Available in PDF, EPUB and Kindle. Book excerpt: Human trafficking and smuggling of migrants: Four of the 12 illicit flows reviewed in this report involve human beings. The first two concern movement between the countries of the region, one for general labour and one for sexual exploitation. The third concerns the smuggling of migrants from the region to the rich countries of the West, and the last focuses on migrants smuggled through the region from the poor and conflicted countries of South and Southwest Asia. Drug trafficking: The production and use of opiates has a long history in the region, but the main opiate problem in the 21st century involves the more refined form of the drug: heroin. In addition, methamphetamine has been a threat in parts of East Asia for decades (in the form of yaba tablets), but crystal methamphetamine has recently grown greatly in popularity. Virtually every country in the region has some crystal methamphetamine users, and some populations consume at very high levels.Resources: Resource-related crimes include those related to both extractive industries, such as the illegal harvesting of wildlife and timber, and other crimes that have a negative impact on the environment, such as the dumping of e-waste and the trade in ozone-depleting substances. In all cases, the threat goes beyond borders, jeopardizing the global environmental heritage. These are therefore crimes of inherent international significance, though they are frequently dealt with lightly under local legislation.Counterfeit goods: The trade in counterfeit goods is often perceived as a "soft" form of crime, but can have dangerous consequences for public health and safety. Fraudulent medicines in particular pose a threat to public health, and their use can foster the growth of treatment resistant pathogens.

These studies describe what is known about the mechanics of contraband trafficking - the what, who, how, and how much of illicit flows - and discuss their potential impact on governance and development. Their primary role is diagnostic, but they also explore the implications of these findings for policy. Publisher's note.

The report also examines a number of cases where transnational organized crime and instability amplify each other to create vicious circles in which countries or even subregions may become locked. Thus, the report offers a striking view of the global dimensions of organized crime today.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume examines the use of militarised responses to different forms of criminal activity, discussing the outcomes and unintended consequences. Politicians and policymakers frequently use militarised responses to look tough on crime. The deployment of armies, navies, military assets and militarised approaches can send a powerful message, but have produced mixed results. While they generate the perception that governments are actively engaged on issues of concern to the public, and in some cases have resulted in notable successes, on the downside they have frequently also increased the loss of life, exacerbated the humanitarian consequences of a particular crime and entrenched divides between security and state institutions and the criminal proponents, narrowing the possibilities for future negotiated solutions. By focusing on four different areas of criminality – wildlife crime, piracy, migration and drug trafficking – the book allows context and evidence-based conclusions to be drawn on the strategic value and commonality of responses and their outcomes.

Book excerpt: All of these initiatives require a mechanism to ensure the integrity of shipments from mine sites to the point of export. Toward this end, a quick impact project aimed at curtailing trafficking and building the capacity of the local police could build positive momentum in the Eastern DRC. The transport of bulky minerals requires the use of roads, and there are a limited number of usable roads in the Eastern DRC. International police presently stationed in the region could partner with the Congolese Mining Police to ensure the security of the relatively small land area required for transporting this commodity. Countries covered by this report include Africa's Great Lakes region -- Democratic Republic of Congo, Uganda, Kenya, Tanzania, Burundi, Rwanda, Zambia, Malawi and Mozambique --

Available in PDF, EPUB and Kindle. Book excerpt: The realities of international law enforcement are widely misunderstood and generally mystifying to the uninitiated. Combating cross border crime is a dynamic aspect of criminal justice that is becoming increasingly complex and directly relevant to national and local level policing. Unfortunately, most practitioners and policy-makers are unaware of the challenges involved in investigating and prosecuting criminals across frontiers. Professional experience of combating international crime is still restricted to relatively few. Globalization and technological advances have removed a great many obstacles to trade, but they have also facilitated access to new markets for criminal entrepreneurs whilst offering a reduced risk of detection and prosecution. International criminal activity has always had a significant and direct, if somewhat obscured, impact on the national and local crime picture. Without effective or coordinated cross-border strategies to redress the balance, the risk and damage caused by international criminal activity will continue to increase unabated. Combating International Crime maps the practicalities and challenges in making cross-border law enforcement work. Addressing the prevention, detection, investigation and prosecution of crime or criminality which is conducted in more than one country, it provides a professional assessment and describes the essential ingredients of international law enforcement cooperation. It identifies the needs, implications and consequences of a comprehensive strategy against international crime and contains case studies by way of illustration and example.
