Book excerpt: Facts Up Front style nutrition labels are a front-of-package (FOP) nutritional labeling system that present key nutrient information on the front of packaged food and beverage products in an easy-to-read format. The authors conduct a large-scale empirical study to examine the effect of adoption of FOP labeling on the nutritional quality of products. The authors assemble a unique dataset on packaged food products (21,096 products, 9,083 brands, and 4,408 firms) in the U.S. across 44 categories over a period of sixteen years. They individually examine each new product introduced during the data time period to record FOP nutrition label information and use product-specific nutrient information to measure nutritional quality of products. By using a difference-in-differences estimator, the authors find that FOP adoption in a product category leads to an improvement in the nutritional quality of products in the category. They further find support for the moderating role of brand and product category characteristics. They argue that adoption of FOP in a product category serves as a source of “nutritional information clearinghouse” and empirically test for the role of salience of nutritional information as the mechanism that drives the improvement in the nutritional profile of the products. They find that subsequent to FOP adoption, food manufacturers improve the nutritional quality by lowering the content of calories and the nutrients to limit such as sugar, sodium, and saturated fat. Supplementary analyses are performed to rule out potential self-selection issues and a battery of robustness checks and falsification tests are conducted. The authors discuss the implications of the findings for public policy makers, consumers, manufacturers and food retailers.

These symbols and the systems that underlie them have become known as front-of-package (FOP) nutrition rating systems and symbols, even though the symbols themselves can be found anywhere on the front of a food package or on a retail shelf tag. Though not regulated and inconsistent in format, content, and criteria, FOP systems and symbols have the potential to provide useful guidance to consumers as well as maximize effectiveness. As a result, Congress directed the Centers for Disease Control and Prevention (CDC) to undertake a study with the Institute of Medicine (IOM) to examine and provide recommendations regarding FOP nutrition rating systems and symbols. The study was completed in two phases. Phase I focused primarily on the nutrition criteria underlying FOP systems. Phase II builds on the results of Phase I while focusing on aspects related to consumer understanding and behavior related to the development of a standardized FOP system. Front-of-Package Nutrition Rating Systems and Symbols focuses on Phase II of the study. The report addresses the potential benefits of a single, standardized front-label food guidance system regulated by the Food and Drug Administration, assesses which icons are most effective with consumer audiences, and considers the systems/icons that best promote health and how to maximize their use.

However, despite this explosion of front-of-package (FOP) health communications, obesity and health-related problems of U.S. consumers continue to be a critical concern. Therefore, it is important for marketers, retailers, manufacturers, and public policy makers to develop a more complete understanding of consumers' processing and utilization of health information on food packages, as well as how this information affects product evaluations and choices. Therefore, this dissertation utilizes a processing fluency theoretical framework (e.g., Zajonc 1968; Jacoby and Dallas 1981; Novemsky et al. 2007) to attempt to increase our understanding of how FOP icons that vary in nature (i.e., subjective interpretive icons, objective quantitative icons, single nutrient content claims) affect consumers' perceptions, intentions, and choices when presented both independently and simultaneously on food packages. Study 1 examines reductive and interpretive icons on a single product (pizza), while Study 2 demonstrates how additional FOP nutrition information (i.e., a single nutrient content claim) affects the conceptual fluency of health information, perceived product healthfulness, and purchase intentions. Studies 3 and 4 provide a stronger market-based examination of how consumers process FOP health information across multiple brands and product categories in a retail setting. These controlled retail laboratory studies overcome important limitations noted in earlier nutrition labeling studies, such as data collection and evaluations in non-store environments (e.g., Keller et al. 2007; Li, Miniard, and Barone 2000), while demonstrating how different types of FOP icons vary in their effectiveness in positively affecting consumers' choices of healthy products from consideration sets across multiple food categories.

