Book excerpt: During the 1950s, amid increased attention to the problems facing cities—such as racial disparities in housing, education, and economic conditions; tense community-police relations; and underrepresentation of minority groups—local governments developed an interest in “human relations.” In the wake of the shocking 1965 Watts uprising, a new authority was created: the Los Angeles City Human Relations Commission. Today, such commissions exist all over the United States, charged with addressing such tasks as fighting racial discrimination and improving fair housing access. Brian Calfano and Valerie Martinez-Ebers examine the history and current efforts of human relations commissions in promoting positive intergroup outcomes and enforcing antidiscrimination laws. Drawing on a wide range of theories and methods from political science, social psychology, and public administration, they assess policy approaches, successes, and failures in four cities. The book sheds light on the advantages and disadvantages of different commission types and considers the stresses and expectations placed on commission staff in carrying out difficult agendas in highly charged political contexts. Calfano and Martinez-Ebers suggest that the path to full inclusion is fraught with complications but that human rights commissions provide guidance as to how disparate groups can be brought together to forge a common purpose. The first book to examine these widely occurring yet understudied political bodies, Human Relations Commissions is relevant to a range of urban policy issues of interest to both academics and practitioners.

At the same time, a police department's ability to deal with crime depends to a large extent upon its relation with citizens. Since a community's attitude toward the police is influenced by the actions of individual officers, courteous and tolerant behavior by police officers in their contacts with citizens is essential. If law enforcement programs ignore the conditions that motivate the behavior of minority groups, especially in cities, police officers will continue to act in ways that invite hostility, anger, and violence. The text discusses the effect of social problems on law enforcement, equal justice for minority groups, social change and community tension, implications of group behavior for law enforcement, the link between attitudes and prejudices and the police, and community and human relations. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

Book excerpt: The civil rights problem of the mid-twentieth century was one of the greatest challenges to the American social fabric since the Civil War. Riots in scores of cities, and serious intergroup tensions and conflicts in thousands more, underlined the seriousness of the problem. Administrative Implementation of Civil Rights examines the role, operation, and contribution of the device most often relied on by local and state governments for dealing with intergroup problems—the human- relations commission. First used in the early 1940s to deal with discrimination against blacks, this commission was later often charged with implementing the civil rights of other minority groups and of women, the elderly, the handicapped, and the poor. It is Joseph Parker Witherspoon’s thesis that the human-relations commission was not used effectively, that an agency of this type has great strengths that most local and state governments did not utilize, and that its weaknesses are susceptible of remedy and must be eliminated. He explains these weaknesses and develops proposals for correcting them. Witherspoon examines the roles of the local, state, and federal governments in solving this country’s complicated and serious civil rights problem and demonstrates that a program that carefully coordinates action by the federal government with action by local and state governments could be made to work effectively. As a part of this demonstration he proposes the enactment of a new form of comprehensive civil rights legislation at local, state, and national levels, and presents a series of four model statutes—the Alpha Model Acts—for effectuating his proposals. The approach emphasized in these statutes greatly strengthens the role of the human-relations commission as a law-enforcement agency and, in particular, focuses the operation of federal and state action upon life in the individual community. The book concludes with a group of appendices listing all state and many local commissions and agencies handling human-relations problems at that time, and summarizing the type of authority, the jurisdiction, the operating budget, and the legislative basis for each. This list will be of interest to those studying the history of civil rights and public policy in the United States.
