Book excerpt: A growing appreciation for how variations in climate affect society and the environment has increased the demand for fast and accurate predictions of climate variability. The Climate Variability and Predictability (CLIVAR) program, established internationally in 1995 and expanded to include a U.S. component in 1998, focuses on improving understanding and skill in predicting climate variability on seasonal to centennial time scales. This report evaluates the performance of the U.S. CLIVAR Project Office (PO) in fulfilling its charge from supporting agencies. The report concludes that the project office is vital for coordinating US CLIVAR activities and is effective despite limited resources. It also provides suggestions for enhancing the communications from and visibility of US CLIVAR activities and for developing strategic directions for the future.

Book excerpt: This book provides a synthesis of the past decade of research into global changes that occurred in the earth system in the past. Focus is achieved by concentrating on those changes in the Earth's past environment that best inform our evaluation of current and future global changes and their consequences for human populations. The book stands as a ten year milestone in the operation of the Past Global Changes (PAGES) Project of the International Geosphere-Biosphere Programme (IGBP). It seeks to provide a quantitative understanding of the Earth’s environment in the geologically recent past and to define the envelope of natural environmental variability against which anthropogenic impacts on the Earth System may be assessed. A set of color overhead transparencies based on the figures in the book is available free on the PAGES website (www.pages-igbp.org) for use in teaching and lecturing.

Book excerpt: It is a privilege to introduce the reader to this book, as I believe that it will make a signi?cant contribution to, given the dif?culties in the knowledge of the Indian Ocean, developing cooperation in the Indian Ocean region. There have been numerous failed efforts at regional cooperation in different fora in the Indian Ocean. As a result of the land-based orientation of the people in the region, the importance for countries to develop the power to govern the sea has largely been ignored. The maritime approach taken by Manoj Gupta to the Indian Ocean as a region in international relations offers a timely and critical assessment of the potential for regional cooperation and ocean governance. The political leadership in the region can no longer ignore the need for coop- ation in maritime affairs in the Indian Ocean. This book enriches the literature on Indian Ocean issues as it argues convincingly that the security of nations, economic well-being of the people and health of the Indian Ocean cannot be divested from one another. All are fundamentally dependant on the ability of the countries in the region to individually and collectively exert the power to govern the sea.

Book excerpt: During recent years, large-scale investigations into global climate change and other highly visible issues have taken the lion's share of declining research funds. At the same time, funding for basic research in such core disciplines as physical oceanography, biological oceanography, chemical oceanography, and marine geology has dwindled. Global Ocean Science examines how the largest U.S. ocean research programs, such as the Ocean Drilling Program (ODP) and the Joint Global Ocean Flux Study (JGOFS), have significantly contributed to our understanding of the oceans. The book examines the impact of these programs on research, education, and collegiality within this diverse scientific community and offers recommendations to help ensure a vital future for ocean science, including: Specific results of the programs such as data collected, conceptual breakthroughs, information published, demonstrable use of program products, incorporation of new knowledge into education, and contribution to policymaking and decisionmaking by federal agencies. Mechanisms for efficiently identifying knowledge gaps and research questions, strategic planning of research programs, managing competitive proposals, securing needed resources, and more. This practical book will be welcomed by ocean investigators, users of oceanographic research findings, policymakers, administrators, educators, and students.

Book excerpt: This book lays out a science plan for a major, international, 15-year research program. The past 10 years have seen significant progress in studies of short-term climate variations, in particular for the region of the tropical Pacific Ocean and the El Nino/Southern Oscillation phenomenon. Some forecast skill with lead times as long as a year in advance has already been developed and put to use. The GOALS program plans to capitalize on this progress by expanding efforts on observations and seasonal-to-interannual predictions to the remainder of the tropics and to higher latitudes.

This book was released on 2008-01-07 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Earth's climate is constantly changing. Some of the changes are progressive, while others fluctuate at various time scales. The El Niño-la Niña cycle is one such fluctuation that recurs every few years and has far-reaching impacts. It generally appears at least once per decade, but this may vary with our changing climate. The exact frequency, sequence, duration and intensity of El Niño's manifestations, as well as its effects and geographic distributions, are highly variable. The El Niño-la Niña cycle is particularly challenging to study due to its many interlinked phenomena that occur in various locations around the globe. These worldwide teleconnections are precisely what makes studying El Niño-la Niña so important. Cynthia Rosenzweig and Daniel Hillel describe the current efforts to develop and apply a global-to-regional approach to climate-risk management. They explain how atmospheric and social scientists are cooperating with agricultural practitioners in various regions around the world to determine how farmers may benefit most from new climate predictions. Specifically, the emerging ability to predict the El Niño-Southern Oscillation (ENSO) cycle offers the potential to transform agricultural planning worldwide. Biophysical scientists are only now beginning to recognize the large-scale, globally distributed impacts of ENSO on the probabilities of seasonal precipitation and temperature regimes. Meanwhile, social scientists have been researching how to disseminate forecasts more effectively within rural communities. Consequently, as the quality of climatic predictions have improved, the dissemination and presentation of forecasts have become more effective as well. This book explores the growing understanding of the interconnectedness of climate predictions and productive agriculture for sustainable development, as well as methods and models used to study this relationship.

Book excerpt: Now in its 13th year, the NILOS Documentary Yearbook provides the reader with an excellent collection of documents related to ocean affairs and the law of the sea, issued each year by organizations, organs and bodies of the United Nations system. Documents of the UN General Assembly, Meeting of State Parties to the 1982 UN Law of the Sea Convention, ISBA, ITLOS, Follow-Up to the UN Straddling Fish Stocks and Small Island States Conferences, Panama Canal, ECOSOC, UNEP and UNCTAD are included first, followed by the documents of FAO, IAEA, IMO, UNESCO/IOC. As in the previous volumes, documents which were issued in the course of 1997 are reproduced, while other relevant documents are listed. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access by the community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation. The entry of the 1992 UN Law of the Sea Convention into force on 16th November 1994 and of the Part XI Agreement - on 28 July 1996, and progress in the implementation of Chapter 17 of Agenda 21, make continuation of this assistance of particular significance in the years to come. The members of the Yearbook's Advisory Board are: Judges Abdul Koroma and Shigeru Oda of the ICJ, Judges Thomas Mensah, Dolliver Nelson and Tullio Treves of the ITLOS, as well as Rosalie Balkin, Edward Brown, Lee Kimball, Bernard Oxman and Shabtai Rosenne.

This book was released on 1998-12-08 with total page 161 pages. Available in PDF, EPUB and Kindle. Book excerpt: Society today may be more vulnerable to global-scale, long-term, climate change than ever before. Even without any human influence, past records show that climate can be expected to continue to undergo considerable change over decades to centuries. Measures for adaption and mitigation will call for policy decisions based on a sound scientific foundation. Better understanding and prediction of climate variations can be achieved most efficiently through a nationally recognized "dec-cen" science plan. This book articulates the scientific issues that must be addressed to advance us efficiently toward that understanding and outlines the data collection and modeling needed.
