Book excerpt: The purpose of this study is to describe and analyse comparatively the educational processes in Anglo-Saxon countries which have come to be characterised as extension education. Particular attention is given to the social, economic and political foundations of the several countries as they have influenced this adult informal type of education. Like other institutions of learning in the western world, many of the historical developments in this field took place in the British Isles and spread from there to the various colonies as they set up their own educational systems, and to the other Anglo-Saxon countries. To enable the above purpose to be achieved, the meanings of the terminology and concepts used must be quite clear and definite. As in any educational field, definitions are difficult to derive and even more difficult to achieve agreement on. Most previous studies of extension education have been confined to one program or associated programs of extension education, and have used terms and concepts commonly accepted by workers in that particular type of program. Comparative extension education is a new field of study and as such suffers from an initial lack of common terminology and concepts. As a pioneering study in this field, this dissertation therefore spends much more time and space on terminology and concepts than would be normal in a field where this clarification could be made quickly and adequately by a literature review. Adopting a comparative and international longitudinal perspective which goes beyond a snapshot view by building on the cases of a core group of ten OECD countries, this timely book investigates the ways in which important new developments impacting on higher education crystallise around the lifelong learning agenda: new technology and open source resources; the changing role of the state and market in higher education; the blurring of public and private boundaries; issues of equity and access in a time of global economic turmoil; the increased emphasis on research and international league tables; the changing nature of the education; and, the complex interaction of international, national and regional expectations which governments and other stakeholders have of universities and other public and private institutions of higher education. While focusing on the situation in Canada, USA, Japan, Australia, New Zealand and a wide variety of European countries, the book also assesses the issues from the perspective of developing countries.
