This book was released on 2008 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: According to U.S. embassy officials in Islamabad and unclassified U.S. intelligence documents, since 2002, al Qaeda and the Taliban have used Pakistan's Federally Administered Tribal Areas (FATA) and the border region to attack Pakistani, Afghan, U.S. and coalition troops; plan and train for attacks against U.S. interests; destabilize Pakistan; and spread radical Islamist ideologies that threaten U.S. interests. Since October 2001, the United States has provided Pakistan with over $10 billion for military, economic, and development activities in support of the critical U.S. national security goals of destroying terrorist threats and closing terrorist safe havens. A major component of this effort has been U.S. Coalition Support Funds (CSF) reimbursed to Pakistan. The purpose of CSF is to reimburse coalition countries for logistical and military support provided to United States military operations in the global war on terror. In Pakistan, reimbursements through CSF are intended to enable the government of Pakistan to attack terrorist networks in the FATA and stabilize the border areas. It is structured as a reimbursement mechanism in which the U.S. Department of Defense (Defense) policy is to validate that support was provided, costs were incurred, and these costs were incremental to normal Pakistani military operations. We were asked to assess how CSF reimbursements have been used to meet U.S. goals in Pakistan, and what controls exist to ensure that reimbursements are for legitimate claims. For the period covering October 2001 through June 2007, the United States reimbursed Pakistan about $5.56 billion in CSF for military operations in FATA and other support in the war on terror. CSF reimbursement funds are paid directly into the Pakistani government treasury and become sovereign funds. Once they become sovereign funds, the U.S. government has no oversight authority over these funds. In response to a Defense Inspector General review conducted in 2003, DOD implemented additional guidance to improve oversight of the CSF reimbursed to Pakistan. Moreover, in 2007, the Office of the Defense Representative to Pakistan (ODRP) began playing a larger role in overseeing CSF reimbursement claims. In performing oversight, ODRP reviews the Pakistani claims and indicates that to the best of their knowledge military support was provided and expenses were actually incurred. U.S. Central Command (CENTCOM) then validates that Pakistani operations listed were essential to support U.S. military operations in the theater. The claims are sent to the Office of the Under Secretary of Defense for Comptroller, who (1) performs a macro-level review comparing the cost to similar operations, and (2) assesses whether the cost categories are reasonable, selected subcategories are reasonable compared to U.S. costs, and costs are consistent with previous claims. In addition, both the Undersecretary of Defense for Policy and the State Department verify that the reimbursement is consistent with the U.S. government's National Security Strategy and that the CSF payment does not adversely impact the balance of power in the region. In recent months, Defense has disallowed or deferred a significantly greater amount of CSF reimbursement claims from Pakistan.

Book excerpt: Since 2002, destroying the terrorist threat and closing the terrorist safe haven along Pakistan's border with Afghanistan have been key national security goals. The U.S. has provided Pakistan with more than $12 billion for a variety of activities, in part to address these goals. About half of this amount has been to reimburse Pakistan for military-related support, including combat operations in and around the Federally Administered Tribal Areas. This report provides background info. on Pakistan; the status of U.S. gov¿t. efforts to develop a comprehensive plan; and info. on the goals, funding, and current status of U.S. efforts to use various elements of nat. power (i.e., mil., law enforce., dev¿t. and econ. assistance, and diplomacy) to combat terrorism in Pakistan. Book excerpt: Afghanistan and Pakistan are two of the most urgent issues facing this Admin. and this Congress. In March 2009, the Pres. announced a strategy for Afghanistan and Pakistan, with a goal of disrupting, dismantling, and defeating Al-Qaeda in Afghanistan; destroying its allies and safe havens in Pakistan; and preventing their return to Pakistan or Afghanistan. With additional U.S. resources and attention focusing on Afghanistan and Pakistan, there will be additional oversight to ensure the accountability of U.S. efforts. This testimony addresses: (1) oversight of U.S. efforts in Afghanistan and Pakistan; (2) how this oversight coordinates with colleagues in the accountability community; and (3) some of the challenges carrying out this oversight.

The U.S., in an effort to assist Pakistan in addressing this threat, pledged $750 million between 2007 and 2011 to support development activities in the FATA region. This report focuses on: (1) the extent U.S. development objectives align with U.S. national security goals and Pakistan's objectives; (2) U.S. efforts to track the pledge; (3) U.S. efforts to measure performance in the FATA; and (4) efforts to monitor assistance in the FATA. The auditor interviewed U.S. and Pakistani officials in Wash., D.C., and Pakistan. Includes recommendations. Charts and tables.

Book excerpt: Terrorism: Commentary on Security Documents Volume 103, Global Issues, continues the recent changes to this series that have justified a new publisher-brand, a new title, and a re-designed cover. That new title emphasizes the expert commentary now provided by three leading scholars in the field: Doug Lovelace, Director of the Army War College's Strategic Studies Institute, Kristen Boon of Seton Hall Law School, and Aziz Huq of the University of Chicago School of Law. In this particular volume, Lovelace updates researchers on new developments in various regions of the world. He devotes many pages to the debacle along the Afghanistan-Pakistan border, where Pakistan harbors extremists conducting the insurgency in Afghanistan. Both the documents selected by Lovelace and his insightful commentary describe how the U.S., under advice from Special Envoy Dick Holbrooke, has changed its approach to the problem by treating Afghanistan and Pakistan as one party instead of two. Volume 103 ("Global Issues") also examines the complex issue of China's possible assistance to terrorists overseas. For example, some weapons used against coalition forces in Afghanistan originate from China, despite China's promise to help the U.S. in its war against terror. Lovelace and the documents he presents also assess India's measured, thoughtful reaction to allegations that Pakistan facilitated the November terrorist attacks in Mumbai. The volume also alerts readers to disturbing developments in South America, where such groups as FARC in Colombia and The Shining Path in Peru have persisted in their profit-seeking campaigns of violence, despite those countries' general success in diminishing their power.

Book excerpt: Stabilizing and securing Pakistan's border with Afghanistan is a key goal of the Global War on Terror, and vital if the threat from Al Qaeda to the United States and the world is to be mitigated. Despite the effort of more than six years and expenditures of billions of dollars-some of it in aid to Pakistan for its own efforts in this measure-the goal remains unmet. This frank report, from the United States Government Accountability Office, assesses the current lack of a comprehensive plan for achieving this important objective and lays out a plan for moving forward. From the military element of such an effort-including the training and equipping of frontier corps-to the law-enforcement challenges of implementing border security to how diplomacy and economic development can help. Anyone who wishes to more fully understand the prosecution of the Global War on Terror will find this essential and informative reading.
