Book excerpt: An effective system for complaint handling is a key element of a good development project. This reader presents the experiences and lessons learned in handling complaints under the Asian Development Bank-assisted Earthquake and Tsunami Emergency Support Project in Indonesia, and similar initiatives supported by other organizations, in the rehabilitation of Aceh and Nias following the disasters there in December 2004 and March 2005. The book will contribute to capacity building for complaint handling within local governments in Aceh and Nias as well as provide a wider sharing of experiences within governments and nongovernment organizations in Indonesia and beyond. A summary of lessons and recommendations draws together common strands from the 18 papers presented.

The greatest damage occurred in Indonesia, nearest the quake's epicenter. The Asian Development Bank responded with a $290 million grant under the Earthquake and Tsunami Emergency Support Project. Housing accounted for more of this grant than any other sector. While this book focuses on housing, more broadly it is about how implementing post-disaster projects under exceedingly difficult conditions can achieve success, while simultaneously incorporating the community-based approach recommended by donors. The book's refreshing glimpse into on-the-ground, post-disaster project implementation contains important lessons for future disaster-response donor assistance.

Available in PDF, EPUB and Kindle. Book excerpt: This publication suggests solutions that can be built into the design of urban development projects undertaken by the Asian Development Bank (ADB) to address the common problems and grievances of the urban poor, and to improve urban governance overall. It also identifies successful or promising community-based approaches to dispute resolution that can be useful in urban project design. It uses ADB's Governance policy as a framework for analyzing key findings of Access to Justice for the Urban Poor, a regional technical assistance grant to four developing member countries in Asia and the Pacific---Bangladesh, Indonesia, the Philippines, and Thailand. The findings consist of case studies illustrating typical problems encountered by the poor in connection with access to urban assets and services, and identifies the types of grievances or disputes that may arise because of these issues. The publication reproduces key case studies to illustrate significant concepts.

Available in PDF, EPUB and Kindle. Book excerpt: This book uses two international frameworks—the Millennium Development Goals and the Hyogo Framework for Action, a program focused on disaster risk management—to study the key trends in the region in terms of disaster incidence, sources of vulnerability and social and economic challenges. As both frameworks draw to a close, international debate is taking place during the period 2012–2015 on their current progress. This book seeks to help readers understand the process better. The chapters are written by eight independent internationally based authors. Collectively, they have extensive regional experience in the areas of disaster risk management and climate change as well as working in academia, research, consultancy, the UN and international agencies, government and the NGO sector. The analysis presented benefits from their varied backgrounds in medicine, architecture, economics, engineering, planning, social studies, development studies and political science. Throughout the book, relevant examples, drawn from the region, are included to ‘earth’ the project in the harsh realities of risk and disaster impact.

It outlines the guiding principles of a knowledge management framework in the context of the ADB operations cycle, and summarizes selected knowledge products generated, disseminated, and used in SERD lending and nonlending operations at different stages of the cycle. The report concludes with lessons and recommendations on the further strengthening of the "knowledge first, finance follows" principle to more effectively meet the increasing demands by each client country for knowledge as an integral part of ADB development assistance to the region.

Available in PDF, EPUB and Kindle. Book excerpt: How do ordinary Muslims deal with and influence the increasingly pervasive Islamic norms set by institutions of the state and religion? Becoming Better Muslims offers an innovative account of the dynamic interactions between individual Muslims, religious authorities, and the state in Aceh, Indonesia. Relying on extensive historical and ethnographic research, David Kloos offers a detailed analysis of religious life in Aceh and an investigation into today’s personal processes of ethical formation. Aceh is known for its history of rebellion and its recent implementation of Islamic law. Debunking the stereotypical image of the Acehnese as inherently pious or fanatical, Kloos shows how Acehnese Muslims reflect consciously on their faith and often frame their religious lives in terms of gradual ethical improvement. Revealing that most Muslims view their lives through the prism of uncertainty, doubt, and imperfection, he argues that these senses of failure contribute strongly to how individuals try to become better Muslims. He also demonstrates that while religious authorities have encroached on believers and local communities, constraining them in their beliefs and practices, the same process has enabled ordinary Muslims to reflect on moral choices and dilemmas, and to shape the ways religious norms are enforced. Arguing that Islamic norms are carried out through daily negotiations and contestations rather than blind conformity, Becoming Better Muslims examines how ordinary people develop and exercise their religious agency.

Available in PDF, EPUB and Kindle. Book excerpt: Sherry Arnstein, writing in 1969 about citizen involvement in planning processes in the United States, described a “ladder of citizen participation” that showed participation ranging from low to high. Arnstein depicted the failings of typical participation processes at the time and characterized aspirations toward engagement that have now been elevated to core values in planning practice. But since that time, the political, economic, and social context has evolved greatly, and planners, organizers, and residents have been involved in planning and community development practice in ways previously unforeseen. Learning from Arnstein’s Ladder draws on contemporary theory, expertise, empirical analysis, and practical applications in what is now more commonly termed public engagement in planning to examine the enduring impacts of Arnstein’s work and the pervasive challenges that planners face in advancing meaningful public engagement. This book presents research from throughout the world, including Australia, Brazil, India, Indonesia, Portugal, Serbia, and the United States, among others, that utilizes, critiques, revises, and expands upon Arnstein’s aspirational vision. It is essential reading for educators and students of planning.
