Book excerpt: Written primarily for the owners and managers of trucking companies and freight brokers, Rules of the Road addresses best practices in contracting and day-to-day business relationships in order to steer clear of potentially catastrophic legal pitfalls. The book helps managers avoid serious problems with freight and owner-operator contracts, insurance policies, factoring agreements, freight charge collections, cargo claims and customer bankruptcies. In addition, Rules of the Road addresses special legal issues involving intermodal drayage, warehousing and refrigerated transportation. In addition to the primary text, the book includes useful supplementary resources such as the Standard Truckload Bill of Lading; simple carrier-shipper and carrier-broker contracts; an outline of items to include in carrier service terms and conditions; a comprehensive list of statutory and regulatory citations; and an extensive glossary of terms.

Available in PDF, EPUB and Kindle. Book excerpt: We live in a chaotic world. Some of the chaos results from poor decision-making (e.g., Enron, Arthur Andersen, WorldCom). Yet other aspects of chaos (war, terrorist attacks, etc.) are beyond a firm's control. This book demonstrates that firm growth is more dependent on how a firm develops its resource base over time. Examining actual firm growth in several industries, with a focus on trucking, the airline industry, and the North American railroad industry, Pettus shows that a specific resource sequencing leads to higher firm growth than other sequencing patterns. This sequencing pattern is similar across transportation industries, and the pattern may be applicable to other industries. Decisions that firms make with respect to how resources are developed must balance the need for growth in the current time period with the need for growth over the long term. Firms can build sustainable growth by developing resources in a specific sequence; in essence, firms have control over their growth, even when confronted with ever-changing environmental conditions.

Cortada combines detailed analysis with narrative history to provide a broad overview of computing's role in sixteen industries, accounting for nearly half of the U.S. economy. Beginning in 1950, when commercial applications of digital technology began to appear, Cortada examines the ways different industries adopted new technologies, as well as the ways their innovative applications influenced other industries and the U.S economy. In addition, to this account of computers' impact on industry, Cortada also demonstrates how industries themselves influenced the nature of digital technology. Managers, economists, and anyone interested in the history of modern business will appreciate this historical analysis of digital technology's many roles and its future possibilities in a wide array of industries. A detailed picture of what the infrastructure of the Information Age really looks like and how we got there, The Digital Hand is a sweeping survey of how computers transformed the American economy.

This book was released on 2005-07-14 with total page 283 pages. Available in PDF, EPUB and Kindle. Book excerpt: TRB Special Report 267 - Regulation of Weights, Lengths, and Widths of Commercial Motor Vehicles recommends the creation of an independent public organization to evaluate the effects of truck traffic, pilot studies of new truck designs, and a change in federal law authorizing states to issue permits for operation of larger trucks on the Interstates. In 1991, Congress placed a freeze on maximum truck weights and dimensions. Some safety groups were protesting against the safety implications of increased truck size and weight, and the railroads were objecting to the introduction of vehicles they deemed to have an unfair advantage. Railroads, unlike trucking firms, must pay for the capital costs of their infrastructure. The railroads contend that large trucks do not pay sufficient taxes to compensate for the highway damage they cause and the environmental costs they generate. Although Congress apparently hoped it had placed a cap on maximum truck dimensions in 1991, such has not proven to be the case. Carriers operating under specific conditions have been able to seek and obtain special exceptions from the federal freeze by appealing directly to Congress (without any formal review of the possible consequences), thereby encouraging additional firms to seek similar exceptions. In the Transportation Equity Act for the 21st Century, Congress requested a TRB study to review federal policies on commercial vehicle dimensions. The committee that undertook the study that resulted in Special Report 267 found that regulatory analyses of the benefits and costs of changes in truck dimensions are hampered by a lack of information. Regulatory decisions on such matters will always entail a degree of risk and uncertainty, but the degree of uncertainty surrounding truck issues is uunusually high and unnecessary. The committee concluded that the uncertainty could be alleviated if procedures were established for carrying out a program oof basic and applied research, and if evaluation and monitoring were permanent components of the administration of trucking regulations. The committee recommended immediate changes in federal regulations that would allow for a federally supervised permit program. The program would permit the operation of vehicles heavier than would normally be allowed, provided that the changes applied only to vehicles with a maximum weight of 90,000 pounds, double trailer configurations with each trailer up to 33 feet, and an overall weight limit governed by the federal bridge formula. Moreover, enforcement of trucks operating under such a program should be strengthened, and the permits should require that users pay the costs they occasion. States should be free to choose whether to participate in the permit program. Those that elected to do so would be required to have in place a program of bridge management, safety monitoring, enforcement, and cost recovery, overseen by the federal government. The fundamental problem involved in evaluating proposals for changes in truck dimensions is that their effects can often only be estimated or modeled. The data available for estimating safety consequences in particular are inadequate and probably always will be. Thus, the committee that conducted this study concluded that the resulting analyses usually involve a high degree of uncertainty. What is needed is some way to evaluate potential changes through limited and carefully controlled trials, much as proposed new drugs are tested before being allowed in widespread use. The committee recommended that a new independent entity be created to work with private industry in evaluating new concepts and recommending changes to regulatory agencies. Limited pilot tests would be required, which would need to be carefully designed to avoid undue risks and ensure proper evaluation. Special vehicles could be allowed to operate under carefully controlled circumstances, just as oversize and overweight vehicles are allowed to operate under special permits in many states. Changes in federal laws and regulations would be required to allow states to issue such permits on an expanded network of highways, under the condition that a rigorous program of monitoring and evaluation be instituted.Special Report 269 Summary

Available in PDF, EPUB and Kindle. Book excerpt: This is a book about truck driver's lives, risks, and views on safety. As "a "group, truckers represent a significant population of road users whose high-exposure driving creates a major challenge for safety. Research into the larger social, political, and economic forces that affect trucker's safety problems has been scarce. "The Trucker's World "comes to terms with the socioeconomic environment that contributes to breakdown in trucker safety and chronicles the lives and times of truckers as they try to make ends meet. It analyzes driver risk by exploring the reasons, reactions, and consequences of risk. The author approaches his task with a research question: Why is the average trucker continuously placed in conditions that, according to truckers, demand risky driving? As a result of direct experience with truckers and trucking, Rothe observes that truck drivers act as they do to gain autonomy over their work, freedom from control of others, and assurance of a reasonable livelihood. In order to maintain a sufficient income in the transportation market, even the most serious drivers perform tasks that often impinge on lethality and safety, not as blatant radicals or daredevils fighting the system, but as persons responding to the fear that they may lose their livelihood in trucking. The thrust in trucker safety has followed a victimization philosophy in which emphasis on interventions has been aimed directly at truckers. Rothe contends that safety programs would work better if they emphasized what influences, motivates, or encourages truckers to take chances on the road. With this in mind, he analyzes driver risk, vehicle maintenance, owner-operator, company driver, policing, home life, drugs and alcohol, government regulations, and hours of service as they are seen by truckers, industry officials, and others. Expanding our vision to encompass essential factors in the socioeconomic reality of the truck-driving culture. Rothe elucidates the far-reaching consequences that safety issues have for truckers, other road users, policymakers, and traffic safety educators.
