Book excerpt: It is common (and comforting) to see public policy as the result of careful craft work by expert officials who recognise a problem, identify and evaluate possible responses, and choose the most appropriate strategy the policy cycle'. The reality is more complex and challenging. Many hands are involved in policy-making, not all of them official, they are not all addressing the same problem, they have different ideas about what would be a good answer, and the process is rarely brought to a neat close by a clear decision. The development of policy can resemble firefighting, with players rushing to react to demands for action in areas that are already in crisis, or it can be a less frenetic process of weaving, as they search for an outcome which reflects the concerns of all the stakeholders. Effective participation in the policy process calls for a clear understanding of this complexity and ambiguity. Beyond the Policy Cycle sets policy in this wider context. Cultivating Community: How discourse shapes the philosophy, practice and policy of water management in the Murray–Darling Basin dissects the prevailing environmental discourses shaping water policy in the Murray–Darling Basin and assesses their implications for both the environment and for farming communities. Drawing on five months of extensive field research among farmers and Murray–Darling Basin Authority officials, Dr Amanda Shankland presents a nuanced understanding of farmer perspectives within the broader policy discourse. By examining the interplay between environmental discourses and farmer knowledge, Shankland sheds light on how different ideologies shape policy decisions and, subsequently, impact water management practices. Book excerpt: Abstract: "The authors describe and analyze a nongovernmental, multi-stakeholder, consensus-based approach to river basin management in the Fraser River basin in Canada. The Fraser River drains 238,000 km2 of British Columbia, supporting nearly 3 million residents and a diverse economy. Water management issues include water quality and allocation, flood protection, and emerging scarcity concerns in portions of the basin. The Fraser Basin Council (FBC) is a locally-initiated nongovernmental organization (NGO) with representation from public and private stakeholders. Since evolving in the 1990s from earlier programs and projects in the basin, FBC has pursued several objectives related to a broad concept of basin "sustainability" incorporating social, economic, and environmental aspects. The NGO approach has allowed FBC to match the boundaries of the entire basin, avoid some intergovernmental turf battles, and involve First Nations communities and private stakeholders in ways governmental approaches sometimes find difficult. While its NGO status means that FBC cannot implement many of the plans it agrees on and must constantly work to maintain diverse yet stable funding, FBC holds substantial esteem among basin stakeholders for its reputation for objectivity, its utility as an information sharing forum, and its success in fostering an awareness of interdependency within the basin. This paper--a product of the Agricultural and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. Governments well understand that policy occurs in a highly contestable environment in which there are multiple, and often competing interests. They well recognise the political imperative to `engage¿ stakeholders in order to manage potential conflict and, hopefully, obtain acceptance for their policies and programs. As a result, politicians and public officials frequently emphasise the need for consultation as an essential element of the deliberative processes underpinning the development of policy or the implementation of programs and services. But, moving beyond the rhetoric of consultation and engagement, how well is it done? In this monograph, Professor Jenny Stewart maps out the principal approaches used by governments to consult with and engage affected communities of interest. Stewart critically assesses the available literature and draws directly upon the experiences of political actors, bureaucrats and community sector organisations in order to identify the `good, bad, and the ugly¿ of engagement. Through a judicious use of selected case studies, Stewart distils the essential dilemmas and contradictions inherent in many consultation strategies and highlights their relative strengths and weaknesses. This monograph is a probing and dispassionate analysis of the rationales, methodologies and outcomes of consultation and engagement. It is not intended to be a `cookbook¿ or a `how to¿ manual for those consulting or the consulted.
