Book excerpt: In summary, our work on wildland and fire has stressed the need for three things: (1) a cohesive strategy to address growing threats to national forest resources and nearby communities from catastrophic wildfires, (2) clearly defined and effective leadership to carry out that strategy in a coordinated manner; and (3) accountability to ensure that progress is being made toward accomplishing the goals of the National Fire Plan. Two years ago, the Forest Service and the Department of the Interior began developing strategies to address these problems, and recently established a leadership entity the Wildland Fire Leadership Council that is intended to respond to the need for greater interagency coordination. Whether the strategy and the council will serve as the framework and mechanism to effectively deal with the threat of catastrophic wildland fire remains to be seen and will depend upon how well the National Fire Plan is implemented. To determine the effectiveness of this implementation effort, we continue to believe that a sound performance accountability framework is needed; one that provides for specific performance measures and data that can be used to assess implementation progress and problems.

Book excerpt: Addressing wildfire is not simply a fire management, fire operations, or wildland-urban interface problem -- it is a larger, more complex land management and societal issue. The vision for the next century is to: Safely and effectively extinguish fire, when needed; use fire where allowable; manage our natural resources; and as a Nation, live with wildland fire. Three primary factors have been identified as presenting the greatest challenges and the greatest opportunities for making a positive difference in addressing the wildland fire problems to achieve this vision. They are: 1) Restoring and maintaining resilient landscapes. The strategy must recognize the current lack of ecosystem health and variability of this issue from geographic area to geographic area. Because landscape conditions and needs vary depending on local climate and fuel conditions, among other elements, the strategy will address landscapes on a regional and sub-regional scale. 2) Creating fire-adapted communities. The strategy will offer options and opportunities to engage communities and work with them to become more resistant to wildfire threats. 3) Responding to Wildfires. This element considers the full spectrum of fire management activities and recognizes the differences in missions among local, state, tribal and Federal agencies. The strategy offers collaboratively developed methodologies to move forward. The Cohesive Strategy is defined by three phases. This phased approach allows stakeholders to both systematically and thoroughly develop a dynamic approach to planning for, responding to, and recovering from a wildland fire incident. The three phases include: Phase I: National Cohesive Wildland Fire Management Strategy; Phase II: Development of Regional Strategies and Assessments; and Phase III: National Trade-Off Analysis and Execution.

The Forest Service within the Department of Agriculture and four agencies within the Department of the Interior (Interior) are responsible for responding to wildland fires on federal lands. This testimony summarizes several key actions that federal agencies need to complete or take to strengthen their management of the wildland fire program, including the need to (1) develop a long-term, cohesive strategy to reduce fuels and address wildland fire problems and (2) improve the management of their efforts to contain the costs of preparing for and responding to wildland fires. Book excerpt: The National Wildland Fire Management Cohesive Strategy (Cohesive Strategy) is a collaborative, three-phase effort to create a landscape-level national fire strategy that addresses these increasingly complex challenges of wildland fire management in the United States. This national effort is novel in that it has encouraged participation by all individuals and entities with a stake in fire management as partners during the strategy's development. This diverse stakeholder group includes federal and state land management agencies, local governments, private landowners, environmental groups, Tribal groups, fire professionals, nongovernmental organizations, and others. The Cohesive Strategy effort also marks the first time that regions of the country have had an opportunity to provide locally specific input for incorporation into a national strategy. Stakeholders from the Southeast have engaged in the Cohesive Strategy effort during the entire process. During Phase I, national goals were established and a framework for the creation of the strategy was developed. In Phase II, the Southeastern region identified three regional goals and objectives that highlighted challenges, resources, and evolving opportunities unique to the South. The goals identified are: 1. Restore and Maintain Landscapes: Landscapes across all jurisdictions are resilient to fire-related disturbances in accordance with management objectives. 2. Create Fire-Adapted Human Communities: Human populations and infrastructure can withstand a wildfire without loss of life and property. 3. Respond to Fire: All jurisdictions participate in making and implementing safe, effective, efficient risk-based wildfire management decisions. During the past ten months, the Southeastern region has been in the process of selecting regional alternatives as part of the Phase III process. These regional alternatives focus on identifying specific actions and activities that would best help achieve regional objectives while retaining maximum flexibility for land managers to determine the most appropriate management activities for their property.
