Book excerpt: Conventional methods for detecting vehicles for permanent travel monitoring stations have relied on detecting physical attributes of vehicles without correlating these with the specific vehicles and/or motor vehicle freight operators. However, by using a license plate reader camera, information can be gathered and cross referenced to other known data related to the specific vehicle assigned to the license plate. This could provide additional tools for enforcing overweight vehicles or targeting enforcement communication with freight carriers that consistently violate weight limits. The analysis conducted during this project compared machine-read license plates to manually collected license plates. The license plates were read as vehicle travelled highway speeds in a generally uncontrolled environment. Analysis is also provided that correlates hours of direct sunlight with accuracy of the automated reader. A second analysis was conducted as an effort to improve the accuracy of the Minnesota Department of Transportation's weigh-in-motion classification scheme and bring it in line with the Department's classification scheme for automatic traffic recorder stations (sites with axle-based detection that do not collect weight information).

Overall, the subsystems that were under evaluation in this task were found to be performing effectively in a stand-alone mode. The ISSES software and components now deployed, though operational, are considered to be in a development mode. The roadside system was not yet integrated with in-state or national databases of historical safety information on carriers or vehicles, so the ISSES was not able to provide instant, actionable historical information that the inspectors could apply in their decision-making. Kentuckys current inspection selection methods were compared with potential applications of ISSES technology across a set of scenarios, used to model improvements in commercial vehicle safety. Applying various combinations of inspection selection strategies and available or envisioned technologies for real-time vehicle identification and safety information exchange at the roadside, in a hypothetical statewide deployment supporting about 44,000 vehicle inspections and 86,000 driver inspections in a year, the ISSES was estimated to contribute to incremental reductions of between 63 and 629 commercial vehicle-related crashes per year, reductions of between 16 and 163 personal injuries, and reductions of up to 7 fatalities. Overall, to the extent that they had been exposed to the ISSES, the users were positive toward it and appeared to recognize its potential, but they regarded it as more of a developmental test or research device than as a tool that they wanted to use immediately in their day-to-day commercial vehicle inspection and law enforcement duties.

To realize an improvement in air quality and safety, however, diligent enforcement and fitting punishment have to be implemented. This may put a strain on already tight resources and manpower for state and local agencies. To this end, this paper presents a license plate recognition (LPR) technology based heavy vehicle speed enforcement system that requires relatively minimal initial investment and no increase in enforcement personnel, cruisers, or pursue/pull-over activities. The efficiency of the system is achieved by catching speeding trucks in the act and then enforcing the law at weigh stations, which all trucks, with few exceptions, are required to enter. The configuration of the system for the Knoxville, TN study site is presented. Strategic placement of LPR units on I-40 and I-75 enables the speed tracking and enforcement process. Identified trucks are checked against the CVEIW national database for additional inspection, enforcement, and citation activities.

Book excerpt: The Vehicle and Operator Services Agency (VOSA) has increased the number of dangerous commercial vehicles that it removes from the roads from 28,900 in 2007-08 to 36,500 in 2008-09, but the Agency could make better use of its resources and the effectiveness of its roadside checks is constrained. VOSA relies heavily on roadside checks to enforce regulations, carrying out around 252,000 checks in 2008-9. VOSA's approach is more effective in targeting vehicles which do not comply with roadworthiness regulations but most accidents are caused by driver performance and driver behaviour. The police are responsible for enforcing road traffic laws and dealing with breaches but the Agency could use roadside checks and operator visits to educate drivers and operators about road safety. It does not have a comprehensive education programme for operators or drivers. The effectiveness of VOSA's roadside checks is constrained. Some stopping sites are no longer at strategically important locations owing to changes in the road network over time. Sites can also be rendered inoperable by local roadworks or diversions. The Agency's delegated powers to stop vehicles are provided inconsistently across Britain. The Agency's ability to target risky commercial vehicles entering the UK is limited by a lack of access to ship manifest and other information held by Government and because VOSA cannot always inspect incoming vehicles at ports. Not all sanctions can be deployed effectively against foreign drivers and the Agency has no direct power to impose sanctions on foreign operators.
