Asaka shows how from the late eighteenth century through Reconstruction, emancipation efforts in the United States and present-day Canada were accompanied by attempts to relocate freed blacks to tropical regions, as black bodies were deemed to be more physiologically compatible with tropical climates. This logic conceived of freedom as a racially segregated condition based upon geography and climate. Regardless of whether freed people became tenant farmers in Sierra Leone or plantation laborers throughout the Caribbean, their relocation would provide whites with a monopoly over the benefits of settling indigenous land in temperate zones throughout North America. At the same time, black activists and intellectuals contested these geographic-based controls by developing alternative discourses on race and the environment. By tracing these negotiations of the transnational racialization of freedom, Asaka demonstrates the importance of considering settler colonialism and black freedom together while complicating the prevailing frames through which the intertwined histories of British and U.S. emancipation and colonialism have been understood.

Book excerpt: Many of the earliest Africans to arrive in the Americas came to Central America with Spanish colonists in the sixteenth and seventeenth centuries, and people of African descent constituted the majority of nonindigenous populations in the region long thereafter. Yet in the development of national identities and historical consciousness, Central American nations have often countenanced widespread practices of social, political, and regional exclusion of blacks. The postcolonial development of mestizo or mixed-race ideologies of national identity have systematically downplayed African ancestry and social and political involvement in favor of Spanish and Indian heritage and contributions. In addition, a powerful sense of place and belonging has led many peoples of African descent in Central America to identify themselves as something other than African American, reinforcing the tendency of local and foreign scholars to see Central America as peripheral to the African diaspora in the Americas. The essays in this collection begin to recover the forgotten and downplayed histories of blacks in Central America, demonstrating the centrality of African Americans to the region’s history from the earliest colonial times to the present. By 1980 the European colonial empires had disappeared from the map. Concentrating in particular on the British Commonwealth and the French colonial empire, the author shows how economic and political changes in the mother countries, the awakening national consciousness of the African and Asian peoples, and the effects of two World Wars had all compelled Europe to decolonize. He argues that although a satisfactory new order in world politics and the global economy has not been achieved in the process, the dissolution of the empires came about with remarkably little bloodshed, thereby laying a solid foundation for the future. The author concludes by looking at the legacy of the decolonized world in the late 1980s. He examines the last bastion of European colonial domination (South Africa) and discusses the emerging new North-South relations.
