Book excerpt: The UNODC Global Report on Trafficking in Persons 2016 is the third of its kind mandated by the United Nations General Assembly. In July 2010, the UNGA adopted the Global Plan of Action to Combat Trafficking in Persons. The Report covers and provides an overview of patterns and flows of trafficking in persons at the global, regional and national levels, based on trafficking cases detected mainly between 2012 and 2014. It looks at links between trafficking in persons, migration and conflict, and how refugees may be particularly vulnerable to being trafficked. The worldwide response to trafficking in persons, particularly in terms of criminalization and prosecution of trafficking crimes, is also a focus of this edition of the Global Report. Also included are the Country Profiles.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a critical feminist analysis of sex trafficking. Arguing that trafficking in girls and women is a product of the social construction of gender and other dimensions of power and status within a particular culture and at a particular historical moment, this book offers the necessary locally grounded analysis. Focusing on the case of Nepal, from where 5,000 to 7,000 thousands of Nepali girls and women are trafficked each year primarily to India, Mary Crawford assesses how the social construction of trafficking - the concept and its representation in discourse - are influenced by the dynamics of gender, caste, and the development establishment. The defining figure is an innocent, naïve young girl being lured or duped into leaving the safety of her village. The trafficking victim is portrayed as "backward"; however, she is "backward" in specific ways that resonate with Nepal’s struggle to resist and yet encompass Western influence. This view may lead to paradoxical effects in which efforts to protect girls and women instead restrict their human rights. Rather than seeing women as universalized victims, Crawford assesses how the social construction of trafficking in a particular society affects girls and women who live in that society. In this book, the author’s voice as a woman, a feminist, and a social scientist immersed in a "foreign" way of life, illuminates aspects of this process and highlights the subjectivity of urban women. It makes the connection between Nepali subjectivities and a problem of international significance, the trafficking of girls and women. The book provides a model for other locally grounded accounts of sex trafficking to counter the universalizing rhetoric of the mass media and some anti-trafficking activists, filling a niche in South Asian Studies and Women’s Studies.

Book excerpt: Addressing the human cost and practical challenges imposed by child trafficking in South Asia, governments in the region, along with partners, have in recent years undertaken a range of initiatives grounded in the principles of child rights. This Innocenti Insight presents an analysis of anti-trafficking measures aimed to improve the situation of children. Produced in cooperation with the UNICEF regional office and the eight UNICEF country offices in South Asia, the study assesses national legal and policy frameworks and recommends actions that apply a rights-based approach to address the problem of child trafficking. Emphasis is placed on the wide-ranging impacts of trafficking, exploitation and abuse on the fulfilment of children's rights and fundamental freedoms, on the indivisibility of these rights and on the holistic nature of required solutions. The study underscores that to ensure a comprehensive and effective approach to child trafficking, exploitation and abuse, measures must be developed and implemented in full correspondence with the Convention on the Right of the Child and the broader framework of human rights. This report is the final in a series of three publications emerging from the South Asia research.

Book excerpt: Since the signing of the UN Trafficking Protocol, anti-trafficking laws, policies and other initiatives have been implemented at the local, national and regional levels. These activities have received little scholarly attention. This volume aims to begin to fill this gap by documenting the micro-processes through which an anti-trafficking framework has been translated, implemented and resisted in mainland and island Southeast Asia. The detailed ethnographic accounts in this collection examine the everyday practices of the diverse range of actors involved in trafficking-like practices and in anti-trafficking initiatives. In demonstrating how the anti-trafficking framework has become influential – and even over-determining – in some border sites and yet remains mostly irrelevant in others, the chapters in this collection explore the complex connections between labour migration, migrant smuggling and human trafficking.

Available in PDF, EPUB and Kindle. Book excerpt: This report, which comprises three booklets, provides a comprehensive analysis of the crime of trafficking in persons and how different countries are responding to this crisis. Countries worldwide have been detecting and reporting a larger number of victims and are also convicting more traffickers than ever before. This may well be the result of an increase in the capacity to identify victims over the last few years. While the number of reporting countries did not significantly increase, the number of victims reported in different countries did increase. The trend has unfortunately been growing over the past few years.

This resource guide seeks to provide a comprehensive framework of legal and other instruments to combat trafficking in persons. Topics discussed include: the range of legal and other instruments available; existing extraterritorial criminal legislation and drafting issues; human rights instruments; instruments against slavery; international and regional trafficking instruments; international and regional migration instruments; labour laws; child and gender specific instruments.
