Book excerpt: Anthropogenic transformation of the coastal zone continues at a steady pace, especially in the developing maritime countries, where coastal resources are often crucial to national economies. However, exploitation of these resources is often indiscriminate, ill planned, or carried out without adequate scientific knowledge. This leads to rapid resource depletion, and often irreversible environmental degradation. The 1992 Rio de Janeiro UN Conference on Environment and Development recognized the expediency of an integrated and sustainable use of all coastal resources, functions and services grounded on sound scientific data. The present volume is based on the 1994 international workshop Integrated Coastal Zone Management, and brings together contributions by leading specialists both on basic concepts and on applications of coastal management. The work is divided into six parts, dealing with the conceptual framework of ICZM; regional and global aspects of coastal management; environmental assessment in ICZM; capacity building and technology transfer; monitoring and environmental analysis; and case studies and status of ICZM plans. The book also incorporates an interactive ICZM planning module, COSMO, which can be of use in designing a management plan for a coast. Attention is also given to long-term environmental effects of present-day actions. It is hoped that COSMO will prove an additional learning tool for ICZM practitioners and enhance the value of the book. This work is intended to give a broad coverage of conceptual and technical aspects of ICZM, and will be of use to operational executives as well as students of ICZM, environmental economists, policy-makers and senior managers in the international development agencies and governmental and non-governmental organizations. It can be recommended as a textbook and as a reference work.

Book excerpt: Legislating for the ecosystem approach to fisheries (EAF) is complex, due to the holistic nature of the EAF involving multiple factors that underpin the social, economic, environmental, and institutional aspects of fisheries sustainability. These factors include ecosystems integration, risks, intersectoral collaboration, research, participatory processes, monitoring, control, surveillance, and enforcement, among others. To assess how the EAF is being implemented through national policy and legal frameworks, FAO developed "A diagnostic tool for implementing an ecosystem approach to fisheries through national policy and legal frameworks". This second edition of the legal report on the EAF contains a revised analysis of the extent to which the 82 EAF legal requirements, which are considered the minimum standards in legislating for the EAF, are incorporated in the United Republic of Tanzania's policy and legal instruments relevant to the fisheries sector and other relevant sectors of the country (such as environment, wildlife, ecosystems, and maritime affairs). Based on this preliminary diagnosis, gaps were identified in the assessed instruments, and recommendations were made for improving the implementation of the EAF. This second edition of the EAF Legal Report of the United Republic of Tanzania is based on the findings from two missions carried out by FAO, with support from the EAF-Nansen Programme, to the United Republic of Tanzania. The first mission was undertaken in March 2023, when the first edition of the report was presented to the government and various other stakeholders, in Dodoma, and additional information was collected. Additional information was collected in the second mission, undertaken in August 2023, when FAO supported the Ministry of Livestock and Fisheries of the United Republic of Tanzania in launching the process for the comprehensive review of the 2015 National Fisheries Policy and the 2003 Fisheries Act, as amended in 2020, from Mainland Tanzania, at a national workshop held in Morogoro. The second edition of the EAF Legal Report of the United Republic of Tanzania was endorsed by the Ministry of Livestock and Fisheries in August 2023.

It encompasses intuitions, values, attitudes, thoughts, mind-sets, place attachments and sense of place. All of these influence human behavior and action, and are collected or are available within the respective marine resource use system, which may support the livelihood of a large part of the local population. Management and governance are not only about mediating between resource use conflicts or establishing marine protected areas, they deal with people and their ideas and perceptions. Understanding the related decision-making processes on multiple scales and levels hence means much more than economically assessing the available marine resources or existing threats to the associated system. Over the past decade, there has been a growing inter- and transdisciplinary international community becoming interested in research which integrates perceptions of coastal and inland residents, local and regional stakeholder groups, as well as resource and environmental managers and decision-makers. By acknowledging the importance of the individual perspective and interest-led personal views, it became obvious how valuable and important these sources of information are for coastal research. An increase of research effort spent on the link between perceptions and behaviour in marine resource use systems is thus both timely and needed. It combines insights from anthropology, history, and environmental studies, mounting an interdisciplinary challenge to contemporary accounts of "globalization." The book focuses on The Mafia Island Marine Park, a national park in Tanzania that became the center of political conflict during its creation in the mid-1990s. The park, reflecting a new generation of internationally sponsored projects, was designed to encourage environmental conservation as well as development. Rather than excluding residents, as had been common in East Africa's mainland wildlife parks, Mafia Island was intended to represent a new type of national park that would encourage the participation of area residents and incorporate their ideas. While the park had been described in the project's general management plan as "for the people and by the people," residents remained excluded from the most basic decisions made about the park. The book details the day-to-day tensions and alliances that arose among Mafia residents, Tanzanian government officials, and representatives of international organizations, as each group attempted to control and define the park. Walley's analysis argues that a technocentric approach to conservation and development can work to the detriment of both poorer people and the environment. It further suggests that the concept of the global may be inadequate for understanding this and other social dramas in the contemporary world.
