Crain uses comparative techniques based on fifteen northern and southern cities. The author seeks a "total" explanation for the decision to desegregate by determining its proximate causes and locating the roots of the decision in the economic, social, and political structure of the community. This work represents the first attempt to conduct a genuinely scientific analysis of the political process by which school systems were desegregated in this period.Robert L. Crain documents the way in which eight non-southern, big-city school systems met community demands to reduce segregation. Reactions varied from immediate compliance to months and years of stubborn resistance, some cities maintaining good relations with civil rights leaders and others becoming battlegrounds. Differences in these reactions are explained and focus is brought to desegregation in the South New Orleans in particular. The situation there is contrasted with six peacefully desegregated southern cities as well as the attitude of its powerful economic elite. The concluding part of the book is a general consideration of the civil rights movement in the cities studied, and the author considers the implications of his findings, both for the future of school desegregation and for studies of community politics.Employing comparative techniques and concentrating upon the outputs of political systems, this is a highly innovative contribution to the study of community power structures and their relationship to educational systems. It remains an effective supplement to courses in sociology, political science, and education, as well as an important source of data for everyone concerned with the history of efforts for national integration.

By holding certain factors constant, explanations were sought for policy variations over this time span and in communities of similar size, ranging in population from 50,000 to 70,000. Naming their cities by means of the neutral symbols Alpha, Beta, Gamma, and Delta, the authors embarked upon an extensive program of research involving reading back through the daily newspapers of each city over the ten-year period and conducting extensive interviews, principally among those individuals most likely to be conversant with the city's key issues. An examination of the relationship between policy, the policy process, and general community characteristics provided a focus for the analysis of the data. Running through the gamut of civic activities, the cities' responses were found to vary with respect to urban renewal, park systems, pay scales for city employees, inspection services, and sewage disposal systems. A typology of local political values was applied in terms of four factors: economic growth, provision of life's amenities (that is, comforts as well as necessities), maintenance of traditional services only, and arbitrating among conflicting interests. A framework was thus provided for developing a theory of political decisions at the local level. Four Cities is the result and embodiment of this intensive and highly competent study. Its concluding chapters suggest ways in which community characteristics and institutional arrangements are related to the divergent courses cities take to meet their administrative problems, and the descriptive data throughout the book serve to test various generalizations about local politics made in the literature of political science. Anyone interested in city government—whether as a political scientist, urban sociologist, government researcher, or simply as a taxpayer—will find this book useful and enlightening.

In Governing the Tap, Megan Mullin examines the consequences of specialization and the fragmentation of policymaking authority through the lens of local drinking-water policy. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters.
