Book excerpt: Since its origin 23 years ago as a pilot test conducted in four U.S. counties, the U.S. Census Bureau's American Community Survey (ACS) has been the focus of continuous research, development, and refinement. The survey cleared critical milestones 14 years ago when it began full-scale operations, including comprehensive nationwide coverage, and 5 years later when the ACS replaced a long-form sample questionnaire in the 2010 census as a source of detailed demographic and socioeconomic information. Throughout that existence and continuing today, ACS research and testing has worked to improve the survey's conduct in the face of challenges ranging from detailed and procedural to the broad and existential. This publication summarizes the presentations and discussion at the September 26â€"27, 2018, Workshop on Improving the American Community Survey (ACS), sponsored by the U.S. Census Bureau. Workshop participants explored uses of administrative records and third-party data to improve ACS operations and potential for boosting respondent participation through improved communication.

In this latest volume of The ANNALS, leading academics, along with key federal officials, including the president's science advisor, the chief statistician of the U.S., the director of the Office of Management and Budget (OMB), the presidents of the National Academies, and the director of the Census Bureau address the argument that the statistics that the federal statistical system produces should be understood as constituting a scientific infrastructure for the empirical social sciences. Further, they see the current federal statistical system as "the best hope for bringing strong science to bear on new data sources" and "the best place to navigate unforeseen challenges in preserving the independence of statistical information from political interference." If federal statistics are the knowledge base from which policy problems and solutions emerge, it is imperative that we pay attention to the lessons they offer. Never before has this topic received this level of attention from such an array of contributors. A must read for all social scientists and policy-makers.

Available in PDF, EPUB and Kindle. Book excerpt: In the early 1990s, the Census Bureau proposed a program of continuous measurement as a possible alternative to the gathering of detailed social, economic, and housing data from a sample of the U.S. population as part of the decennial census. The American Community Survey (ACS) became a reality in 2005, and has included group quarters (GQ)-such places as correctional facilities for adults, student housing, nursing facilities, inpatient hospice facilities, and military barracks-since 2006, primarily to more closely replicate the design and data products of the census long-form sample. The decision to include group quarters in the ACS enables the Census Bureau to provide a comprehensive benchmark of the total U.S. population (not just those living in households). However, the fact that the ACS must rely on a sample of what is a small and very diverse population, combined with limited funding available for survey operations, makes the ACS GQ sampling, data collection, weighting, and estimation procedures more complex and the estimates more susceptible to problems stemming from these limitations. The concerns are magnified in small areas, particularly in terms of detrimental effects on the total population estimates produced for small areas. Small Populations, Large Effects provides an in-depth review of the statistical methodology for measuring the GQ population in the ACS. This report addresses difficulties associated with measuring the GQ population and the rationale for including GQs in the ACS. Considering user needs for ACS data and of operational feasibility and compatibility with the treatment of the household population in the ACS, the report recommends alternatives to the survey design and other methodological features that can make the ACS more useful for users of small-area data.

Available in PDF, EPUB and Kindle. Book excerpt: Food has become an essential component in community development practice. Whether in reference to building a local or regional food system or addressing food insecurity, food has become a focus in community development approaches in many localities. Farmers markets, community gardens, farm-to-school programs, and other food-centered initiatives have been used to foster community development processes across a spectrum of desired outcomes. The surging interest in food for fostering community development draws attention to numerous applications, ranging from grassroots efforts to formal programs sponsored by the public or nonprofit sectors. These efforts are often in conjunction with local private businesses, helping create micro-businesses and supporting the small farm movement. Some regions are even considering economic development strategies of "food clusters" to promote speciality food businesses and supporting programs. This volume explores the relationships between food and community, and the various approaches for development through a selection of chapters illustrating a wide range of applications. This book is a compilation of articles published in the journal Community Development.

Book excerpt: Veterans in the United States: Statistics and Resources presents the most pertinent and compelling statistics in one easy-to-follow, useful, and informative volume. Data related to veterans is scattered between federal departments. This volume’s mission is to present the most pertinent and compelling statistics in one easy-to-follow, useful, and informative volume. Each part is preceded by highlights of salient data along with figures. The tables contain a wide range of information including educational attainment, employment status, period of military service, and much more. Notes and definitions along with a reference guide for veterans and those who work to support them are provided at the end of the book. Part 1 includes veteran status by age, race/ethnicity, period of service, and more. It looks at veterans living in poverty, educational attainment of veterans, and breakdowns of major topics by urban and rural areas and by state. When available and when not prohibitive in length, the 1-year, 3-year, and 5-year estimates are provided for all tables. Part 2 uses data from the Bureau of Labor Statistics to investigate veterans in the labor force. The employment-population ratio, the unemployment rate, and employment by period of service and demographic characteristics are examined in these tables. Part 3 represents the information collected by the Department of Veterans Affairs itself. This information covers a wide-ranging set of issues, including interments, veteran-related expenditures, projected population in the armed forces through September 2043, number of living veterans in each state, veterans employed in the federal government, and disability ratings and compensation.
