Book excerpt: This study offers a new view on public services in the early modern Low Countries and answers the following questions: who provided public facilities in urban communities and in which ways did public amenities change in the period between 1500 and 1800? It throws light on the ways in which responsibilities were shared between city dwellers and the factors which influenced the allocation and reallocation of public services between the sixteenth and nineteenth centuries. The present study looks at those who provided various services to their communities, the ways in which they were rewarded and monitored, and the gain they may have sought. It focuses on the situation in the Low Countries, but in many respects, it also describes the development of the provision of public services in most towns in early modern Western Europe. The complex mixture of central and local, private and public, ecclesiastical and secular, individual and corporate initiatives, characterized – to a greater or lesser extent – urban communities everywhere in Western Europe. Above all, early modern towns were civil societies in which community services such as health care, poor relief, and public security were largely shaped and formed by conceptions of citizenship and collective interest.

Focusing on the S.P.Q.R. (the Senate and the Roman People), which was ministered from the capitoline Hill, she shows that it provided political representation for lay members of the urban elite, carried out the work of local government, and served as a symbol of the Roman voice in public life. Through a detailed study of how civic authorities derived their sense of legitimacy and how lay subjects maneuvered in informal and disguised ways to block or criticize the papal regime, the author advances a new way of conceiving politics under an absolute ruler. As Nussdorfer analyzes the complex interactions between the lay administration and Urban VIII and his family, the papal administration, and Romans of the upper and lower classes, she also provides fresh insights into the actual practice of early modern government. She takes the plague threat of the early 1630s, the War of Castro (1641-1644), and the interregnum following the pope's death as important test cases of the state's power in times of crisis. The urban local self-government (ULSG) is struggling to provide efficient, effective, inclusive and responsive urban services. Most ULSGs are too fragile to perform the mandated functions for enhancing the quality of life and making cities and towns livable. The book traces evolution of ULSGs, its decline after Independence, and steps taken to strengthen them, especially through the big-bang decentralization initiative of 1992 for their empowerment, by enacting the 74th Constitution Amendment Act (74th CAA). Analyzing facets of the decentralization initiative, views of two review Commissions, policy responses to it and processes for implementation of constitutional provisions, it alludes to conspicuous gaps at three levels such as (i) gaps and deficiencies in the 74th CAA (ii) gaps in the post-74th CAA municipal Acts that were required to conform to the constitutional provisions, and (iii) gaps due to half-hearted implementation of even the mandatory constitutional provisions. Empowerment and strengthening of ULSG being in the nature of an imperative, it explores plausible options within the constitutional autonomy of states. Empowerment denotes authority, power and clarity in municipal functional and fiscal domain. Therefore it also specifies experiential based rational framework and a strategy for strengthening ULSGs that must look beyond the existing predilection for mere training.
