Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Although environmental protection programs in the United States have successfully improved water quality during the past 25 years, many challenges remain. Significant strides have been made in reducing the effects of discrete pollutant sources, such as factories and sewage treatment plants (called point sources). But aquatic ecosystems remain impaired, mostly because of complex problems caused by polluted runoff, known as nonpoint source pollution. This guidance document is intended to provide technical assistance to state water quality and forestry program managers, nonindustrial private forest owners, industrial forest owners, and others involved with forest management on the best available, most economically achievable means of reducing the nonpoint source pollution of surface and groundwaters that can result from forestry activities. The guidance provides background information about nonpoint source pollution from forestry activities, including where it comes from and how it enters our waters. It presents the most current technical information about how to minimize and reduce nonpoint source pollution to forest waters, and it discusses the broad concept of assessing and addressing water quality problems on a watershed level. By assessing and addressing water quality problems at the watershed level, state program managers and others involved with forest management can integrate concerns about forestry activities with those of other resource management activities to identify conflicting requirements and provide balance between short-term impacts and long-term benefits. This approach can maximize the potential for overall improvement and protection of watershed conditions and provide multiple environmental benefits. This document provides guidance to states, territories, authorized tribes; commercial and nonindustrial private forest owners and managers; and the public regarding management measures that may be used to reduce nonpoint source pollution from forestry activities. At times this document refers to statutory and regulatory provisions that contain legally binding requirements.

Book excerpt: This book mainly focuses on ecological approaches for preventing and controlling non-point source (NPS) pollution on the basis of forestry measures. In addition to the effects of ecological control, it introduces readers to the characteristics of NPS pollution in Taihu Lake watershed, water eutrophication evaluation methods, and potential countermeasures. Given the crucial role of surface runoff and soil erosion in producing water pollution, the book presents forestry measures to combat them, such as the creation of public welfare forests, urban forestry, planting techniques for hedgerows on slope land, the establishment of shelter belts, nitrogen and phosphorus absorption by hydrophytes, and sustainable management for wetlands. Moreover, the results are supplemented by a wealth of numerical calculations, tables, figures and photographs. The book offers a valuable guide for researchers, educators and professionals working in the areas of water environment, water security and ecological construction. Prof. Jianfeng Zhang works at the Institute of Subtropical Forestry, Chinese Academy of Forestry, Fuyang, China.

Available in PDF, EPUB and Kindle. Book excerpt: Natural resource policies provide the foundation for sustainable resource use, management, and protection. Natural Resource Policy blends policy processes, history, institutions, and current events to analyze sustainable development of natural resources. The book’s detailed coverage explores the market and political allocation and management of natural resources for human benefits, as well as their contributions for environmental services. Wise natural resource policies that promote sustainable development, not senseless exploitation, promise to improve our quality of life and the environment. Public or private policies may be used to manage natural resources. When private markets are inadequate due to public goods or market failure, many policy options, including regulations, education, incentives, government ownership, and hybrid public/private policy instruments may be crafted by policy makers. Whether a policy is intended to promote intensive management of natural resources to enhance sustained yield or to restore degraded conditions to a more socially desirable state, this comprehensive guide outlines the ways in which natural resource managers can use their technical skills within existing administrative and legal frameworks to implement or influence policy.