Book excerpt: To examine whether four pre-selected front-of-pack nutrition labels improve food purchases in real-life grocery shopping settings, we put 1.9 million labels on 1,266 food products in four categories in 60 supermarkets and analyzed the nutritional quality of 1,668,301 purchases using the FSA nutrient profiling score. Effect sizes were 17 times smaller on average than those found in comparable laboratory studies. The most effective nutrition label, Nutri-Score, increased the purchases of foods in the top third of their category nutrition-wise by 14%, but had no impact on the purchases of foods with medium, low, or unlabeled nutrition quality. Therefore, Nutri-Score only improved the nutritional quality of the basket of labeled foods purchased by 2.5% (-0.142 FSA points). Nutri-Score's performance improved with the variance (but not the mean) of the nutritional quality of the category. Results from this study showed that shopping goal was shown to affect attention, and differences in labeling schemes did not show significant effects. However, subjects did look at FOP labels, and used the FOP label in place of the Nutrition Facts Panel. Subjects reported that they find FOP labels easy to understand, yet FOP groups scored lower on a nutrition literacy quiz, indicating their perceived understanding and actual understanding may differ. Our findings suggest that subjects attend to FOP labels, but do not use them in making decisions.

Book excerpt: This paper investigates how firms responded to standardized nutrition labels on food products required by the Nutrition Labeling and Education Act (NLEA). Using a longitudinal quasi-experimental design, we test our predictions using two large-scale samples that span 30 product categories. Results indicate that the NLEA reduced brand nutritional quality relative to a control group of products not regulated by the NLEA. At the same time, among regulated products, brand taste increased. Although this reduction in nutrition represents an unintended consequence of regulation, there were a set of category, firm, and brand conditions under which the NLEA produced a positive effect on brand nutritional quality. We find that firms were more likely to improve brand nutrition when firm risk or firm power is low. Lower risk occurs when the firm is introducing a new brand rather than changing an existing brand, and weaker power in a category is reflected by lower market share in a category. Furthermore, firms competing in low-health categories (e.g., potato chips) or small-portion categories (e.g., peanut butter) improved nutrition more than firms competing in high-health categories (e.g., bread) or large-portion categories (e.g., frozen dinners). Recommendations for firm strategy and the design of consumer information policy are examined in light of these surprising firm responses.

To address this gap, we adopt a novel perspective that is informed by the dual-system view of the mind. A systematic review of nutrition labeling literature returned 59 papers that implicitly provide evidence for the dual-system view. Building on the findings of these studies, we conclude that the effectiveness of nutrition label formats is influenced by the consumer's dominant processing system, which itself is a function of specific contexts and personal features (e.g., motivation, nutrition knowledge, time pressure, and depletion). The study applies a situational processing perspective to demonstrate that consumers might prefer different FOP nutrition label formats in different situations and can exhibit varying responses to the same label format across situations. We close by offering suggestions for policy makers and researchers to help improve current FOP nutrition label formats.

While there is evidence to suggest FOP labelling can impact product sales, other work has consistently demonstrated no association between the presence of a FOP reference and the nutritional quality of a product. A comprehensive examination of how manufacturers choose to engage in FOP labelling is needed to better understand the implications of this practice for consumers. Drawing on a survey of packaged foods sold in national chain retailers in Toronto the aims of this thesis were 1) to examine how the presence and nature of FOP references relate to a) level of food processing, b) product innovation (focusing on products designed as substitutes for traditional foods), and c) brand; and 2) to assess the nature of unregulated references through a systematic comparison of these references to nutrition labelling regulations. FOP nutrition references were more likely to appear on highly processed products, innovative foods and products manufactured by transnational brands, but they were less frequently displayed on products targeted to discount shoppers. A more in-depth examination of the nature of FOP material revealed a greater propensity for references highlighting 'nutrients to limit' (e.g., 'trans fat free', 'low in sodium') amongst highly processed products and those of transnational brands whereas innovative foods displayed a greater proportion of references which relayed information of 'positive' constituents (e.g., 'good source of calcium'). Transnational brand products were more likely than other products to bear unregulated 'natural' references and less likely to display regulated 'organic' labels, potentially signalling their need to circumvent regulatory requirements that would vary across markets. Nearly a quarter of products surveyed bore unregulated nutrition references, and most of these relayed information for which regulated options exist. Taken together, the strategic distribution of FOP references observed on highly processed products, innovative products and those manufactured by transnational brands, and the myriad of unregulated text found on these products, suggest FOP labelling functions primarily as a marketing tool and point to the need for a more effective regulatory framework for nutrition communication to better support healthy food selection.
