This book was released on 2004-01-01 with total page 316 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'This urgently needed, groundbreaking book provides solid data that coincides with the real life stories I have been hearing for years from men and women nationwide regarding unfair child support laws and policies that have resulted in adverse effects on their children and families. I anticipate that this book will have a major positive impact on social policy and the general collective attitudes toward families in today's society. The information presented in this book must be read and understood by every policymaker to insure that child support policies are made just and fair so that all families can prosper.' - Dianna Thompson, National Family Justice Association, US The delinquent payment of child support by non-custodial to custodial parents is a major problem throughout the United States. To many observers, the problem is one of 'deadbeat dads' - men who simply will not make the required payments. The solution has been to enforce payment by the imposition of increasingly stringent civil and criminal penalties. Despite these efforts, the percentage of single mothers receiving child support has changed very little over the past twenty-five years. The Law and Economics of Child Support Payments investigates why this is, and approaches the payment of child support as an economic problem.
Book Synopsis The Impossible Imperative by : Jill Duerr Berrick
Download or read book The Impossible Imperative written by Jill Duerr Berrick and published by Oxford University Press. This book was released on 2018 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Impossible Imperative brings to life the daily efforts of child welfare professionals working on behalf of vulnerable children and families. Stories that highlight the work, written by child welfare staff on the front lines, speak to the competing principles that shape everyday decisions. The book shows that, rather than being a simple task of protecting children, the field of child welfare is shaped by a series of competing ideas. The text features eight principles that undergird child protection practice, all of which are typically in conflict with others. These principles guide practice and direct the course of policymaking, but when liberated from their aspirational context and placed in the real world, they are fraught with contradiction. The Impossible Imperative is designed to inspire a lively debate about the fundamental nature of child welfare and about the principles that serve as the foundation for the work. It can be used as a teaching tool for aspiring professionals and as motivation to those looking to social work to make a difference in the world.

Available in PDF, EPUB and Kindle. Book excerpt: Child Welfare and Child Protection: An Introduction prepares future child welfare professionals to tackle the complex and challenging work associated with responding to child maltreatment. Developed by a former child protection professional and a social work scholar, this book draws upon current research and features cases that simulate those child welfare professionals are likely to encounter in the field. After an historical examination of the evolution of child protection in the United States, the book focuses on understanding the causes of child maltreatment and risk assessment. Readers are presented with a compelling case and the opportunity to see how it develops over the course of three chapters that address the investigative process, the delivery of ongoing services to assist families in addressing high-risk behaviors, and helping children achieve timely permanency when returning home is not an option. Other chapters present foster parent and foster child perspectives, additional considerations for special needs populations, and suggestions for working effectively on a child protection team. Every effort is made to prepare readers for the stresses and strains associated with working in child protection, including a dedicated chapter on self-care. Featuring foundational and critical information for future professionals, Child Welfare and Child Protection is well-suited for introductory undergraduate and graduate courses. Book excerpt: Child welfare services are intended to prevent the abuse or neglect of children; ensure that children have safe, permanent homes; and promote the well-being of children and their families. Federal support for child welfare activities is provided via multiple programs. The largest share of this federal child welfare funding is provided for support of children in foster care, and for ongoing assistance to children who leave foster care for new permanent families (via adoption or legal kinship guardianship). This book begins with an overview of appropriations activities for child welfare programs. It then includes a discussion of how annual funding levels are determined for child welfare programs and briefly discusses the effect of sequestration on that child welfare funding. The remainder, and largest part, of the book provides descriptions of each federal child welfare program.

This book was released on 2001-05-29 with total page 422 pages. Available in PDF, EPUB and Kindle. Book excerpt: On August 22, 1996, President William Clinton signed into law the Personal Responsibility and Work Opportunity Act of 1996. Media and goververnment sources portrayed this act as the most important welfare reform since the passage of Social Security in the New Deal 61 years earlier. The hype around welfare reform overshadowed a significant section of the act entitled, “Title III—Child Support.” This section of the act made major changes in the child support program that is charged with the task of establishing, enforcing and modifying child support orders for children with non-residential parents. This book tells the story of the development and passage of the 1996 child support reforms.

Book Synopsis Raising Government Children by : Catherine E. Rymph
Download or read book Raising Government Children written by Catherine E. Rymph and published by UNC Press Books. This book was released on 2017-10-10 with total page 271 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the 1930s, buoyed by the potential of the New Deal, child welfare reformers hoped to formalize and modernize their methods, partly through professional casework but more importantly through the loving care of temporary, substitute families. Today, however, the foster care system is widely criticized for failing the children and families it is intended to help. How did a vision of dignified services become virtually synonymous with the breakup of poor families and a disparaged form of "welfare" that stigmatizes the women who provide it, the children who receive it, and their families? Tracing the evolution of the modern American foster care system from its inception in the 1930s through the 1970s, Catherine Rymph argues that deeply gendered, domestic ideals, implicit assumptions about the relative value of poor children, and the complex public/private nature of American welfare provision fueled the cultural resistance to funding maternal and parental care. What emerged was a system of public social provision that was actually subsidized by foster families themselves, most of whom were concentrated toward the socioeconomic lower half, much like the children they served. Analyzing the ideas, debates, and policies surrounding foster care and foster parents' relationship to public welfare, Rymph reveals the framework for the building of the foster care system and draws out its implications for today's child support networks.

Book Synopsis Children with Parents in Prison by : Creasie Hairston
Download or read book Children with Parents in Prison written by Creasie Hairston and published by Routledge. This book was released on 2017-09-04 with total page 171 pages. Available in PDF, EPUB and Kindle. Book excerpt: Adults are being incarcerated in the United States at an ever-escalating rate, and child welfare professionals are encountering growing numbers of children who have parents in prison. Current estimates indicate that as many as 1.5 million children have an incarcerated parent; many thousands of others have experienced the incarceration of a parent at some point in their lives. These vulnerable children face unique difficulties, and their growing numbers and special needs demand attention.Existing literature indicates that children whose parents are incarcerated experience a variety of negative consequences, particularly in terms of their emotional health and well being. They also may have difficult interactions or limited contact with their parents. There are also issues connected with their physical care and child custody. The many challenges facing the child welfare system as it attempts to work with this population are explored in Children with Parents in Prison. Topics covered include: ""Supporting Families and Children of Mothers in Jail""; ""Meeting the Challenge of Permanency Planning for Children with Incarcerated Mothers""; ""The Impact of Changing Public Policy on Relatives Caring for Children with Incarcerated Parents""; ""Legal Issues and Recommendations""; ""Facilitating Parent-Child Contact in Correctional Settings""; ""Earning Trust from Youths with None to Spare""; ""Developing Quality Services for Offenders and Families""; and in closing, ""Understanding the Forces that Influence Incarcerated Fathers' Relationships with Their Children.""Children and families have long struggled with the difficulties created when a parent goes to prison. What is new is the magnitude of the problem. This volume calls for increased public awareness of the impact of parental incarceration on children. Its goal is to stimulate discussion about how to best meet the special needs of these children and families and how to provide a resource for the child welfare community as it responds to
