Book excerpt: This paper provides an assessment of competitiveness and external trade performance of the French manufacturing industry during the 1980s and early 1990s. The first part of the paper reviews developments in a broad range of competitiveness indicators. The analysis indicates that the manufacturing sector appears to have maintained its competitive position in recent years. The second part discusses developments in export market shares. The third part estimates a vector error correction model relating the trade ratio to relative unit labor costs, domestic and foreign demand, and nonprice competitiveness. Variance decompositions suggest that fluctuations in price and nonprice competitiveness account for about two-fifths of fluctuations in manufacturing trade flows.

Book excerpt: This paper empirically evaluates four types of costs that may result from an international sovereign default: reputational costs, international trade exclusion costs, costs to the domestic economy through the financial system, and political costs to the authorities. It finds that the economic costs are generally significant but short-lived, and sometimes do not operate through conventional channels. The political consequences of a debt crisis, by contrast, seem to be particularly dire for incumbent governments and finance ministers, broadly in line with what happens in currency crises.

Book excerpt: This paper extends a standard growth model and obtains consistent panel data estimates of the growth retarding effects of military spending via its adverse impact on capital formation and resource allocation. Simulation experiments suggest that a substantial long-term “peace dividend”—in the form of higher capacity output—may result from markedly lower military expenditure levels achieved in most regions during the late 1980s, and the further military spending cuts that would be possible if global peace could be secured.

While it started in light manufacturing and the assembly of more sophisticated products as part of global supply chains, China is now moving up the value chain, “onshoring” the production of higher-value-added upstream products and moving into more sophisticated downstream products as well. At the same time, with its wages rising, it has started to exit some lower-end, more labor-intensive sectors. These changes are taking place in the broader context of China’s rebalancing—away from exports and toward domestic demand, and within the latter, away from investment and toward consumption—and as a consequence, demand for some commodity imports is slowing, while consumption imports are slowly rising. The evolution of Chinese trade, investment, and consumption patterns offers opportunities and challenges to low-wage, low-income countries, including China’s neighbors in the Mekong region. Cambodia, Lao P.D.R., Myanmar, and Vietnam (the CLMV) are all open economies that are highly integrated with China. Rebalancing in China may mean less of a role for commodity exports from the region, but at the same time, the CLMV’s low labor costs suggest that manufacturing assembly for export could take off as China becomes less competitive, and as China itself demands more consumption items. Labor costs, however, are only part of the story. The CLMV will need to strengthen their infrastructure, education, governance, and trade regimes, and also run sound macro policies in order to capitalize fully on the opportunities presented by China’s transformation. With such policy efforts, the CLMV could see their trade and integration with global supply chains grow dramatically in the coming years.

Book excerpt: The purpose of this paper is to describe the role and the operating significance of IMF quotas. Each member of the IMF has a quota, the functions of which are threefold. These functions are interrelated, but the attempt to find a series of figures that would effectively perform all these functions for each member necessitated a large amount of compromise in the determination of quotas. A quota determines the subscription or contribution of each member to the capital of the IMF; and the total of the quotas of all members determines the size of the IMF’s financial resources. Each member is required to pay to the IMF of its quota in gold, and the balance in its own currency. Apart from any retained profits or accumulated losses, quotas directly determine the total assets of the IMF. Assets can be increased only by admitting new members or by increasing the quotas of existing members, though the Fund may under prescribed conditions increase the funds at its disposal by borrowing.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1989, The Competitiveness of European Industry helps in developing our understanding of the process of improving and measuring industrial competitiveness. The contributors focus on the competitiveness of European industry. Three main topics are discussed: the concept of competitiveness itself; what can be learned about competitiveness at the level of an individual national economy; and processes and strategies in forms which might contribute to improved competitive performance. The first two papers critically assess concepts and measures of national competitiveness and review the performances of the economies of Britain, France, and the Federal German Republic. Then follow accounts of industrial competitiveness in three smaller economies (Belgium, Switzerland, and Sweden), which develop a series of methods and techniques for the analysis of industrial structures and indicate significant policy implications. The three concluding papers look at the competitiveness of British industry at the firm level, focusing on the strategic changes, the competitive process, and technical innovation. This book will be of interest to policy makers, business school teachers, and researchers in the area of strategy, industrial economics, organization behaviour, and innovation management.

Book excerpt: Using detailed trade and firm-level financial data, the authors demonstrate, for example, that while links between finance and competitiveness are strong, they are not uniform across sectors and countries. This book examines the link between finance and competitiveness at the macro and sectoral levels in seven different countries: Argentina, Brazil, India, Indonesia, the Philippines, South Africa, and Tunisia, and investigates key international issues, such as the evidence of the impact of exchange rate variability on trade, patterns in bank lending, and trade openness and development.

Book excerpt: Using India as a case study, this well-written, concise book covers everything one needs to know to understand how a country becomes internationally competitive. Showing that reforms that pertain to the real sector alone, such as industrial deregulation and trade reforms, are not enough to enhance a country's competitiveness, this book makes a compelling case for complimentary financial sector reforms. Of interest to academics studying international trade, industrial economics and development economics, this book is also guaranteed to be extremely useful for professional economists and those involved with policy making in developed and developing countries.

Available in PDF, EPUB and Kindle. Book excerpt: This collection of studies analyzes developments in nonprice external competitiveness of France, Greece, Italy, Portugal, and Spain. While France, Italy, and Portugal have experienced substantial export market share losses, Greece and Spain performed relatively well. Export market share losses appear associated with rigidities in resource allocation (sectoral, geographical, technological) relative to peers and lower productivity gains in high value-added sectors. Disaggregated analysis of goods and services export markets provides insights on aspects such as quality, market concentration, growth of destination markets, and geographical and sectoral diversification. Also, increased import penetration, offshoring and FDI could improve productivity and export performance.

Book excerpt: Research activity in the IMF emphasizes the links between the organization's policy and operational concerns. The main objectives of research is IMF staff understanding of policy and operational issues relevant to the institution, and to improve the analytical quality of the work prepared for management and the Executive Board and the advice provided to member countries. The scope of research in the IMF is defined by the purposes and functions of the institution. In order to foster innovation and ensure quality control, the IMF makes much of its research available outside the institution and encourages staff to interact with academia and other research organizations through conferences, seminars, and occasional joint research projects. The visiting scholar’s program has also enhanced the quality of research done in the IMF. This program brings in leading members of the economics profession from around the world to assist in the preparation of papers for the Executive Board and to conduct research on IMF-related issues.
