Book excerpt: The Preventing Sex Trafficking and Strengthening Families Act (H.R. 4980), an omnibus bill that includes both child welfare and child support provisions, was signed into law on September 29, 2014, as P.L. 113-183. The bill received broad congressional support, passing the House by voice vote (under suspension of the rules) on July 23, 2014, and the Senate by unanimous consent on September 18, 2014. P.L. 113-183 amends the federal foster care program to require state child welfare agencies to develop and implement procedures for identifying, documenting in agency records, and determining appropriate services for certain children or youth who are victims of sex trafficking, or at risk of victimization. State child welfare agencies must also report to law enforcement and the U.S Department of Health and Human Services (HHS), which administers child welfare programs, about such victims. In addition, HHS must establish a national advisory committee on child sex trafficking that must, among other responsibilities, develop policies on improving the nation's response to domestic sex trafficking. P.L. 113-183 also includes provisions to direct child welfare agencies to develop protocols on locating children missing from care. The law also seeks to ensure children in foster care have the opportunity to participate in activities that are appropriate to their age and stage of development. It requires changes in state foster home licensing law to enable foster caregivers to apply a "reasonable and prudent parenting" standard when determining whether a child in foster care may participate in activities; and directs state child welfare agencies to provide training to caregivers on using this standard. Other provisions in the law seek to ensure permanent adult connections for older children and better aid their transition to successful adulthood. Under the new law, states are not permitted to assign a permanency plan of "another planned permanent living arrangement" (APPLA) to any child under the age of 16, and must take additional steps to support permanency for children age 16 or older who are assigned that permanency plan. Further, children in foster care who are age 14 or older must be consulted in the development of, and about any revisions to, their case and permanency plans. They must also be made aware of their rights while in care, including the right to receive critical documents (e.g., birth certificate, Social Security card) when they "age out" of care. P.L. 113-183 separately extends funding authority for Adoption Incentive Payments for three years (FY2014-FY2016). It phases in a revised incentive structure that allows states to earn incentive payments for both adoptions and exits from foster care to legal guardianship, places additional focus on finding permanent homes for older children, and strengthens the way state performance is gauged under the program. The law requires 30% of any state savings (resulting from broadening federal eligibility for adoption assistance) to be used for family strengthening services, including post-adoption services. It also includes provisions to ensure continued federal assistance under the Title IV-E program for eligible children who, following the death or incapacitation of their legal guardian, are placed with previously named successor guardians. Separately, the law appropriates $15 million to continue Family Connection Grants for one year. These grants are intended to strengthen children's connections to their parents and other relatives.

Book excerpt: Through seven London case studies of communities opposing social housing demolition and/or proposing community-led plans, Community-Led Regeneration offers a toolkit of planning mechanisms and other strategies that residents and planners working with communities can use to resist demolition and propose community-led schemes. The case studies are Walterton and Elgins Community Homes, West Ken and Gibbs Green Community Homes, Cressingham Gardens Community, Greater Carpenters Neighbourhood Forum, Focus E15, People’s Empowerment Alliance for Custom House (PEACH), and Alexandra and Ainsworth Estates. Together, these case studies represent a broad overview of groups that formed as a reaction to proposed demolitions of residents' housing, and groups that formed as a way to manage residents' homes and public space better. Drawing from the case studies, the toolkit includes the use of formal planning instruments, as well as other strategies such as sustained campaigning and activism, forms of citizen-led design, and alternative proposals for the management and ownership of housing by communities themselves. Community-Led Regeneration targets a diverse audience: from planning professionals and scholars working with communities, to housing activists and residents resisting the demolition of their neighbourhoods and proposing their own plans.

Available in PDF, EPUB and Kindle. Book excerpt: The Matsu archipelago between China and Taiwan, for long an isolated outpost off southeast China, was suddenly transformed into a military frontline in 1949 by the Cold War and the Communist-Nationalist conflict. The army occupied the islands, commencing more than 40 long years of military rule. With the lifting of martial law in 1992, the people were confronted with the question of how to move forward. This in-depth ethnography and social history of the islands focuses on how individual citizens redefined themselves and reimagined their society. Drawing on long-term fieldwork, Wei-Ping Lin shows how islanders used both traditional and new media to cope with the conflicts and trauma of harsh military rule. She discusses the formation of new social imaginaries through the appearance of 'imagining subjects', interrogating their subjectification processes and varied uses of mediating technologies as they seek to answer existential questions. Available in PDF, EPUB and Kindle. Book excerpt: Each year more than 25,000 youth age out of the American foster care system to face uncertain futures as young adults. Many of them have experienced the trauma of abuse, neglect, disrupted family relationships, and multiple foster care placements. The past two decades have seen increased funding and services in a society-wide attempt to mitigate the effects of such childhood adversity, but a consistent pattern of loss and broken attachments adds up. Development and education are severely compromised. A quarter of youth experience homelessness after exiting care; 25-50% will not complete high school, and only 3-6% will graduate college. Four years after leaving care, less than half are employed, and their earnings remain well below the poverty line. Rates of mental health disorders, early pregnancy and parenthood, and involvement in the criminal justice system are all heightened. Youth Leaving Foster Care is the first comprehensive text to focus on youth emerging from care, offering a new theoretical framework to guide programs, policies, and services. The book argues that understanding infant, child, and adolescent development; attachment experiences and disruptions; and the impacts of unresolved trauma and loss on development are critical to improving long-term outcomes. It provides an overview of the foster care context, detailed discussion of the effects of maltreatment on development from infancy through young adulthood, and common mental health problems and treatment recommendations. It includes a discussion of delinquency and the juvenile justice system, as well as issues facing pregnant and parenting youth, LGBT youth, and youth with disabilities. Presenting the best practices in transitional living programs and policy and research recommendations, this crucial guide also reviews and summarizes the latest research, which are enhanced with illustrative case vignettes. Each mental health and program chapter concludes with key practice principles reflecting the relationship-based approach. Presenting a multidimensional, integrated perspective that gives greater consideration to psychological and interpersonal needs, this vital guide offers an approach that will strengthen the capacity of youth leaving care to transition into successful adult lives.

Available in PDF, EPUB and Kindle. Book excerpt: Compassionate communities are communities that provide assistance for those in need of end of life care, separate from any official heath service provision that may already be available within the community. This idea was developed in 2005 in Allan Kellehear’s seminal volume- Compassionate Cities: Public Health and End of Life Care. In the ensuing ten years the theoretical aspects of the idea have been continually explored, primarily rehearsing academic concerns rather than practical ones. Compassionate Communities: Case Studies from Britain and Europe provides the first major volume describing and examining compassionate community experiments in end of life care from a highly practical perspective. Focusing on community development initiatives and practice challenges, the book offers practitioners and policy makers from the health and social care sectors practical discussions on the strengths and limitations of such initiatives. Furthermore, not limited to providing practice choices the book also offers an important and timely impetus for other practitioners and policy makers to begin thinking about developing their own possible compassionate communities. An essential read for academic, practitioner, and policy audiences in the fields of public health, community development, health social sciences, aged care, bereavement care, and hospice & palliative care, Compassionate Communities is one of only a handful of available books on end of life care that takes a strong health promotion and community development approach.
