The Cameroonians of English expression hold dearly that [1] benevolent freedom is an essential element in the content of all democratic constitutions [2] it is incorporated as a contract between the citizens and the government to guarantee good governance and protection for their persons, property, liberty and happiness without let or hindrance; [3] freedom is both a blessing and birthright from God, and [4] on it fundamental human rights are planted, nurtured and blossom to bring dignity, love and peace profound to all and sundry. The government failed in its ploy for good governance, resorted to threats, intimidation, and force to oppress the people without the litmus test. Justice Mbu has been an eye witness to the events of this transformation in political, social and economic changes that make Cameroon never to be the same again. He is retired with his family and resides in Maryland USA.

Book excerpt: Since the mid-1980s, there has been much federalism talk in Cameroon where federation (said to have been created in Foumban in 1961) had supposedly been overwhelmingly rejected in 1972 by Cameroonians. Confusioncracy is the one good term that could conveniently explain it. Written with the trilogy of criticism, provocation, and construction in mind, this book aims at reconstructing a new and vigorous society in Cameroon that ensures respect for fundamental human rights and certain basic shared values. Much as the book centres on the Anglophone Problem; it is principally about human rights and their excessive violations the direct result of the absence of separation of powers and constitutionalism. It largely condemns Cameroons government for incessantly singing democracy and rule of law at the same time as it is massively torturing and wantonly killing citizens that dare to question the confusion. While sharing the position that a state like Cameroon must be seen to ensure that its laws and other practices accord with its international commitments, the book nonetheless strives to apportion the blame for Cameroons human rights catastrophe accordingly; showing how the English-speaking minority itself, generally speaking, contributes to a large extent in propping up the dictatorship that is oppressing not only that minority but Cameroonians at large. The book challenges Cameroon to assume a leadership role in uniting Africans through meaningful federalization rather than further splitting them into incapable mini-states on the challenging world stage.

It combines theory and practice from researchers, lawyers and judges, each with track records of working on women and rights concerns. The nexus between the reluctance to recognize and materialize womens right to land, and the increasing feminization of poverty is undeniable. The problem assumes special acuity in an essentially agrarian context like Cameroon, where the problem is not so much the law as its manner of application. That this book delves into investigating the principal sources and reasons for this prevalent injustice is particularly welcome. As some of the analyses reveal, denying women their right to land acquisition or inheritance is sometimes contrary to established judicial precedents and even in total dissonance with the countrys constitution. Traditional and cultural shibboleths associated with land acquisition and ownership that tend to stymie womens development and fulfilment, must be quickly shirked, for such retrograde excuses can no longer find comfort in the law, morality nor in modern traditional thinking. The trend, albeit timid, of appointing women to Land Consultative Boards and even as traditional authorities, can only be salutary. These are some positive practical steps that can translate the notion of equal rights into equal power over land for both sexes; otherwise equality in this context will remain an unattractive slogan.

Drawing on women nationalists' petitions to the United Nations, one of the largest collections of political documents written by African women during the decolonization era, as well as archival research and oral interviews, this work shows how UDEFEC transcended ethnic, class, education and social divides, and popularized nationalism in both urban and rural areas through the Trust Territories of the Cameroons under French and British administration. Foregrounding issues such as economic autonomy and biological and agricultural fertility, UDEFEC politics wove anti-imperial democracy and notions of universal human rights into locally rooted political cultures and histories. UDEFEC's history sheds light on the essential components of women's successful political mobilization in Africa, and contributes to the discussion of women's involvement in nationalist movements in formerly colonized territories.

The objective of political theory is to train citizens to think rationally about political questions and assess correctly the political events of our time. In applying political theory, some countries are more successful than others due to the variations in political culture. A country's degree of success in operating a governmental system that is democratic in character depends, to a very large extent, upon the nature and content of the political culture of that country. For democracy to work, the country's political culture must be compatible with and support the very concepts of constitutionalism, the rule of law, and representative democracy--as well as be consistent with and sustain the country's established, agreed-upon Constitution, including the constitutionally prescribed procedures for managing and resolving controversy over public questions, making and carrying out authoritative decisions on public policy, protecting the rights and liberties of citizens, and peacefully transferring governing authority from one group of political leaders to another. In all discussions examples are drawn from Cameroon and elsewhere in the world.

In particular it looks at some of the strengths (community empowerment, local ownership, inclusion, etc) of the RBA, how that makes the RBA different from other development concepts. According to the paper translating this complex approach into practice is a big challenge to development experts, agencies and international organizations involving tensions and contradictions. Using the Chad-Cameroon Pipeline Project as a case study the paper brings to light some of the limitations of the RBA in today's highly politics-driven world.
