The main focus is a descriptive analysis of three distinctive schools of literacy: the Freirean-based participatory literacy movement grounded in oppositional politics and grass-roots community activism; the British-based New Literacy Studies that focuses on the ways in which diverse students utilize various literacy practices in their daily lives; and the U.S. federal government's focus on functional literacy linked to a 45-year policy emphasis on workforce readiness. These three schools of thought lead to substantially different implications over such critical areas as curriculum, assessment and accountability, and the socio-cultural role of literacy, policy, and political culture, which are discussed throughout the chapters of the book. This discussion includes a chapter on research traditions that closely parallels these perspectives on literacy education. Demetrion argues that unless values grounded ultimately in political culture emerge, it is exceedingly unlikely that the adult literacy field will be able to move from its current marginalized status toward that of achieving the level of public and policy legitimacy many believe it needs for its long-term institutional flourishing. It is argued that any settlement of this issue must be accomplished in the field of practice rather than the ground of theory, even as theoretical insight can help to frame the issues. Conflicting Paradigms in Adult Literacy Education: In Quest of a U.S. Democratic Politics of Literacy speaks to a wide audience, including not only the adult literacy community, but anyone interested in educational theory, practice, policy, research traditions, or political culture, and more fundamentally, in their intersection. Book excerpt: This book uses historical analysis, constitutional economics, and complexity theory to furnish an account of city subsidiarity as a legal, ethical, political, and economic principle. The book contemplates subsidiarity as a constitutional principle, where cities would benefit from much wider local autonomy. Constitutional economics suggests an optimal limit to jurisdictional footprints (territories). This entails preference for political orders where sovereignty is shared between different cities rather states where capital cities dominate. The introduction of city subsidiarity as a constitutional principle holds the key to economic prosperity in a globalizing world. Moreover, insights from complexity theory suggest subsidiarity is the only effective response to the ‘problem of scale.’ It is a fitness trait that prevents highly complex systems from collapsing. The nation-state is a highly complex system within which cities function as ‘attractors.’ The collapse of such systems would ensue if there were strong coupling between attractors. Such coupling obtains under legal monism. Only subsidiarity can make the eventuality of collapse improbable. The emergent and self-organizing properties of subsidiarity entail a shift in policy emphasis towards cities with a wide margin of autonomy.

Against this background I con sider notions of observation, meaning, and regulative standards. My position is in opposition to some widely influential and current views. Revolutionary new ideas concerning the philosophy of science have recently been advanced by Feyerabend, Hanson, Kuhn, Toulmin, and others. There are differences among their views and each in some respect differs from the others. It is, however, not the differences, but rather the similarities that are of primary concern to me here. The claim that there are pervasive presuppositions fundamental to scientific in vestigations seems to be essential to the views of these men. Each would further hold that transitions from one scientific tradition to another force radical changes in what is observed, in the meanings of the terms employed, and in the metastandards involved. They would claim that total replace ment, not reduction, is what does, and should, occur during scientific revolutions. I argue that the proposed arguments for radical observational variance, for radical meaning variance, and for radical variance of regulative standards with respect to scientific transitions all fail. I further argue that these positions are in themselves implausible and methodologically undesirable. I sketch an account of the rationale of scientific change which preserves the merits and avoids the shortcomings of the approach of radical meaning variance theorists.
