Book excerpt: The economics literature is replete with examples of monotone comparative statics; that is, scenarios where optimal decisions or equilibria in a parameterized collection of models vary monotonically with the parameter. Most of these examples are manifestations of complementarity, with a common explicit or implicit theoretical basis in properties of a super-modular function on a lattice. Supermodular functions yield a characterization for complementarity and extend the notion of complementarity to a general setting that is a natural mathematical context for studying complementarity and monotone comparative statics. Concepts and results related to supermodularity and monotone comparative statics constitute a new and important formal step in the long line of economics literature on complementarity. This monograph links complementarity to powerful concepts and results involving supermodular functions on lattices and focuses on analyses and issues related to monotone comparative statics. Don Topkis, who is known for his seminal contributions to this area, here presents a self-contained and up-to-date view of this field, including many new results, to scholars interested in economic theory and its applications as well as to those in related disciplines. The emphasis is on methodology. The book systematically develops a comprehensive, integrated theory pertaining to supermodularity, complementarity, and monotone comparative statics. It then applies that theory in the analysis of many diverse economic models formulated as decision problems, noncooperative games, and cooperative games.

For these themes, the report provides analysis of the trend between 2000 and 2015 and offers scenarios for future development until 2030. As the sole regional multisectoral intergovernmental platform, ESCAP is harnessing the universality of the 2030 Agenda goals and targets, while promoting the regional policy consistency, coherence and coordination to reinforce the scaling and complementarity of the implementation of the ASEAN Vision 2025 and the 2030 Agenda.

Policy complementarity refers to the mutually reinforcing benefits of policies that create an environment that is conducive to investment and growth. Quantitative measures of policy complementarity are developed, and the study shows empirically, through both an outcomes-based probability framework and a standard regression analysis, that these complementarities are significant and robust in explaining growth outcomes over the period 1985–95.

Dynamic complementarities link the stocks of human and organizational capital, which are influenced by past levels of economic activity, to current levels of productivity. We supplement an otherwise standard dynamic business cycle model with both contemporaneous and dynamic complementarities. The model is calibrated using estimates of these effects. Our quantitative analysis identifies empirically relevant dynamic complementarities as a source of propagation for both technology and taste shocks.

The paper shows that these implications are consistent with aggregate observations as well as some microeconomic evidence. Further, looking at certain historical episodes, such as the NIRA, as well as seasonal fluctuations provides additional support for models with macroeconomic complementarities.

The concept promises not only to serve as a tool to explain sustained economic development, but also to provide policy-makers with scientifically grounded policy options to advance the growth of economies. The thrust of much recent literature has been to review existing empirical findings in order to deduce "best practice" models which are assumed to benefit all countries in a similar fashion. However, as this book argues, such ‘universal’ models often fail in both analysis and policy prescriptions, as they do not take into account sufficiently the circumstances and development trajectories of particular countries. With a foreword by Richard Whitley, this book discusses the extent to which the diagnoses and reform recommendations of recent work on innovation theory, and the related policy recommendations, actually apply to Japan and China. Making links between behavioural economics and institutional analysis, the book covers their regulatory framework, legal and science system, the labour and capital market, and intra-firm relations.
