Book excerpt: Competition and cooperation between Japan, Europe and USA is the key issue of this book - both at government and business levels. Both short-term and long-termin competitive cooperation between Western and Japanese firms and institutions can be fruitful. Cooperation however, provides no easy solutions to problems which Western economies have been unable to solve on their own. Governments as well as companies are often unprepared for cooperation with Japan within the framework of larger-scale projects. On theother hand, Japan itself still lacks the leadership capacities to match its present economic and technological dominance. Thus the Japanese strategyfor a Number Two role in cooperation with the USA and the EC is described. The discussion focuses on the implications of US/Japanese relations for Europe. It further highlights future relations between the US and Japan in the field of technology, and also deals with the EC/Japan context.

Book excerpt: Innovation, "the process by which firms master and get into practice product designs and manufacturing processes that are new to them," is vital for companies wishing to remain competitive in today's rapidly changing high technology industries. American and Japanese firms are among the world's most technologically innovative and competitive. However, the changing dynamics of global competition are forcing them to rethink their technological innovation strategies. The choices they make will have great impact on their futures as companies as well as on the livelihoods of their employees and the communities in which they operate. In order to understand the ways in which Japanese and American companies are changing their technological innovation strategies and practices, the Committee on Japan of the National Research Council and the Committee on Advanced Technology and the International Environment (Committee 149) of the Japan Society for the Promotion of Science (JSPS) organized a bilateral task force composed of leading representatives from industry and academia to assess developments in corporate innovation strategies and report on their findings. Through a workshop discussion of the issues and subsequent interaction, the task force explored the institutional division of innovation in both countries: the structure and performance of technology-based industries, the role of the government in the support of science and technology, and the role of universities in the science and technology system. The task force was particularly interested in exploring the points on which the two systems are converging,-i.e., becoming more similar in strategy and practice-and where they continue to be distinct and different. Although a comprehensive study of these trends in U.S. and Japanese innovation was not easily feasible, the task force was able to develop several conclusions based on its workshop discussion and follow-up interactions that were substantial in time and content. This report identifies a set of issues whose further elucidation should be helpful in guiding public policy in both nations. These issues include the role of external sourcing of innovation, transnational activity and globalization, the organization and performance of R&D, and the role of consortia, joint ventures and other joint activities. A call for greater international efforts to collect and analyze data on these important trends is the central recommendation of the task force.

Book excerpt: The flow of goods, capital technology and organisational know-how between Japan and China has increased dramatically, yet the relationship between the two countries remains far below its potential scope. The differing economic structures of the two countries, the mutual political distrust and the burden of an unsettled historical past stand in the way of a more intensive economic integration. This book combines up to date research from the German Institute for Japanese Studies (DIJ) with papers from a conference organised jointly with the Fujitsu Research Institute (FRI) and is an essential tool for academics and those doing business in East Asia.

Book excerpt: Originally published in 1984, this collection of original papers highlights the major problems and challenges that lie ahead in U.S.-Japanese energy relations. Energy cooperation, both through joint projects and bilateral planning, has become an important barometer of the U.S. diplomatic relationship with Japan, as evidenced by the high-level U.S.-Japan Energy Working Group set up in January 1984 following Prime Minister Nakasone's visit to Washington. Contributions to this book detail the problems posed by energy security differences and uncertain oil markets; U.S. crude oil exports to Japan; and nuclear, coal solar-energy; and they consider the prospects for conflict over investment in Siberia and Asia

Book excerpt: Advanced industrial nations face many difficult political and economic problems due to the accelerating pace and evolving character of technological change. In this volume, economists and political scientists discuss analytic and policy issues relating to the current state of technological capability in the United States, Japan, and Western Germany from a historical perspective and as a basis for future technological development. They also examine the problems and the issues involved in competition and cooperation among high technology firms and in evolving a more harmonious trade regime. The essays presented here explore from an international perspective the theoretical underpinnings of policy issues that are shaped by increasing internations competition and by the changing form and character of the international trade regime. Issues are discussed against the background of declining American technological dominance and intensifying competition as well as increasing international cooperation among high technology firms. Specific topics include the internationalization of basic research; the closing gap between basic and applied research; the effect of nation specific interfirm relations and various characteristics of labor markets on technological progress; and the effectiveness of various forms of government research and development assistance (or, more broadly, industrial policy). Three essays present overviews of the technological capability of and major policy issues faced by the United States, Japan, and Western Germany. Others raise major theoretical and policy issues from the perspectives of political science and economics, and address specific policy issues or groups of related issues.
