In contrast to many histories that concentrate on the Soviet Union, The Oxford Handbook of the History of Communism is genuinely global in its coverage, paying particular attention to the Chinese Revolution. It is 'global', too, in the sense that the essays seek to integrate history 'from above' and 'from below', to trace the complex mediations between state and society, and to explore the social and cultural as well as the political and economic realities that shaped the lives of citizens fated to live under communist rule. The essays reflect on the similarities and differences between communist states in order to situate them in their socio-political and cultural contexts and to capture their changing nature over time. Where appropriate, they also reflect on how the fortunes of international communism were shaped by the wider economic, political, and cultural forces of the capitalist world. The Handbook provides an informative introduction for those new to the field and a comprehensive overview of the current state of scholarship for those seeking to deepen their understanding.

Book excerpt: During the Cold War, left-wing Latin American artists, writers, and scholars worked as diplomats, advised rulers, opposed dictators, and even led nations. Their competing visions of social democracy and their pursuit of justice, peace, and freedom led them to organizations sponsored by the governments of the Cold War powers: the Soviet-backed World Peace Council, the U.S.-supported Congress for Cultural Freedom, and, after the 1959 Cuban Revolution, the homegrown Casa de las Américas. Neither Peace nor Freedom delves into the entwined histories of these organizations and the aspirations and dilemmas of intellectuals who participated in them, from Diego Rivera and Pablo Neruda to Gabriel García Márquez and Jorge Luis Borges. Patrick Iber corrects the view that such individuals were merely pawns of the competing superpowers. Movements for democracy and social justice sprung up among pro-Communist and anti-Communist factions, and Casa de las Américas promoted a brand of revolutionary nationalism that was beholden to neither the Soviet Union nor the United States. But ultimately, intellectuals from Latin America could not break free from the Cold War’s rigid binaries. With the Soviet Union demanding fealty from Latin American communists, the United States zealously supporting their repression, and Fidel Castro pushing for regional armed revolution, advocates of social democracy found little room to promote their ideals without compromising them. Cold War politics had offered utopian dreams, but intellectuals could get neither the peace nor the freedom they sought.

Book excerpt: This volume departs both from approaches to revolution in Latin America that emphasize interests and those that emphasize socioeconomic and political injustice. Rather, it deals with real life, flesh and bone, revolutionary cadres: their thoughts, backgrounds, mentalities, and behavior. Going beyond cliches about Soviet encroachment in Latin America and "injustice breeds revolution," the contributors address the issue of the relationship between leaders and followers in a revolutionary context, seeing revolutionary leaders as the key to articulating and defining the agenda of the "revolution." In contrast to most theorizing, revolutionary leaders almost invariably come from the privileged, even aristocratic classes. The findings raise the issue of how well these leaders actually represent the peoples for which they claim to speak. They also prompt questions about the democratic nature of guerrilla organizations. If the leaders are so far removed, by social background and education, personal experience and ideological articulation, from their followers, how realistic is it to see the Left as a purveyor of progress? Perhaps it is more correct, say the contributors, to see their claims as manipulative tactics directed to resolving a struggle for power among competing elites. The selection of topics ranges from the historical development of revolutionary struggles since Che Guevara (Halperin and Ratliff) to the more specific application and motivation behind them (Ybarra-Rojas and Tismaneanu). Chapters deal with the attempt to define a typology of revolutionary leaders (Radu) and their Western supporters (Hollander). Some authors (Payne, Horowitz) combine .these approaches. Many issues examined in this volume are new, including an analysis of the gap between the internationalist outlook of the leaders and the parochial views of their followers. The violent organizations of the Left in Latin America are shown to be largely the functional result of upper- and middle-class leaders who combine an appeal to the lumpenproletariat at home with support of alienated Westerners to pursue their own elitist agenda.

Eisenhower's Latin American policy and assesses the president's actions in light of recent "Eisenhower revisionism." During his first term, Eisenhower paid little attention to Latin America but his objective there was clear: to prevent communism from gaining a foothold. The Eisenhower administration was prepared to cooperate with authoritarian military regimes, but not to fund developmental aid or vigorously promote political democracy. Two events in the second administration convinced Eisenhower that he had underestimated the extent of popular unrest_and thus the potential for Communist inroads: the stoning of Vice-President Richard M. Nixon in Caracas and the radicalization of the Cuban Revolution. He then began to support trade agreements, soft loans, and more strident measures that led to CIA involvement in the Bay of Pigs invasion and plots to assassinate Fidel Castro and Rafael Trujillo. In portraying Eisenhower as a virulent anti-Communist and cold warrior, Rabe challenges the Eisenhower revisionists who view the president as a model of diplomatic restraint.
