Download or read book Taxation and Development - A Comparative Study written by Karen B. Brown and published by Springer. This book was released on 2017-01-16 with total page 382 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the tax systems of some twenty countries to determine whether their tax laws are used to support growth and development across borders in lower-income and poor countries. Given the critical economic development needs of poorer countries and the importance of stability in these regions to the security of populations throughout the world, the use of a country’s tax laws to support investment in the developing world gains crucial significance. This book explores whether international standards promoting the fundamental values of the major tax systems of the world accommodate incentives for these nations. In addition, it analyzes the way in which adoption of principles by higher income nations to protect their own revenue bases has a spill-over effect, impairing the ability of developing countries to sustain their economies. Following an introduction that synthesizes worldwide trends, the volume contains separate chapters for a variety of countries detailing the underlying goals and values of each system and the way in which the decision to employ (or not employ) incentives accommodates those ends. The chapters include reports for: Australia, Belgium, Brazil, Croatia, Czech Republic, France, Hong Kong, Israel, Italy, Japan, the Maldives, the Netherlands, Poland, Portugal, South Africa, Uganda, United Kingdom, United States, and Venezuela. The volume memorializes the work of the General Reporter and National Reporters at the Taxation and Development session of the 19th Congress of the International Academy of Comparative Law held in July, 2014, in Vienna, Austria.

Available in PDF, EPUB and Kindle. Book excerpt: The Parliamentary Assembly of the Council of Europe publishes a volume of adopted texts for each of its four part-sessions and Standing Committee meetings. The Assembly, or the Standing Committee on its behalf, can adopt three different types of texts: opinions, recommendations and resolutions. Opinions are mostly expressed by the Assembly on questions put to it by the Committee of Ministers, such as the admission of new member states to the Council of Europe, but also on draft conventions, or the budget. Recommendations contain proposals addressed to the Committee of Ministers, the implementation of which is within the competence of governments. Resolutions embody decisions by the Assembly on questions which it is empowered to put into effect or expressions of views for which it alone is responsible. They can also be addressed to national parliaments. References to committees: the Bureau of the Assembly decides whether communications - in particular from the Committee of Ministers and

Download or read book The Politics of Development in Morocco written by Sylvia I. Bergh and published by Bloomsbury Publishing. This book was released on 2017-01-30 with total page 390 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the mid-1990s, Morocco has sought to present itself as a model of genuine and gradual reform, with decentralisation as a key tenet of this. Here, Sylvia Bergh investigates the dynamics of popular participation and local governance, testing the extent to which the current structure builds local capacity, or whether it is, in fact, a tool for 'soft' state control. She narrates the realities of local administration and civil society to shed critical light on questions of democratic transition in North Africa. Her assessment of decentralisation and participatory development projects in rural Morocco, and the legal and policy frameworks in which they operate, leads to the conclusion that they have generally not yet led to an expansion of a civil society able to build local capacity or enhance bottom-up empowerment. Grounded in an approach of the 'anthropology of policy', this book makes an important contribution to literature on the democratisation, development and governance in North Africa.

Download or read book Good Governance in Sub-Saharan Africa written by Ms. Monique Newiak and published by International Monetary Fund. This book was released on 2022-03-18 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Governance and corruption issues have taken the center stage in international discussions, especially after the adoption by the IMF in 2018 of a new framework for engagement on governance and corruption. Sound institutions that guarantee integrity in the management of public affairs are critical on the path toward higher and more inclusive growth. Corruption undermines the quality of institutions, weakens the effectiveness of government programs, and compromises social trust in government policies. Indeed, countries around the world that improved their governance systems are reaping a “governance dividend,” and governance-enhancing reformist countries in sub-Saharan Africa include Botswana, Rwanda, and Seychelles. In addition, Liberia, Sierra Leone, and Angola demonstrate that important reforms are possible, including in fragile environments. The importance of good governance has acquired even more importance as countries try to introduce policies to fight the ongoing COVID-19 pandemic. Special attention to governance in an emergency context, including situations associated with conflict, other health crises and natural disasters, is therefore essential. Innovation and new technologies are critical instruments that policymakers can use in their efforts to improve governance and transparency.

Book excerpt: Fifty years after the conclusion of the Treaties of Rome (25 March 1957) and the foundation of the European Economic Community, Brussels has become a political world city and international capital with global influence. The acta of the interuniversity and international colloquium, held in Brussels on 18 and 19 December 2006, present a general outline of the research results and 26 contributions, based on original research and divided into three parts. The first part focuses on Brussels' position in the 'world city network'. How has Brussels grown into the European and international 'capital' we know today? What exactly is its legal status as the European 'Capital'? Of course, other aspects such as the relationship between the Brussels-Capital Region and the Europe of Regions and the role of Brussels as the place for lobbying the European Union are also examined. The second part focuses on the interaction between the European institutions and Brussels. What are the socioeconomic, demographic, political and linguistic effects of their presence? Finally, a number of pressure points and areas of tension are analysed. How is Brussels 'imagined' or represented as the capital of Europe? And what is the impact of the European presence on urban planning and security policy? -- Back cover.

Download or read book Perceptions of the European Union’s Identity in International Relations written by Anna Skolimowska and published by Routledge. This book was released on 2018-12-07 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the perception of European Union’s identity by the main actors in international relations. Analysing issues related to public discourse in third countries as demonstrated by, amongst others, their political elites, civil society, and think-tanks, the book highlights a ‘normative gap’ with regards to the European Union's self-definition/perception and its perception in the international environment. It also shows that the European Union’s perception of normative power in international relations is not shared consistently by the main principal actor yet is differentiated relative to geographical area and scope of activities undertaken by the EU. It demonstrates that the perception of the EU’s normative identity is a source of the crisis of the European Union as an effective and significant player in the international arena. This book will be of key interest to scholar and students of European Union politics, European politics/studies, European integration, identity politics, and international relations.
