Book excerpt: At the recent World Trade Organization (WTO) ministerial meeting in Doha, Qatar, WTO members called for the launch of negotiations on disciplines relating to competition based on explicit consensus on modalities to be agreed at the fifth WTO ministerial meeting in 2003. WTO discussions since 1997 have revealed little support for ambitious multilateral action. Proponents of the WTO antitrust disciplines currently propose an agreement that is limited to "core principles"-nondiscrimination, transparency, and provisions banning "hard core" cartels. The authors argue that an agreement along such lines will create compliance costs for developing countries without addressing the anticompetitive behavior of firms located in foreign jurisdictions. To be unambiguously beneficial to low-income countries, any WTO antitrust disciplines should recognize the capacity constraints that prevail in these economies, make illegal collusive business practices by firms with international operations that raise prices in developing country markets, and require competition authorities in high-income countries to take action against firms located in their jurisdictions to defend the interests of affected developing country consumers. More generally, a case is made that traditional liberalization commitments using existing WTO fora will be the most effective means of lowering prices and increasing access to an expanded variety of goods and services.

However, without the legal and institutional framework to support these policies (and thus guarantee resource-efficient behavior on the part of business owners), the record has been spotty at best. Competition Policies in Emerging Economies features in-depth analysis of two key industries—telecommunications and banking—in several Central American nations to shed light on the dynamics of the transition to deregulation and trade liberalization, and learn from the experiences of these economies. This book has a three-fold purpose: (1) to examine the competition conditions and policies of small developing countries of Central America (and hence cover an area where very little information exists); (2) develop an in-depth analysis of regulation and competition policies in two key industrial sectors with poor competition records (telecommunications and banking); (3) link the former results analysis with other international experiences, in order to derive research and policy recommendations that can be applied to other small, developing, and emerging economies. Is deeper integration in the best interest of developing countries? In this book, part of the Integrating National Economies series, Stephen Haggard examines the position of the developing countries in the international trade regime. Focusing on the nations of East and Southeast Asia and Latin American, Haggard explores the cause of economic liberalization policies in the developing nations. He argues that various international constraints, such as economic shocks and political pressures from the economically advanced nations, pushed developing countries to open up to internatioal competition and to pursue economic relations with advanced industrial states. Haggard addresses such central questions as: Will developing countries benefit from the deep integration agenda? Will they instead join closed regional blocs that fragment the international economy? Will the developing nations orient themselves toward the multilateral institutions, particularly the World Trade Organization, or will they gravitate toward regional arrangements. Haggard argues that the advanced developing countries have become strong supporters of the multilateral system and that the extent of regionalism has been over stated. He contends that a more serious threat is the lure of biliteralism and the effort of the advanced industrial states to impose standards on developing countries that are inappropriate or politically counterproductive.
