J, Res, 80& Gt Twenty-four claims in all were brought to the attention of the commission. Of these, one, that of Mrs. Jennie W. Preston, had been settled to the satisfaction of the claimant through the Mexican consul at El Paso, and was never pressed upon the commission, while another, that of Miss Frances M. Reade, appeared upon its face to be beyond the scope of the commission's authority, having arisen in Mexico, and so was not investigated. The remaining 22 claims were investigated as fully as practicable and they divide themselves naturally into two classes. The first class embraces two cases only, those of Converse and Blatt, and they are founded upon the alleged kidnapping of the parties upon Ameri can territory and their subsequent harsh treatment. The other class is that of injuries arising from bullet wounds and resulting in death or some disability. And this latter class embraces two distinct kinds of claimants, i. E., those claiming as American citizens and those claiming as domiciled aliens. The commission, in considering the form of its report, arrived at the conclusion that it would conduce to clearness and to brevity if the general situation out of which these claims arose and the general considerations which should govern their disposition were treated in one comprehensive report, leaving the particular facts and conclu sions as to each separate claim to be embodied in separate reports, one for each claim. That plan has been followed, and this, which is the general report, is accompanied by the several individual reports, all taken together constituting the complete report of the commis sion as required by Congress.
