It examines the early state of Vietnam, comparing and contrasting its political and social systems, with both those of neighbouring states such as Thailand and those prevalent at the time in Europe. It identifies the forces that shaped Indochina before the arrival of European colonial powers, in particular the impact of China, which was not only a military threat and extracted payments of tribute, but was also an important commercial and cultural influence, not least through the export of Confucianism. It demonstrates clearly that the events and transformations of the late 16th and early 17th centuries are the starting point of developments which by around 1800 established the broad pattern of political and economic relations that existed before the nineteenth century 'impact of the West' began. It goes on to consider the impact of European colonialism in Indochina, focusing especially on French Indochina. It explores the ways in which the French occupiers groomed a new indigenous colonial elite to replace the existing elites who refused to co-operate with the authorities, and examines the growing opposition to French rule, including the role played by the often misunderstood religious and political movement of Caodaism. It analyses the different avenues of expression of Vietnamese nationalism, including the emergence of the Constitutionalist Party - the nearest French Indochina had to a democratic party in the Western sense. It shows how it sought to seek, through the actions of the French themselves, reforms that would lead to the modernisation of the country and more liberty for its inhabitants; and explains why it ultimately failed to achieve its objectives. Back in the early 1950s, the Rand Corporation conducted com· puter·simulated war games focused on Southeast Asia. The French agony in Indochina had attracted the attention of a few Rand researchers who had begun to wonder whether other wars might occur in this area and how the United States might fight if it became involved. The Rand scenarios ranged from atomic war to guerrilla conflict. WhUe a professor at the California Institute of Technology, I was asked to comment on some of these games. One thing struck me almost immediately-the communist enemy, or red forces, behaved and fought exactly like the Americans, or blue forces. From my limited knowledge of the French Indochina war, I did not think this was the case. The director of the war games, the late Dr. Edwin Paxson, agreed with my comment, but plaintively asked, "How do they behave and fight?" I offered to write a handbook for the red side, based on the Viet Minh operations against the French in Indochina. After research in Paris with the French army and air force, I duly completed my handbook in 1958, but by then it was of interest to no one. However, when John F. Kennedy became president, he stirred up great interest in Indochina and guerrilla warfare. My red team handbook, gathering dust, was quickly revised and declassified. It was published in 1961 as the first edition of this book.

The Geneva Agreement, however, was doomed from the start, as the South Vietnamese leaders did not suscribe to it and the leaders of the Communist North saw its value as primarily a propaganda tool. By 1956 it was obvious to all that reunification in accordance with the agreement was impossible, and the North Vietnamese looked to China for advice and assistance. Based on Vietnamese, Chinese, American and British sources--many only recently made available--this work examines Sino-Vietnamese relations in the early stages of the second Indochina conflict. The progression of the Vietnamese Communists' goals from primarily political to essentially military is traced. The book shows that the Hanoi government was remarkably in control of its own decision-making.

The Russians had high hopes that the Geneva accords would bring years of peace in the region. Gradually disillusioned, they tried to strengthen North Vietnam, but would not support unification of North and South. By the early 1960s, however, they felt obliged to counter the American embrace of an aggressively anti-Communist regime in South Vietnam and the hostility of its former ally, the People's Republic of China. Finally, Moscow decided to disengage from Vietnam, disappointed that its efforts to avert an international crisis there had failed.
