Available in PDF, EPUB and Kindle. Book excerpt: Mike Bayer's book, "The Blue Planet: Informal International Police Networks and National Intelligence," makes a powerful argument for why the United States needs to make better use of its federal law enforcement agencies abroad as an integral part of our national counterterrorism strategy. Bayer's book criticizes the primacy of the military/intelligence model in our foreign counterintelligence strategy, arguing that the counterterrorism role reserved for the FBI makes insufficient use of the global networking capabilities of our many other American law enforcement agencies abroad. Bayer's book makes an important contribution to the literature on international governmental networks, such as the work of Anne-Marie Slaughter and Kal Raustiala, describing the unique ability that informal networks of cooperating law enforcement agencies have to collect information about local conditions and local communities that may prove crucial in identifying terrorist threats and preventing terrorist attacks. Bayer argues that such networks have proven immensely successful in investigating organized crime, but that these capabilities have been underused against international terrorist networks. By virtue of their omnipresence around the globe, police are "natural anticipatory collectors" of vast amounts of information. They are for that reason well-placed to detect suspicious activities, particularly given the overlap between terrorist cells and criminal networks. Law enforcement personnel have a unique ability to draw on trust and a common culture with their counterparts in other countries, resulting in a regular informal interchange of useful information. Building on the work of Mathieu Deflem, Bayer recognizes the particular advantage that the police enjoy by virtue of their professional autonomy and relative independence from the centers of political decision-making. Book excerpt: Recent terrorist events such as the attempted bomb attacks in New York's Times Square and aboard an airliner on Christmas Day 2009 are reminders that national security challenges have expanded beyond the traditional threats of the Cold War Era. Today's threats are diffuse and ambiguous, making it difficult for any single fed. agency to address them alone. Effective collaboration among multiple agencies and across fed., state, and local governments is critical. This testimony highlights opportunities to strengthen interagency collaboration by focusing on four key areas: (1) developing overarching strategies; (2) creating collaborative org.; (3) developing a well-trained workforce; and (4) improving info. sharing. Pakistan¿s Federally Administered Tribal Areas (FATA), which border Afghanistan, are vast un-policed regions attractive to extremists and terrorists seeking a safe haven. This report assesses: (1) the progress in meeting these national security goals for Pakistan¿s FATA; and (2) the status of U.S. efforts to develop a comprehensive plan for the FATA. This report compares national security goals against assessments conducted by U.S. agencies and reviews available plans. Illustrations.

Book excerpt: The introductory chapter of this book presents the concepts of the bene?ts inherent in the study of comparative approach for an effective counterterrorism response on the local law enforcement level and overviews the inception of the project. Throughout the twentieth century and into the twenty-?rst century, especially after the events of September 11, 2001, the legitimacy of law enforcement practices has been cited as a major concern for international criminal justice. As policing pr- titioners and scholars throughout the world shifted focus from a traditional reactive, crime control stance to the need for accountability mechanisms to ensure the s- port of citizenry in combating crime and terrorism, the democratization of policing was seen as the best mechanism for achieving long-term gains in public order at the same time as protecting human rights. While the need to maintain human rights remains an important issue, balancing these concerns with the important public safety interests of societies is paramount.

Book excerpt: Since 2002, destroying the terrorist threat and closing safe havens have been key national security goals. As of May 2008, the U.S. had provided Pakistan, a key ally in the war on terror, more than $10 billion in funds and assistance. Pakistan's Federally Administered Tribal Areas' (FATA) rugged terrain, poor economic conditions, low literacy, underdeveloped infrastructure, and unique legal structure, all add to the complexity of efforts to address the terrorist threat in the FATA. This testimony discusses the: (1) progress of U.S. national security goals in the FATA as of May 2008; (2) status of U.S. efforts to develop a comprehensive plan; and (3) oversight of U.S. Coalition Support Funds provided to Pakistan.
