Book excerpt: The concept is developed for analyzing and evaluating the evolving Civil Defense Communications System through periodic system evaluation exercises. A feasible method is presented for measuring operational capabilities using obtainable information about system characteristics, operational environments, and user needs. Appropriate criteria of system effectiveness are specified to allow selection of "optimum" system configurations and to provide the basis for evaluation of future systems and techniques for possible inclusion in the Civil Defense Communication System.

Book excerpt: A step-by-step procedure is presented for determining the communications requirements to support the civil defense (CD) operations of a county, state subdivision, and a state. Communications requirements include landline and radio circuits, networks and equipments, and the complementary policies, plans and operating procedures pertaining to the communications systems and linkages that extend from Emergency Operations Centers (EOCs) of these governmental entities to higher, subordinate and lateral EOCs and to associated CD-supporting agencies. This procedure or methodology considers the potential threat, the civil defense organization and concept of operations, the roles and responsibilities of participating agencies, and existing communications resources. It includes a 'needlines' development, traffic analyses, system survivability assessments, and the determination of circuit requirements based on the grade of communications service selected. Guidance is furnished in the report for the preparation of the essential complementary civil defense communications plans.

Book excerpt: In Military Communications: A Test for Technology, John D. Bergen develops the thesis that burgeoning technology in communications faced a severe test in Vietnam. He analyzes the advantages and drawbacks of new communications systems and the effects these systems had on decision making and on command. In doing so, he describes the difficulties that communications systems had in keeping pace with the information explosion and shows that command and control do not necessarily improve with enhanced communications. The book illustrates that the communications missions of getting the message through was not only critical to the success of combat operations, but also as challenging as combat itself. Bergens clear understanding and description of these issues make this a valuable work for those responsible for the future success of command, control, communications, and intelligence.

The systems studied included Alarm Communications, Administrative Communications, Broadcast Communications and a nationwide Attack-Warning System. The first three systems, which were studied and reported upon during earlier phases of the contract, are only briefly discussed in this report. The last system, which was investigated only during the last quarter of the contract, is presented in detail. A classified appendix pertaining to the Attack-Warning System is presented under separate cover.

Book excerpt: Among the space activities of the last three decades satellite communications (SATCOM) has found the widest application in meeting both civil and military communications requirements. Several international, regional and national SATCOM systems of increasing capacity, capability and complexity have been and are being implemented over the years. The latest versions are utilizing such concepts as spot beams, processing transponders in SS-TDMA and operations in different frequency bands including the EHF band. On the military side, the United States of America, the United Kingdom, France and NATO (the North Atlantic Treaty Organisation) have been the only owners and operators of military SATCOM systems in the West. The systems in being and under development use satellites and ground terminals with characteristics which differ from the civilian ones with respect to frequency bands utilised and survivability and interoperability. The SATCOM has given the military users the potential of having much-needed mobility, flexibility and survivability in strategic and tactical communications for land, sea and air operations. It must, however, be said particularly for the military SATCOM systems that they have been evolved in big jumps, both in time and capability, each jump involving the deployment of two or three often specially designed large satellites, large expenses and rather traumatic transition between jumps. Despite these undesirable features these systems did not have the required degree of suevivability and flexibility.

Book excerpt: Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.
