. Educational reform should include promoting greater parental choice in education, a competitive educational industry, and other policies that address the problems of both public and private schools. The ultimate goal is improved student achievement, especially in our nation's cities, where large numbers of students, are not reaching the levels of achievement they need in order to live successful lives as adults. This book explores some of the unique characteristics of school reform and focuses on the role of poverty in reform, including the negative effects of low-income neighborhoods on the youth who reside there, concluding that reducing poverty can lead to more positive academic behavior and success. Reform Can Make a Difference enables readers to look at different reform programs that are available for schools and determine which model, if any, will fit their needs. The book assists schools in designing their own reform model that will help address issues students and families have with public schools.

Book excerpt: The Longitudinal Assessment of Comprehensive School Reform Implementation and Outcomes (LACIO) responds to the No Child Left Behind Act's requirement for an evaluation of the federal Comprehensive School Reform (CSR) program. The legislation stipulates two broad goals for the evaluation: (1) to evaluate the implementation and outcomes achieved by schools after three years of implementing comprehensive school reforms; and (2) to assess the effectiveness of comprehensive school reform in schools with diverse characteristics. In order to address these requirements, the study focused on four evaluation questions: (1) How are CSR funds being targeted? (2) How is comprehensive school reform implemented in schools receiving CSR funds, in schools receiving Title I funds and in other schools? (3) What is the relationship between CSR implementation and student achievement outcomes? (4) What conditions (at the state and district level) influence the implementation of comprehensive reform programs? This report presents data collected from a random sample of 400 CSR schools that received funding in 2002 and 400 non-CSR schools with similar demographic and achievement characteristics. It draws from three data sources?school-level surveys of principals and teachers, the National School-Level State Assessment Score Database and the National Center for Educational Statistics (NCES) Common Core of Data (CCD). The data were collected in spring 2003 at the end of the first year of CSR implementation (2002-03). The emphasis in this report is on the first two evaluation questions that focus on school reform activities and the targeting of CSR program funds.

Available in PDF, EPUB and Kindle. Book excerpt: In an effort to improve student achievement, thousands of US schools have adopted school reform models devised externally by universities and other organizations. Such models have been successful in improving individual schools or groups of schools, but what happens when educational reform attempts to extend from one school to many? Through qualitative data from several studies, this book explores what happens when school reform 'goes to scale'. Topics covered include: *why and how schools are adopting reforms *the influence of the local context and wider constraints on the implementation of reform *teachers and principals as change agents in schools *the evolution of reform design teams *the implementation, sustainability and expiration of reform, and its impact on educational change Each chapter concludes with guidelines for policy and practice. This book will be of interest to educational leaders and staff developers, educational researchers and policy makers, in the US and internationally.

Yet, in a recent MetLife survey, 89 percent of the low-income students claimed "I really want to learn" applied to them. What is it about the school environmentâ€"pedagogy, curriculum, climate, organizationâ€"that encourages or discourages engagement in school activities? How do peers, family, and community affect adolescents' attitudes towards learning? Engaging Schools reviews current research on what shapes adolescents' school engagement and motivation to learnâ€"including new findings on students' sense of belongingâ€"and looks at ways these can be used to reform urban high schools. This book discusses what changes hold the greatest promise for increasing students' motivation to learn in these schools. It looks at various approaches to reform through different methods of instruction and assessment, adjustments in school size, vocational teaching, and other key areas. Examples of innovative schools, classrooms, and out-of-school programs that have proved successful in getting high school kids excited about learning are also included.

Available in PDF, EPUB and Kindle. Book excerpt: Forget everything you think you know about school reform. Cutting through the cant, sentiment, and obfuscation characterizing the current school reform debate, Frederick M. Hess lacerates the conventional "status quo" reform efforts and exposes the naivete underlying reform strategies that rest on solutions like class size reduction, small schools, and enhanced professional development. He explains that real improvement requires a bracing regime of common sense reforms that create a culture of competence by rewarding excellence, punishing failure, and giving educators the freedom and flexibility to do their work. He documents the scope of the challenges we face and then provides concrete recommendations for addressing them through reforms to promote accountability, competition, a 21st-century workforce, effective school leadership, and sensible reinvention. Engagingly written and drawing on real world experiences and examples, Common Sense School Reform will generate debate and help set the agenda for the future.

Available in PDF, EPUB and Kindle. Book excerpt: Contemporary public policy assumes that the achievement gap between black and white students could be closed if only schools would do a better job. According to Richard Rothstein, "Closing the gaps between lower-class and middle-class children requires social and economic reform as well as school improvement. Unfortunately, the trend is to shift most of the burden to schools, as if they alone can eradicate poverty and inequality." In this book, Rothstein points the way toward social and economic reforms that would give all children a more equal chance to succeed in school. This book features: a summary of numerous studies linking school achievement to health care quality, nutrition, childrearing styles, housing stability, parental economic security, and more ; aA look at erroneous and misleading data that underlie commonplace claims that some schools "beat the demographic odds and therefore any school can close the achievement gap if only it adopted proper practices." ; and an analysis of how the over-emphasis of standardized tests in federal law obscures the true achievement gap and makes narrowing it more difficult.
