Available in PDF, EPUB and Kindle. Book excerpt: Democratic Economic Planning presents a concrete proposal for how to organize, carry out, and integrate comprehensive annual economic planning, investment planning, and long-run development planning so as to maximize popular participation, distribute the burdens and benefits of economic activity fairly, achieve environmental sustainability, and use scarce productive resources efficiently. The participatory planning procedures proposed provide workers in self-managed councils and consumers in neighbourhood councils with autonomy over their own activities while ensuring that they use scarce productive resources in socially responsible ways without subjecting them to competitive market forces. Certain mathematical and economic skills are required to fully understand and evaluate the planning procedures discussed and evaluated in technical sections in a number of chapters. These sections are necessary to advance the theory of democratic planning, and should be of primary interest to readers who have those skills. However, the book is written so that the main argument can be followed without fully digesting the more technical sections. Democratic Economic Planning is written for dreamers who are disenamored with the economics of competition and greed want to know how a system of equitable cooperation can be organized; and also for sceptics who demand "hard proof" that an economy without markets and private enterprise is possible.

Available in PDF, EPUB and Kindle. Book excerpt: 3 edge, methods and theory. I turn now to some of my own reflections on this score. Some Reflections My first proposition is that if we are interested in analyzing the performance and dynamic properties of the world's economies, it is only at significant peril that comparative economists can overlook noneconomic or "political" factors. This is not to say that it is illegitimate to abstract from non-economic factors for particular purposes; rather, such abstraction should occur only with cogni zance of the influences being suppressed. I have argued elsewhere that the analytical compromise in suppressing noneconomic variables is greater for the study of planned than for market economies. [7] Borrowing from Polanyi [8], it is claimed that in market sys tems the economic sphere is disembedded from (separate and not subordinate to) the political, social and cultural spheres, while in planned systems the economic sphere is embedded in the noneconomic spheres. To be sure, market economies are strongly affected by political and cultural factors, but planned economies have and often exercise the potential to let political goals dominate in making production, allocational, or distributional choices. Indeed, it is difficult in practice to separate out what are political and what are economic decisions in planned systems.

Book excerpt: Comparing Economic Systems: A Political-Economic Approach presents a political-economic approach to the analysis and comparison of different types of economic systems. Full, integrated political-economic case studies of several representative countries, including Japan, Sweden, and France, are given. This book consists of six parts and begins with an overview of some definitions of the main kinds of political and economic systems; theoretical arguments from various points of view about how political and economic systems relate to each other; and the criteria for evaluating different political-economic systems. The next section considers three essentially market capitalist systems: Japan, Sweden, and France. The Soviet Union, a centrally planned, allegedly socialist economy, is examined next. More specifically, Soviet development from 1917 to 1928 and from 1928 to the present is discussed. Central planning in developing countries such as China and Cuba is also explored. Finally, the theory of market socialism is analyzed, citing the cases of Hungary and Yugoslavia. This monograph will be of value to politicians, economists, and economic policymakers.

Book excerpt: What is Comparative Economic Systems The sub-discipline of economics known as Comparative Economic Systems is concerned with the comparative study of various systemic approaches to economic organization. These approaches include capitalism, socialism, feudalism, and the mixed economy, among others. It is generally accepted that the economist Calvin Bryce Hoover was the one who initiated the establishment. Prior to 1989, comparative economics was primarily concerned with the analysis of comparative economic systems. However, after that year, the field shifted its focus to a significant degree toward the comparison of the economic repercussions of the transition experience from socialism to capitalism. The field of economics, which is the study of acquiring knowledge concerning the production, consumption, and transfer of wealth, includes this discipline as one of its subfields. The economic system is originally established on the basis of the collective desires of the population as well as the resources that are accessible. The gross domestic product (GDP) is a metric that can be used to evaluate the performance of the economic system; more specifically, it would provide an indication of the growth rate of the country. It is also possible to arrive at normative judgments by asking questions such as whether or not there is a disparity in the distribution of wealth and income and whether or not there is social fairness. On a regular basis, theorists attempt to analyze both the positive and normative features of the economic system in general. In order to accomplish this, they make assumptions about the rules of the game that regulate utility-seeking. When the economic system of a country is either a perfect planning economic system or a perfect competition economic system, it is relatively straightforward to forecast the outcomes of the government's economic system. Being able to provide policy direction is not difficult when dealing with economic systems of that kind.
