Available in PDF, EPUB and Kindle. Book excerpt: Vulnerabilities abound in U.S. society. The openness and efficiency of our key infrastructures â€" transportation, information and telecommunications systems, health systems, the electric power grid, emergency response units, food and water supplies, and others â€" make them susceptible to terrorist attacks. Making the Nation Safer discusses technical approaches to mitigating these vulnerabilities. A broad range of topics are covered in this book, including: Nuclear and radiological threats, such as improvised nuclear devices and "dirty bombs;" Bioterrorism, medical research, agricultural systems and public health; Toxic chemicals and explosive materials; Information technology, such as communications systems, data management, cyber attacks, and identification and authentication systems; Energy systems, such as the electrical power grid and oil and natural gas systems; Transportation systems; Cities and fixed infrastructures, such as buildings, emergency operations centers, and tunnels; The response of people to terrorism, such as how quality of life and morale of the population can be a target of terrorists and how people respond to terrorist attacks; and Linked infrastructures, i.e. the vulnerabilities that result from the interdependencies of key systems. In each of these areas, there are recommendations on how to immediately apply existing knowledge and technology to make the nation safer and on starting research and development programs that could produce innovations that will strengthen key systems and protect us against future threats. The book also discusses issues affecting the government's ability to carry out the necessary science and engineering programs and the important role of industry, universities, and states, counties, and cities in homeland security efforts. A long term commitment to homeland security is necessary to make the nation safer, and this book lays out a roadmap of how science and engineering can assist in countering terrorism.

Book excerpt: The Hanford Site was established by the federal government in 1943 as part of the secret wartime effort to produce plutonium for nuclear weapons. The site operated for about four decades and produced roughly two thirds of the 100 metric tons of plutonium in the U.S. inventory. Millions of cubic meters of radioactive and chemically hazardous wastes, the by-product of plutonium production, were stored in tanks and ancillary facilities at the site or disposed or discharged to the subsurface, the atmosphere, or the Columbia River. In the late 1980s, the primary mission of the Hanford Site changed from plutonium production to environmental restoration. The federal government, through the U.S. Department of Energy (DOE), began to invest human and financial resources to stabilize and, where possible, remediate the legacy of environmental contamination created by the defense mission. During the past few years, this financial investment has exceeded $1 billion annually. DOE, which is responsible for cleanup of the entire weapons complex, estimates that the cleanup program at Hanford will last until at least 2046 and will cost U.S. taxpayers on the order of $85 billion. Science and Technology for Environmental Cleanup at Hanford provides background information on the Hanford Site and its Integration Project, discusses the System Assessment Capability, an Integration Project-developed risk assessment tool to estimate quantitative effects of contaminant releases, and reviews the technical elements of the scierovides programmatic-level recommendations.

Book excerpt: This comprehensive overview explores the policy issues and other factors affecting the future of nuclear power in OECD countries. It provides a wealth of historical and current information of interest to both energy industry professionals and policy makers. Nuclear power has grown steadily since the early 1960s. Today it provides one quarter of OECD electricity supply from 300 GWe capacity. It is an important contributor to OECD energy security. Existing nuclear plants appear ready to meet the challenges of electricity market competition. The industry has experienced sustained improvements in technical and economic performance. A major advantage of nuclear power is that it produces none of the airborne pollutants or carbon dioxide that fossil-fuelled plants do. Nonetheless, nuclear power must cope with many challenges. New nuclear plants face formidable competition from fossil fuel generation, given nuclear power s high capital cost and today s fossil fuel prices. Almost half of OECD countries have placed restrictions on building nuclear power plants. Disposal facilities for high-level wastes are under development, but face technical and political hurdles before they can become operational. Can nuclear power meet these challenges and thrive in future energy markets? Or will its contribution to energy supply ebb in coming years? This book provides a critical assessment of the issues that will shape the answers to these questions.
