Book excerpt: This thesis presents a comparison and analysis of two Department of Defense (DoD) acquisition methods: the formal acquisition process and the Advanced Concept Technology Demonstration (ACTD). Both processes can be, and are, used by DoD to acquire information technology (IT), but while DoD has utilized the formal acquisition process for 30 years, the ACTD process is only 6 years old, and was specifically designed to improve upon the standard acquisition process (when applied to IT). By describing and studying the events surrounding, actors participating in, and results of one ACTD, this thesis will determine what lessons-learned can be applied to the standard acquisition process. While the ACTD and acquisition processes share some similarities in their management and funding, there are also significant differences. For example, ACTDs gain approval through a completely different process than acquisitions, and are subjected to less bureaucratic oversight. The recommendations provided in this thesis indicate that, based upon the experiences of the real-life ACTD sampled, the ACTD process does represent an improvement upon the standard acquisition process, specifically when the standard process is utilized to acquire IT.

A significant portion of the Department of Defense (DOD) budget is spent on capabilities acquired as commercial IT commodities, developmental IT systems that support a broad range of warfighting and functional applications, and IT components embedded in weapons systems. The ability of the DOD and its industrial partners to harness and apply IT for warfighting, command and control and communications, logistics, and transportation has contributed enormously to fielding the world's best defense force. However, despite the DOD's decades of success in leveraging IT across the defense enterprise, the acquisition of IT systems continues to be burdened with serious problems. To address these issues, the National Research Council assembled a group of IT systems acquisition and T&E experts, commercial software developers, software engineers, computer scientists and other academic researchers. The group evaluated applicable legislative requirements, examined the processes and capabilities of the commercial IT sector, analyzed DOD's concepts for systems engineering and testing in virtual environments, and examined the DOD acquisition environment. The present volume summarizes this analysis and also includes recommendations on how to improve the acquisition, systems engineering, and T&E processes to achieve the DOD's network-centric goals.

Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Each chapter lists potential ways the program manager or assigned manager can satisfy mandatory process requirements and meet staff expectations for other activities. Differences of view regarding discretionary practice will be resolved by the Milestone Decision Authority. Chapter 1, Department of Defense Decision Support Systems, presents an overview of the Defense Department's decision support systems for strategic planning and resource allocation, the determination of capability needs, and the acquisition of systems.Chapter 2, Program Strategies, provides information and guidance needed to develop a Technology Development Strategy and to develop and maintain a program-level Acquisition Strategy. Chapter 3, Affordability and Life-cycle Resource Estimates, addresses acquisition program affordability and resource estimation and describes the concept of program life-cycle cost and the processes for conducting Analysis of Alternatives. The chapter discusses specific milestone review procedures, expectations, and best practices for a variety of topics related to acquisition program affordability, cost, and manpower. The chapter further describes the role of both DoD Component cost estimates and independent cost estimates in support of the DoD acquisition system. Chapter 4, Systems Engineering , outlines DoD guidance on systems engineering, and explains expectations for completing the Systems Engineering Plan (SEP). The chapter describes standard systems engineering processes and how they apply to the DoD acquisition system. It addresses the systems engineering principles that a program manager should apply to achieve a balanced system solution. Chapter 5, Life-cycle Logistics , provides the associated guidance the Program Manager (PM), Product Support Manager (PSM), and Life-Cycle Logisticians can use in influencing the design and providing effective product support. Chapter 6, Human Systems Integration , addresses the human systems elements of the systems engineering process. It will help the program manager design and develop systems that effectively and affordably integrate with human capabilities and limitations; and it makes the program manager aware of the staff resources available to assist in this endeavor. Chapter 7, Acquiring Information Technology, Including National Security Systems , explains how the Department of Defense complies with statutory and regulatory requirements for acquiring Information Technology and National Security Systems and in using a network-centric strategy to transform DoD warfighting, business, and intelligence capabilities. The chapter also provides descriptions and explanations of the Clinger-Cohen Act and many other associated topics and concepts, and discusses many of the activities that enable the development of net-centric systems.
